Gujarat now runs two subsidy schemes for micro, small and medium enterprises (MSMEs) side by side: the Aatmanirbhar Gujarat scheme announced in October 2022 and a new assistance scheme under the Viksit Gujarat Industrial Policy 2026, which has applied since 1 June 2026. Which one you can use depends on a single date, the day your factory starts commercial production.

If production began before 1 June 2026, you stay with the 2022 scheme. If it has not begun, you may pick either scheme, but the pick is final and must be made within six months of the state's order of 25 September 2026. The 2022 route also closes to units that start production after 4 October 2027.

The schemes pay differently. The 2022 scheme reimburses state GST and pays a capped annual interest subsidy. The 2026 scheme puts one ceiling on capital, interest and power-tariff support, set by the taluka where you build. Figures are as of October 2026.

Aatmanirbhar Gujarat scheme or the 2026 scheme: which one applies to your unit?

The 2026 order sets the sorting rule; the table applies it.

Not producing yet, will start by 4 October 2027Either schemeDecide within six months of the 25 September 2026 order, so by about late March 2027. The choice cannot be reversed

Not producing yet, no choice made in time2026 schemeOnly investment from 1 January 2026 counts

Large and mega units follow the same split under a separate order of 8 September 2026.

What does the Aatmanirbhar Gujarat scheme pay an MSME?

The Chief Minister's office announced these headline benefits for MSMEs on 5 October 2022:

  • Net state GST (SGST) reimbursement: up to 75% of fixed capital investment over 10 years. It returns state GST your unit actually pays, so it flows as sales happen.
  • Capital subsidy: up to ₹35 lakh for micro industries.
  • Interest subsidy: up to ₹35 lakh a year, for up to 7 years.
  • Other relief: Employees' Provident Fund (EPF) reimbursement for 10 years, electricity duty exemption for 5 years, and extra incentives for women, young, startup and differently abled entrepreneurs.

This is a state scheme, separate from the central Atmanirbhar Bharat package. The announcement gives ceilings only; conditions sit in the 2022 government resolution.

What does the 2026 MSME assistance scheme pay, and who qualifies?

The scheme runs from 1 June 2026 to 31 May 2031. Size is judged by plant and machinery: micro up to ₹2.5 crore, small up to ₹25 crore and medium up to ₹125 crore. Machinery bought and paid for from 1 January 2026 counts. Central rules are in our MSME guide.

The scheme caps total support as a share of eligible fixed capital investment. Press reports of the scheme list the main lines:

SupportWhat the scheme provides
Combined ceiling45% of eligible fixed capital investment in Category A talukas, 35% in Category B. Thrust sectors (sports goods, toys, footwear, robots, drones) get 50% and 45%
Capital assistanceUp to 35% (Category A) or 25% (Category B), inside the ceiling
Interest subsidyOn term loans for five years. Women, registered manufacturing startups and first-generation entrepreneurs get 1 percentage point extra
Power tariffPer-unit tariff support for five years, with the rate set by category and sector
JobsUp to 100% of the employer's EPF share for new employees for five years, with a monthly ceiling
Loan guarantee100% of the annual fee of the Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) for five years on collateral-free term loans
Technology and qualityUp to 65% on technology acquisition (cap ₹50 lakh), 50% on quality certification (cap ₹10 lakh), 65% on ERP software (cap ₹1 lakh)

The ceiling matters more than any single line. On ₹4 crore of eligible investment, a Category B unit can receive at most ₹1.4 crore across capital, interest and power support, and a Category A unit ₹1.8 crore. Small and medium units receive capital assistance in instalments over several years, so do not plan loan repayment around a lump sum.

Is your taluka in Category A or Category B?

An order approved on 8 September 2026 sorts 268 talukas into two groups, 130 in Category A and 138 in Category B, listed in its Annexure A. Reports on the policy describe Category A as the less industrially developed group, which gets the higher ceiling. The two ceilings differ by 10 percentage points, so check the annexure before you fix a site. See also Gujarat's industrial areas.

What will the 2026 scheme not pay for, and what can cancel it?

  • Not counted as investment: land, working capital, second-hand machinery, rented buildings, and consultancy fees.
  • Loans: the interest subsidy needs a term loan from a bank or recognised financial institution; loans from non-banking finance companies do not qualify. Capital assistance needs no loan, and self-financed units can claim it on a chartered accountant's or engineer's certificate.
  • Local hiring: at least 85% of your workforce, and 60% of managerial and supervisory staff, must be Gujarat residents.
  • Double benefit: the same investment cannot earn incentives under another state scheme.
  • Breaches: stopping production during the incentive period can lead to recovery with interest.

How do you apply for the 2026 scheme, step by step?

  1. Settle your route with the date test above, then note your size class and taluka category.
  2. Keep invoices and payment proofs for machinery bought from 1 January 2026. Investment counts for 12 months after production starts (18 months above ₹50 crore in machinery).
  3. Apply for a Provisional Eligibility Certificate within six months of commercial production, or six months of the 25 September 2026 order if that is later.
  4. Once the investment is complete, apply for the Final Eligibility Certificate within six months. Late applications lose part of the incentive.
  5. Claim each year's instalment with electricity bills, the pollution board certificate and your Gujarat-resident staff statement.

Micro and small units file with the General Manager of the District Industries Centre, and medium units with the MSME Commissionerate. The order names no online portal, so confirm the filing route locally. Your eligible amount is the lower of the bank's project completion certificate and the district office's asset verification report.

Frequently asked questions

Is the Aatmanirbhar Gujarat scheme still open in 2026?

Yes, for some units: those producing before 1 June 2026, and those that opt for it within six months of the 25 September 2026 order and start production by 4 October 2027. Everyone else applies under the 2026 scheme.

Can I get a Gujarat subsidy without a bank loan?

Yes for capital assistance, which self-financed units can claim on a professional's certificate. The interest subsidy needs a bank term loan. State officials said in October 2026 that the mandatory bank loan condition for incentives was removed.

Do women entrepreneurs get extra support in Gujarat?

Yes. The 2026 scheme adds 1 percentage point to the interest subsidy for women, and shed rent support rises from 65% to 75% for fully women-owned units, capped at ₹3 lakh a year.

Where do I find Gujarat's housing, scholarship and farm schemes?

Use the myScheme portal and filter by Gujarat to see welfare schemes such as housing and scholarships, then check your eligibility there. Farm equipment and seed subsidies run through Gujarat's iKhedut portal.
