What is a toughened glass project report?
A toughened glass project report is a detailed project report (DPR) for a plant that cuts, edges and heat-treats float glass in a tempering furnace to make safety glass. It covers the process, furnace and machinery, float glass cost, BIS licensing, project cost, means of finance, five-year projections, DSCR and break-even that a lender needs.
Glass processors, fabricators adding their own furnace and new investors use it to size the plant and raise a term loan; banks use it to judge whether the plant can repay.
Also known as: tempered glass project report, toughened glass plant DPR, glass tempering unit project report, toughened glass business plan.
Toughened glass plant cost and economics
Our sample report models one tempering line making 1,500 square metres a day for 330 days a year. It starts at 60% capacity and reaches 80% in Year 5, with glass sold at ₹1,100 per square metre ex-factory, before GST.
| Land and site development | 113.96 |
|---|---|
| Building and civil works | 356.07 |
| Plant and machinery | 679.13 |
| Other fixed assets | 56.57 |
| Contingencies | 51.76 |
| Preliminary and pre-operative | 31.44 |
| Working capital margin | 112.96 |
| Total | 1,401.89 |
| Promoter's contribution (25%) | 350.47 |
|---|---|
| Term loan from bank (75%) | 1,051.42 |
| Cash credit limit (separate) | 338.89 |
| Total project cost | 1,401.89 |
The weakest year for loan cover is Year 2, when full instalments start: DSCR (debt service coverage ratio, cash available for each rupee of loan repayment) dips to 1.66 before rising to 2.02 in Year 5. Customer credit of 45 days makes trade receivables the largest part of working capital.
Term loan at 10.5% with a 6-month moratorium and 72 monthly instalments. All figures are illustrative.
Toughened glass manufacturing process
Toughening is a heat treatment, not glass making. The plant buys float glass, and anything that changes the shape of a piece has to be done before it goes into the furnace.
- Receiving and storage
Float sheets are checked for bubbles, stones and scratches and stored upright on A-frames, kept dry because moisture stains stacked glass.
- Cutting to drawing
Nesting software lays customer sizes onto each sheet and a CNC table scores and breaks them; offcuts are the main yield loss.
- Edge working
Edging machines grind and polish every edge, because a chipped edge is the most common reason a piece breaks inside the furnace.
- Holes and cut-outs
Holes for hinges, patch fittings and handles, and notches for locks, are drilled and cut to the drawing.
- Washing and drying
A horizontal washer cleans the glass with soft water and air knives dry it, since any spot left on the surface is fused in by the heat.
- Heating
Glass moves back and forth on ceramic rollers in the furnace and is heated to about 620–650 °C, for a time set by thickness and coating.
- Quenching
Blowers hit both faces with high-pressure air for a few seconds, so the surface sets in compression around a core in tension.
- Testing, marking and packing
Pieces from each batch are tested for fragmentation, flatness and impact, marked with the BIS Standard Mark and packed in wooden crates.
Choosing a tempering furnace and line
The furnace decides what you can sell and how much power you draw. These are the choices a toughened glass project report has to settle before costing the plant.
| Furnace bed size | Sets the largest piece and how much glass goes in per cycle. Shower, furniture and interior glass fits a standard bed; facade panels and full-height partitions need a longer, wider bed. |
|---|---|
| Heating method | Radiation heating suits clear and tinted float glass. Low-E and some reflective coated glass need forced convection, which adds to furnace cost. |
| Thickness mix | Very thin and very thick glass both need longer, more careful cycles, so a plant heavy on 12 mm railings glass loads fewer square metres a day than one making 5 mm and 8 mm shutters. |
| Curved glass | Needs a bending tempering furnace. BIS treats curved toughened glass as a separate scope on the licence. |
| Heat soak oven | Reduces the risk of spontaneous breakage from nickel sulphide inclusions in float glass. IS 2553 (Part 1) has an informative annex on it, and facade buyers often ask for it. |
| Downstream lines | Lamination and double glazed unit lines let the plant sell higher-value facade glass. Most plants add them once the furnace is well loaded. |
| Furnace supplier | Compare quench quality, flatness, service response and spare parts held in India, not only price. Furnace downtime stops the whole plant. |
Raw materials for toughened glass
Float glass is bought in large sheets from float glass makers and their distributors. In our sample report it is 94% of raw material cost, and raw materials take 53.9% of sales. A small change in float glass price shows up straight away in profit.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Clear float glass | 80% | 1,643.03 |
| Tinted, reflective and frosted float glass | 14% | 287.53 |
| Diamond edging wheels and cutting consumables | 4% | 82.15 |
| Interleaving powder and edge spacers | 2% | 41.08 |
| Total | 100% | 2,053.79 |
Yield is a raw material cost: every offcut and every piece that breaks in the furnace is float glass paid for and not sold. Lenders read the report's yield assumption closely.
Machinery for a toughened glass plant
The tempering furnace is the largest item, at 45% of the machinery cost in our sample report. Edging machines come next, because every piece needs finished edges before it can be toughened.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Tempering furnace with quench section | Heats and air-quenches the glass | 305.61 |
| Straight-line and double edging machines | Grind and polish edges | 95.08 |
| CNC cutting table with loading arm | Cuts sheets to customer sizes | 67.91 |
| Transformer, HT panel and power distribution | Supplies furnace and blower load | 54.33 |
| EOT crane, A-frames and handling equipment | Moves and stores large sheets safely | 54.33 |
| Horizontal washing and drying machine | Cleans glass before the furnace | 40.75 |
| Drilling and notching machines | Makes holes and cut-outs | 27.17 |
| Fragmentation, impact and flatness test equipment | In-house tests for the BIS licence | 20.37 |
| Water recirculation and filtration | Cleans edging coolant water for reuse | 13.58 |
| Total plant and machinery | 679.13 | |

BIS licence and approvals for a toughened glass plant
Toughened glass is under a Quality Control Order, so the BIS licence has to be in place before you sell to the building market. Plan the test room and the BIS inspection into the project timeline.
| BIS licence (compulsory) | Under the Safety Glass (Quality Control) Order, 2020, in force from 16 September 2020, safety glass for buildings and general use must meet IS 2553 (Part 1):2018 and carry the BIS Standard Mark. Glass made only for export is exempt. |
|---|---|
| Glass for vehicles | The same order covers safety glass for road transport under IS 2553 (Part 2):2019, which needs its own licence. |
| In-house testing | BIS's testing scheme expects the factory to check thickness, dimensions and squareness, fragmentation, flatness and impact resistance, with surface compression and four-point bending as optional tests. |
| Marking | Each piece carries the Standard Mark and the licence number. Amendment No. 1 to the standard, in force for licensees from 28 December 2022, changed the marking rules and fragmentation counts. |
| Pollution board consent | Consent to establish and consent to operate from the State Pollution Control Board, which sets the category for the plant. |
| Power | An HT connection sanctioned for the furnace heaters and quench blowers, usually with the plant's own transformer. |
| Factory and fire | Registration under the Factories Act and a fire NOC, as your state's rules require. |
Checked against BIS and gazette documents in October 2026. Confirm current requirements with BIS and your state departments before applying.
Who buys toughened glass, and where a new plant fits
Demand comes from offices, shops, apartments and homes, where architects and builders specify safety glass for doors, partitions, railings and shower enclosures. Kitchen and furniture makers add steady, smaller orders for shutters, shelves and table tops.
Almost every order is cut to size for a site, so the plant sells a service as much as a product. Fabricators choose the processor that turns drawings into finished glass fastest, with the fewest breakages and remakes.
- Glass fabricators and aluminium window makers
- Builders and facade contractors
- Interior designers and shopfitters
- Furniture and kitchen appliance makers
- Glass dealers without their own furnace
Where a new plant wins: delivery time. Large glass is heavy, fragile and costly to ship, so a plant within a short drive of its fabricators can beat a bigger processor in another city on lead time.
Mistakes that weaken a toughened glass project report
- Planning around full furnace output
Orders mix sizes and thicknesses, so the bed is rarely full. Our sample starts at 60% utilisation; a report that assumes near-full loading from day one overstates sales.
- Leaving out cutting loss and breakage
Saleable square metres are always fewer than float glass bought. Without a yield allowance, raw material cost looks lower than it will be.
- Selling before the BIS licence is ready
Building glass cannot be sold without the Standard Mark. The report should show the test room, its equipment and time for BIS inspection before the first sale.
- Under-sizing power
Furnace heaters and quench blowers draw a heavy load. A transformer or contract demand that is too small causes trips, rejects and lost days.
- Pricing from retail square foot rates
Fabricators buy at processor rates, well below what homeowners pay per square foot. Revenue built on retail prices inflates profit and DSCR.

Toughened Glass project report: frequently asked questions
What is the toughened glass manufacturing plant cost in India?
Our sample report models a 1,500 square metre per day plant at ₹1,402 lakh, including land, building, a ₹679 lakh machinery package and working capital margin. A compact line in a rented shed with a smaller furnace can cost about ₹5–9 crore (indicative). Facade plants with heat soak, lamination or double glazing lines cost more. Your report prices the line you actually plan.
What is the raw material for toughened glass?
Float glass is the raw material. A toughening plant does not melt glass; it buys clear, tinted, reflective or frosted float sheets and heat-treats them. In our sample report float glass makes up 94% of raw material cost, and raw materials are 53.9% of sales. The buying price of float glass decides most of the margin.
Is BIS certification compulsory for toughened glass?
Yes, for glass sold in India for buildings and general use. The Safety Glass (Quality Control) Order, 2020 requires it to conform to IS 2553 (Part 1) and carry the BIS Standard Mark under licence, from 16 September 2020. Glass for road vehicles falls under IS 2553 (Part 2). Glass made only for export is exempt.
Can toughened glass be cut or drilled after toughening?
No. Cutting, drilling or grinding toughened glass releases the stress built in by quenching, and the whole piece shatters. Every size, hole, notch and edge must be finished before the glass enters the furnace. That is why toughened glass is made to order from the customer's drawing and why cutting yield matters so much to a plant.
Is a toughened glass plant the same as a mobile tempered glass business?
No. Mobile screen guards are thin cut films or glass sold as phone accessories, and the small kits for them cost a few lakh. A toughened glass plant processes building and furniture glass in a tempering furnace, needs an HT power connection and must hold a BIS licence. The investment, buyers and approvals are entirely different.
Is toughened glass manufacturing profitable?
In our illustrative sample, the plant earns a 16% return on investment in Year 3, with break-even at about 50% of capacity and an average DSCR of 1.89. Net profit is 5.8% of sales in Year 3, so float glass prices, cutting yield and furnace loading move profit quickly. Your report tests these for your own market.
Is the toughened glass project report PDF free, and can I use it for a loan?
The sample PDF is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a project report on toughened glass for your own capacity, location and lender.
