What is a transformer oil project report?
A transformer oil project report is a detailed project report (DPR) for a unit that clay-treats, filters and vacuum-dries base oil into transformer oil to IS 335. It sets out the process, machinery, raw materials, market, project cost, means of finance, five-year projections, DSCR and break-even a bank needs before funding the plant.
Entrepreneurs and oil blenders use it to size the plant and apply for a term loan; lenders use it to check whether thin per-litre margins can still repay the loan.
Also known as: project report on transformer oil, transformer oil business plan, insulating oil plant DPR, transformer oil manufacturing plant report.
What a bank checks in a transformer oil project report
Transformer oil is a high-turnover, low-margin product. The unit buys base oil and earns on treatment, testing and reliable supply, so lenders look closely at a few numbers. These are the values in our sample report and why each one matters.
Base oil makes up 95% of that bill. A report that shows a much lower share is overstating profit, so banks check it against current base oil prices.
Fixed costs are modest, but the margin on each litre is thin. The unit has to sell close to half its capacity before it covers costs, so order visibility matters.
DSCR (debt service coverage ratio) is the cash available for loan payments divided by those payments. The sample averages 1.41, but lenders look hardest at the weakest year.
Transformer makers and utilities buy on credit. Debtor days, together with 30 days of base oil stock, decide the size of the cash credit limit.
Values are the assumptions in our illustrative sample. Your report uses figures for your capacity, suppliers and buyers.

Transformer oil manufacturing process
Most Indian units do not refine crude oil. They buy insulating base oil from refineries or importers and upgrade it to transformer grade in six stages. Moisture is the main enemy, so tanks, lines and drums stay sealed throughout.
- Base oil receiving
Each tanker is sampled for water content and breakdown voltage (BDV, the voltage at which the oil fails between two electrodes) before unloading.
- Clay treatment
Warm oil is stirred with activated bleaching earth, which absorbs polar compounds and lowers the dielectric dissipation factor.
- Filtration
A filter press removes the spent clay, and fine cartridge filters take out the particles that pull BDV down.
- Vacuum dehydration and degassing
Heated oil passes through a vacuum chamber that strips out dissolved water and gases.
- Batch testing
The laboratory checks BDV, water content, dissipation factor and interfacial tension against IS 335 before the batch is released.
- Drum or tanker filling
Dry oil is filled into sealed steel drums of about 210 litres or into tankers, so it does not pick up moisture on the way.
Raw materials for transformer oil
Insulating base oil, paraffinic or naphthenic, is almost the whole raw material bill. Its price follows crude oil and the rupee, so the sample holds 30 days of stock, and a unit should buy from more than one refinery or importer.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Insulating base oil | 95% | 770.18 |
| Bleaching earth and filter aids | 3% | 24.32 |
| Antioxidant for trace-inhibited grades | 2% | 16.21 |
| Total | 100% | 810.71 |
Some utility tenders, such as MSEDCL's, ask for uninhibited oil with no detectable inhibitor, so the antioxidant is used only for grades that allow it.
Machinery for a transformer oil plant
The vacuum dehydration and degassing plant is the largest single item in the sample. Storage tanks and filtration come next, because oil must be held and moved without picking up water or dirt.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Base oil storage tanks | Hold incoming base oil and finished oil under dry conditions | 35.15 |
| Clay contact vessel with heater | Mixes warm oil with bleaching earth | 26.36 |
| Filter press and cartridge filters | Remove spent clay and fine particles | 35.15 |
| Vacuum dehydration and degassing plant | Removes dissolved water and gases | 43.94 |
| Drum filling and sealing line | Fills, weighs and seals drums | 17.57 |
| Oil testing laboratory | BDV kit, moisture and dissipation factor testing | 17.57 |
| Total plant and machinery | 175.74 | |

Who buys transformer oil in India?
Demand follows the building and upkeep of transformers. Transformer makers buy oil for the first filling of new units. Distribution companies buy it through tenders, both for new transformers and for topping up and replacing oil in substations.
Factories with their own substations and transformer repair workshops buy smaller lots through the year, which smooths out the gaps between large tenders.
- Distribution and power transformer manufacturers
- State electricity distribution companies
- Transformer repair and reconditioning workshops
- Industrial plants with their own substations
- Switchgear and capacitor makers
- Electrical contractors and oil traders
Where a new unit wins: utility tenders such as MSEDCL's reject oil without the ISI mark and ask for test reports from an accredited laboratory such as CPRI or ERDA. A unit that has its BIS licence and test reports early can bid while it builds trade with transformer makers.
Licences, approvals and IS 335 for a transformer oil unit
| Business registration | Udyam (MSME) registration and GST registration |
|---|---|
| Product standard | IS 335, New insulating oils (2018 revision), from the Bureau of Indian Standards. A BIS product licence lets you mark the oil with the ISI mark |
| Key IS 335 limits | As specified by MSEDCL: breakdown voltage of at least 70 kV after treatment, water content of at most 30 mg/kg in bulk or 40 mg/kg in drums, dissipation factor of at most 0.005 at 90°C, no detectable PCB |
| Tender test reports | Reports from an NABL-accredited laboratory; MSEDCL asks for reports dated within five years of the tender |
| Pollution board consent | Consent to establish and operate from the State Pollution Control Board; confirm the category for an oil treatment unit in your state |
| Waste handling | Authorisation for spent clay and oily waste, where the board requires it. Reprocessing used or waste oil is a separately listed activity with its own conditions |
Mistakes that weaken a transformer oil project report
- Taking trade prices as the selling price
Tender and transformer-maker prices are ex-factory and tightly bid. With raw material near two-thirds of sales, a few rupees per litre changes profit and DSCR.
- Assuming no oil loss in treatment
Spent clay and filter media hold back some oil, so saleable output is lower than the base oil bought.
- No budget for licensing and testing
The BIS licence, accredited test reports and in-house BDV and moisture testing all cost money before the first tender is won.
- Mixing new oil with reclaimed oil
Reconditioning or re-refining used oil is a different activity with different approvals. A report for new oil to IS 335 should not mix the two.
- Under-sizing working capital
Base oil is paid for quickly while utilities and transformer makers pay on credit. Without enough debtor days the cash credit limit falls short in the first year.

Transformer Oil project report: frequently asked questions
How much does it cost to set up a transformer oil manufacturing plant in India?
A small unit treating 1,500–2,500 litres a day needs roughly ₹80–150 lakh, and a 15,000–25,000 litres per day plant about ₹10–18 crore. Our sample report models a 5,400 litres per day unit at ₹401 lakh, including land, building and working capital margin. These are indicative figures; your report works out the cost for your capacity and site.
What raw material is used to make transformer oil?
Insulating base oil, either paraffinic or naphthenic, bought from refineries or importers. In our sample report it is 95% of raw material cost, with bleaching earth, filter aids and a small amount of antioxidant for trace-inhibited grades making up the rest. Base oil prices move with crude oil and the rupee, so the report tests a price rise.
Which standard applies to transformer oil in India?
IS 335 from the Bureau of Indian Standards covers new insulating oils for transformers and switchgear. Its 2018 revision sets limits for breakdown voltage, water content, dissipation factor, interfacial tension, corrosive sulphur and PCB content. Utility buyers such as MSEDCL ask for oil to IS 335 that carries the ISI mark.
Is transformer oil manufacturing profitable?
It can be, but margins per litre are thin. In our illustrative sample, a 5,400 litres per day unit earns a 14% return on investment. It breaks even at 48% of capacity in Year 3 and pays back in about 4.5 years. Profit depends mostly on base oil buying, tender prices, oil losses in treatment and how fast buyers pay.
Can I get a PMEGP or Mudra loan for a transformer oil unit?
Only for a very small set-up. PMEGP covers manufacturing projects up to ₹50 lakh with a subsidy of 15–35% of project cost, which is below the cost of most oil treatment plants. Larger units usually take an MSME term loan, and CGTMSE can give guarantee cover to eligible micro and small units for loans up to ₹10 crore.
Transformer oil ka business kaise shuru kare?
Start by choosing your buyers: transformer makers, utilities or repair workshops. Then fix capacity, line up a base oil supplier and plan the clay treatment, filtration, vacuum dehydration and testing set-up. Apply for Udyam, GST, pollution consent and a BIS licence under IS 335, and get a project report prepared to raise the term loan.
Is the transformer oil project report PDF free, and can I use it for a bank loan?
The sample PDF is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, location and loan scheme.
