The most workable manufacturing business ideas in Botswana sit in two places: products made from what the country already has, such as cattle hides, soda ash and sunflower, and products it currently buys from abroad. Food and beverage imports alone came to about P13.96 billion (pula) in 2025, according to Statistics Botswana.
Ten of the fifteen ideas below can be set up as a foreign-owned company: cooking oil and sauces, dairy, stock feed, leather, cleaning products, cosmetics, precast concrete and pipes, metal fabrication, paper and stationery, and garments. The other five (meat processing, bottled water, candles, cement bricks and packaging) are on a government list of activities reserved for citizens, so an outside investor needs a citizen-owned or joint venture structure, or should leave them alone. For the lowest start-up cost, look at cleaning products, cosmetics and stationery. For a plant with real local supply behind it, look at leather.
Ten manufacturing business ideas in Botswana that a foreign-owned company can start
The ideas come from the Ministry of Investment, Trade and Industry's list of identified opportunities, filtered against the reserved list in the next section. Capital need is our indicative grading from the type of machinery, not a quotation.
| Idea | Why it fits Botswana | Capital need | Main hurdle |
|---|---|---|---|
| Cooking oil, sauces, jam | Named on the government list. Fats and oils and edible preparations each topped P60 million in December 2025 imports. | Medium | Steady sunflower or tomato supply. Process: cold-pressed oil mill |
| Dairy: UHT milk, yoghurt, cheese, butter | Named on the list. Imports of dairy, eggs and honey were P59.4 million in December 2025 alone. Traditional sour milk is reserved. | High | Reliable raw milk and a cold chain. Process: dairy processing plant |
| Stock feed | Named on the list. The Citizen Entrepreneurial Development Agency (CEDA) runs a poultry finance suite that includes feed supply. | Medium | Grain buying price and farmers' payment delays. Process: animal feed manufacturing |
| Leather tanning and finishing | The Botswana Investment and Trade Centre (BITC) says most raw hides are exported. Tanning is not reserved; "traditional leather products" are. | High | Effluent treatment, and competition for hides from the Botswana Meat Commission's P230 million meat and tannery project (2024). |
| Cleaning products from soda ash | Botswana Ash can make 300,000 tonnes a year, mostly sold to South African glassmakers (BITC factsheet). BITC lists detergents as a downstream opening. Floor polish is reserved. | Low-Medium | Crowded shelves, and compulsory chemical standards. |
| Cosmetics, body creams, deodorants | Named on the list. | Low | Formulation skill and retail shelf space. Process: cosmetic manufacturing |
| Precast concrete, tiles, PVC pipes | Named on the list. Confirm that pavers and blocks do not count as reserved "cement bricks". | Medium-High | Orders follow government and mining-linked building. Process: plastic pipe manufacturing |
| Metal fabrication, window frames, wire mesh | Named on the list. Burglar bars and fencing materials are reserved. | Medium | Order flow from building contractors. Process: metal fabrication |
| Tissue, serviettes, stationery | Named on the list. Packaging such as boxes and egg trays is reserved, so stay away from it. | Low-Medium | Paper reel price risk. Process: notebook manufacturing |
| Garments, bedding, towels | Named on the list. School uniforms and protective clothing are reserved. | Low-Medium | Botswana has no fabric mill, so cloth is imported (Business Weekly, February 2026). |
Container glass from soda ash and diamond cutting need large capital and long-term buyers, so treat them as second-stage projects.
Which five popular ideas are reserved for citizens in Botswana?
As of October 2026, the government's industrial licence page reserves 19 activities for citizens, for companies wholly owned by citizens if small, or for joint ventures if medium or large. It sets no size cut-off. Lists ranking for this query push several of the five below without mentioning the restriction.
- Meat processing (biltong, sausages, canned beef): Listed by name. The European Union suspended fresh-beef imports from all authorised Botswana zones in 2026 after foot-and-mouth outbreaks, Your Botswana reported on 2 September 2026.
- Bottled water, candles, cement and earth bricks, packaging: All listed by name, so a wholly foreign-owned plant is not the structure the rule allows. A medium or large plant is allowed only as a joint venture, so ask the licensing office what citizen share is required.
Which is the easiest to start, and which is the most profitable?
Start with the lowest-capital group: cosmetics, cleaning products, stationery and garments. They need mixers, blending tanks, or cutting and converting machines rather than a processing line. Check the exact product, because washing powder is open while floor polish is not.
No margin data by manufacturing sector for Botswana could be verified, so this page quotes no profit percentages. What the record does show: CEDA, which has funded 104 manufacturing projects, said in November 2025 that its portfolio was under strain, and its caretaker chief named market access, raw-material sourcing and thin cash flow among the causes (Business Weekly). So rank any idea by one test: can you name your first three buyers and your main-input supplier before ordering equipment?
What do licensing, tax and finance look like for a Botswana factory?
Every manufacturer needs an industrial licence before it starts, and approved manufacturers pay less tax.
| Item | What to know |
|---|---|
| Industrial licence | Renewed yearly, with a five-working-day processing time. The Department of Industrial Affairs handles turnover above P5 million; the local council handles less. Papers include incorporation documents, an environmental impact assessment or authorisation, environmental health clearance, planning approval, plot or lease proof and a waste collection letter. |
| Company tax | The standard rate is 22%. Manufacturers approved by the Minister of Finance can pay 15%, according to PwC's tax summary, last reviewed in January 2026. |
| Product standards | The Botswana Bureau of Standards enforces compulsory standards for food, chemicals and building products, among others. Ask for the list for your product. |
| Market access | BITC says South Africa is reachable duty-free through the Southern African Customs Union. US duty-free access under the African Growth and Opportunity Act (AGOA) runs only to 31 December 2026 after a one-year renewal (EWN, February 2026). |
| Finance | CEDA backs citizen entrepreneurs and said in August 2026 it is moving to fund whole value chains such as poultry. It matters mainly if your joint-venture partner is a citizen. |
What could go wrong with a factory in Botswana in 2026?
- Diamond slump: Moody's cut Botswana's rating to Baa2 in late September 2026 on weaker diamond revenue. Output fell 5.4% year on year in the last quarter of 2025, while agriculture grew (Ecofin Agency, April 2026). Slower government spending is also on CEDA's list of causes (Business Weekly).
- Small home market: Plan sales into South Africa from the first year, not as an afterthought.
- Imported inputs: Garments depend on imported cloth; check the same for any idea that relies on bought-in reels, resins or chemicals.
Frequently asked questions
Which manufacturing business is most profitable in Botswana?
No verified source publishes margins by sector, so any ranking by percentage would be invented. A secured buyer and a dependable input supplier predict profit better than the product. Leather and soda-ash cleaning products have documented local inputs; food lines have the largest import bill to replace.
What is the easiest manufacturing business to start in Botswana?
Cosmetics, cleaning products, stationery and garments, because they need blending or converting equipment instead of a processing line. Check the product against the reserved list first. Floor polish, school uniforms and protective clothing are reserved; washing powder and general garments are not.
Can a foreigner own a manufacturing business in Botswana?
Yes, for activities outside the reserved list; foreign shareholders can apply for the industrial licence. Bank of Scotland Trade (July 2026) says foreign investment is not allowed in small-scale manufacturing. Ask the Department of Industrial Affairs how your plant will be classified.
What is in high demand in Botswana?
Food and drink. Imports ran at about P13.96 billion in 2025. In December 2025 the biggest lines were cereals, beverages, edible preparations, sugar products and oils, with dairy produce and animal fodder also imported in volume.
What should you do before buying machinery for a Botswana plant?
- Match your product to the reserved list, then ask the Department of Industrial Affairs how it will classify your plant.
- Settle the ownership structure. If a citizen partner is needed, agree the shareholding before any other spending.
- Get written commitments from your first buyers and your main-input supplier.
- Collect machinery, power and water quotes from suppliers in Botswana or South Africa, and cost the project with them. The gradings above are not quotes.
- Ask the Botswana Investment and Trade Centre about the 15% manufacturing rate before you incorporate.
