What is a palm oil project report?
A palm oil project report is a detailed project report (DPR) for a mill that turns fresh fruit bunches (FFB) of oil palm into crude palm oil and palm kernels. It covers fruit supply, process, machinery, project cost, means of finance, five-year projections, DSCR and break-even that a bank or state department checks.
Entrepreneurs and agri companies use it to size a mill for an allotted factory zone and apply for a term loan; lenders use it to test whether fruit supply and oil recovery can repay the loan.
Also known as: project report on palm oil, palm oil mill project report, crude palm oil plant DPR, palm oil business plan.
What a bank checks in a palm oil mill project
For a palm oil mill, lenders first ask whether fruit supply and oil recovery support the sales figure. These four values come from our sample report, with the reason each one gets tested.
Fruit is priced at 14.3% of the crude palm oil price, so this share moves with oil extraction rate. At 18% extraction, fruit alone costs about 79% of oil value. A lower share needs a higher extraction rate or kernel income to back it.
Refiners pay prices that track imported crude palm oil. Fruit is priced on the monthly average, so margins can tighten in a month when oil prices fall fast. Banks test profit at a lower oil price.
Bunches must be crushed within 24 hours of harvest, so a mill cannot stock raw material. Working capital sits in oil tanks instead, 15 days in the sample, and in buyer credit.
Debt service coverage ratio is the cash available to repay the loan divided by instalments and interest due. Lenders also look at the weakest year, which is 1.62 in our sample.
Values are the assumptions in our illustrative sample. Your report uses figures for your capacity, factory zone and buyers.
Palm oil manufacturing plant cost in India
Our sample report models a mill making 4 MT of crude palm oil per day, or 1,200 MT a year over 300 working days, sold at ₹1,04,000 per MT. At 18% extraction that means crushing roughly 22 MT of fresh fruit bunches a day. Utilisation starts at 60% and reaches 80% in Year 5.

Palm oil manufacturing process, from fruit bunch to crude oil
A palm oil mill runs on fresh fruit and steam. Most of its heat comes from burning the fibre and shells that the process itself leaves behind.
- Reception and grading
Bunches are weighed and graded for ripeness. Fresh, unbruised fruit has free fatty acids (FFA) below 0.3%, but bruised fruit splits fast, so it should reach the steriliser within 24 hours of harvest.
- Sterilisation
Bunches are cooked with steam in horizontal pressure vessels. This stops the enzymes that raise FFA and loosens the fruit; over-cooking makes the oil harder to bleach at the refinery.
- Threshing
A rotary drum thresher knocks the fruitlets off the stalk. Empty bunches go back to growers as mulch.
- Digestion and pressing
Steam-heated digesters with beater arms break the oil cells, and a twin screw press squeezes out a liquor of oil, water and solids.
- Clarification and drying
The liquor is diluted with hot water, screened and settled. Clean oil is skimmed off and dried to 0.15–0.25% moisture so it keeps in storage.
- Kernel recovery
Press cake is split into fibre and nuts. Nuts are cracked, and the kernels are separated from the shell and dried to about 7% moisture for sale.
- Storage and dispatch
Crude palm oil is held in heated tanks, tested for FFA and moisture, and sent by tanker to refineries.
Fresh fruit bunches: the raw material that sets mill margin
A palm oil mill buys little except fruit. In our sample report, fresh fruit bunches are 97% of raw material cost; boiler and effluent chemicals make up the rest.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Fresh fruit bunches (FFB) | 97% | 609.29 |
| Boiler water treatment chemicals | 1% | 6.28 |
| Effluent treatment and laboratory chemicals | 2% | 12.56 |
| Total | 100% | 628.13 |
How fruit is priced: under NMEO-OP, the formula price for fruit is 14.30% of the average monthly landed price of crude palm oil, and a state can mandate its own price. Since the mill cannot bargain the fruit price down, each extra point of oil recovered goes straight to its margin.
Machinery for a palm oil mill
In our sample, the sterilisers and the digester with screw press are the two costliest items, at ₹20.60 lakh each. The boiler burns the mill's own fibre and shell.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| FFB loading ramp and bunch conveyor | Receives bunches and feeds the sterilisers | 12.87 |
| Horizontal steam sterilisers | Cook bunches to stop FFA rise | 20.60 |
| Rotary drum thresher | Strips fruitlets from the stalk | 11.58 |
| Digester and twin screw press | Breaks oil cells and presses out oil | 20.60 |
| Clarification station with vacuum dryer | Separates and dries the crude oil | 19.31 |
| Nut cracking and kernel recovery plant | Cracks nuts and separates kernels | 15.45 |
| Biomass-fired steam boiler | Raises process steam from fibre and shell | 18.02 |
| Effluent treatment system | Treats mill effluent before discharge | 10.30 |
| Total plant and machinery | 128.73 | |

Who buys crude palm oil, and where new mills fit
India produced 3.80 lakh tonnes of crude palm oil in 2024-25, up from 1.91 lakh tonnes in 2014-15, against a mission target of 28 lakh tonnes by 2029-30. Area under oil palm reached 6.20 lakh hectares by November 2025, and every new plantation needs a mill within reach.
The mission planned almost half of its new area, 3.28 of 6.50 lakh hectares, in the North-Eastern states. A mill sells crude oil in bulk, so its buyers are processors rather than shops.
- Edible oil refineries making RBD palm oil and palmolein
- Vanaspati and bakery shortening makers
- Soap and oleochemical units
- Palm kernel oil crushers, who buy the kernels
- Bulk edible oil traders

Mistakes that weaken a palm oil project report
- Borrowing an extraction rate from large overseas mills
Large mills with good Tenera fruit reach 23–24%. The mission's own North-East estimates use 18%. A report built on the higher figure overstates oil output, profit and DSCR.
- Assuming full fruit supply from day one
Young plantations in a new factory zone yield less in their first bearing years. Utilisation should follow the planted area and its age, not the mill's rated capacity.
- Stocking fruit like grain
Bunches have to be crushed within 24 hours. A report that carries a month of fruit stock inflates working capital and misses the real need, which is heated tank storage for oil.
- Leaving effluent out of the cost
Mill effluent is high-strength wastewater. Without treatment ponds or an ETP in the project cost, consent gets delayed and the loan falls short.

Palm Oil project report: frequently asked questions
How much does it cost to set up a palm oil mill in India?
It depends mainly on how many tonnes of fruit the mill crushes per hour. A government model DPR under PMFME puts a 0.5 tonne per hour mini mill on rented premises at ₹38.79 lakh. Our sample report models a mill making 4 MT of crude palm oil a day at ₹240.63 lakh. Larger mills with their own effluent plant cost much more and need a site-specific estimate.
What is the oil extraction rate of palm oil?
Oil extraction rate (OER) is the crude oil recovered as a share of fruit bunch weight. Large mills processing good Tenera fruit reach about 23–24%, while the national oil palm mission uses 18% for its North-Eastern estimates. Fruit ripeness, bruising and the time from harvest to steriliser decide where a mill lands.
Is a palm oil mill profitable?
In our illustrative sample, the mill reaches a 22% return on investment in Year 3, with break-even at about 38% of capacity and payback in about 3.5 years. Real profit depends on the extraction rate, kernel sales, the fruit price formula and how fully the factory zone supplies fruit through the year.
Can I start a palm oil mill without a factory zone?
Not easily. Under NMEO-OP, processing companies work in factory zones allotted by the state, sign a tripartite agreement and pay growers at least the formula price. Fruit must be crushed within 24 hours of harvest, so a mill needs plantations close by. Check with the state agriculture or horticulture department before buying land.
Which licences does a palm oil mill need?
Most mills need an FSSAI central licence (above 2 MT per day), registration and monthly returns under the VOPPA Order, consent from the State Pollution Control Board, boiler registration, and Udyam and GST registration. Mills under NMEO-OP also need a factory zone agreement. Rules vary by state, so confirm the list for your location.
Palm oil ka business kaise shuru kare?
Start with fruit supply: ask your state department about factory zones and the planted area near your site. Then fix the mill capacity, collect machinery quotations and get a project report that tests extraction rate and oil price. Apply for the term loan, then complete FSSAI, VOPPA registration and pollution consent before production starts.
Is the palm oil project report PDF free, and can I use it for a loan?
The sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report; its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, factory zone and lender.
