Himachal Pradesh's 4 New Industrial Parks Under BHAVYA Scheme: ₹234 Crore Investment and Business Opportunities
Contents 6 sections
Himachal Pradesh has sent two of its four planned industrial parks, 225 acres costing about ₹234 crore, to the Centre under the BHAVYA scheme (Bharat Audyogik Vikas Yojana), according to Amar Ujala and PTI. BHAVYA is a ₹33,660 crore programme for 100 plug-and-play industrial parks. Neither Himachal park is approved, and the money goes to states and park companies, not to individual units. A manufacturer cannot apply to BHAVYA itself, but can line up a loan route and a project report now.
Updated 7 November 2026, after Amar Ujala reported on 5 November that Himachal's project reports for two parks are with the Centre. The next milestone is the Centre's selection of first-round parks.
Confirmed so far: Cabinet approved BHAVYA on 18 March 2026 with ₹33,660 crore for 100 parks over six years. DPIIT issued the guidelines on 23 May 2026, and the application portal was launched on 8 June 2026. Still awaited: central approval for Himachal's two proposals; area and cost for Kadroli and Kandaghat, whose proposals are still being drafted; and Himachal's new industrial policy, reported by The News Mill to be in draft.

PTI places the Una park near the upcoming Bulk Drug Park at Haroli. Amar Ujala and Dainik Jagran report about 30,000 jobs across the four parks. That is a state projection that depends on which units take plots, and the Cabinet release gives no job number.
What BHAVYA pays for and who can propose
Central support is a ceiling on equity in a park company, not a grant to units. It excludes land, working capital and vehicles, as the DPIIT guidelines set out.
|
Park type |
Central support |
Condition |
|
State or central PSU-led |
Up to ₹1 crore per acre |
Equity through the corridor trust, released 40:40:20 |
|
Private developer-led |
Lower of ₹50 lakh per acre or 50% of infrastructure cost |
Developer holds at least 26% |
|
External link road, power and water lines |
Up to 25% of external works cost |
State funds the rest |
Only sponsors apply, not units.

Criterion |
Requirement |
|
Sponsor |
State or UT government, backed by its State Level Committee, or a central PSU with board approval |
|
Private developer |
Co-promoter or anchor only, with net worth of at least 15% of project cost and a finished 50-acre project in the last ten years |
|
Land |
At least 25 contiguous acres in hilly states (100 elsewhere), with at least 90% free of encumbrances |
Himachal's reported 75-acre and 150-acre sites clear the size test.
How a BHAVYA park is approved, and what can cancel it
Proposals are filed on the BHAVYA portal run by NICDC, scored out of 100 on connectivity, project report quality, industrial ecosystem and state policies, then shortlisted for the National Level Steering Committee. PIB lists 31 July 2026 as the first-round deadline for up to 20 parks and 30 September 2026 for 30 more; The Tribune reported 87 first-round proposals from states. Three conditions follow approval:
• Land must pass to the park company within three months, or approval lapses unless a three-month extension is granted.
• Development works must finish within 24 months, with more time possible for parks of 500 to 1,000 acres.
• Money is released against progress. The first tranche needs land, power and water allocations and environmental clearance; the second needs allotment to at least two units.
What manufacturers can use while BHAVYA parks are pending
These three routes are open now and do not depend on a BHAVYA park. Credit guarantee suits a larger bank loan, Mudra suits ₹20 lakh and below, and PMEGP suits a first unit.

Next steps for a unit planning a BHAVYA park plot
1. Talk to your bank now. CGTMSE cover and Mudra loans are both sanctioned by lenders, and a plot allotment will still need term finance.
2. Get a project report. Lenders and PMEGP both ask for one, and plots will be allotted under each park company's own pricing policy.
3. Pick a location. Anchor investors may self-allot up to 25% of a park's land, and at least 75% must go to other units on non-discriminatory terms.
4. Match your needs to the design. Underground utilities, common effluent treatment, testing labs and worker housing are eligible park components, so check them against your power, water and effluent needs.
Where to watch: the BHAVYA portal, DPIIT's BHAVYA page, PIB's Commerce and Industry releases, and the Himachal Industries Department's Emerging Himachal portal.
NPCS has prepared 150k+ project reports across 40+ industries since 1994, including the project cost, raw material and plant layout sections that banks and schemes usually ask for.
A project report for a unit planned inside an industrial park covers product and BIS specifications, process and machinery, raw materials, manpower, plant layout, project cost, working capital, profitability and break-even. It supports a loan or scheme application but cannot guarantee approval. NPCS prepares these for a specific product on request.
Frequently asked questions about the BHAVYA scheme
When can I apply under the BHAVYA scheme?
Individual manufacturers cannot apply. Only states, UTs and central PSUs can, with private developers joining as co-promoters. PIB lists 31 July 2026 as the first-round deadline and 30 September 2026 for 30 more parks. Plots are allotted by each park's company after approval, so no unit-level window exists yet.
Who is eligible for the BHAVYA scheme?
Eligibility sits with the sponsor, not the unit. A state, UT or central PSU leads a park, and a private developer joins only with the net worth and track record the guidelines set. A unit gets a plot on the terms the park company sets under its allotment policy.
Is the ₹1 crore per acre a subsidy?
No. Central money enters a park company as equity, not as a payment to units, and the per-acre amount is a maximum. Land cost sits outside it, and each tranche waits on progress.
How many jobs will Himachal's four parks create?
About 30,000, according to Amar Ujala and Dainik Jagran. BHAVYA sets no job target of its own, so the figure rests on how many units set up in the parks and how many people they hire.
