What is a ethanol from maize project report?
An ethanol from maize project report is a detailed project report (DPR) for a grain distillery that turns maize into anhydrous fuel ethanol and DDGS cattle feed. It covers the process, machinery, maize and utility needs, approvals, project cost, means of finance, five-year projections, DSCR and break-even that lenders check before funding.
Promoters, sugar groups and investors use it to size the plant and raise a term loan; banks use it to test whether ethanol and DDGS income can repay the debt.
Also known as: maize ethanol plant project report, corn ethanol plant DPR, grain based ethanol project report, maize distillery business plan.
Ethanol from maize manufacturing plant cost in India
Our sample report models a 110 kilolitres per day (KLPD) plant at ₹14,279 lakh, about ₹130 lakh per KLPD of capacity. Grain plants with cogeneration usually cost ₹1.2–1.6 crore per KLPD (indicative); a 100 KLPD plant cleared in October 2024 was costed at ₹155.65 crore.

Ethanol from maize manufacturing process
Fuel ethanol plants use dry milling: the whole grain is ground and fermented, and everything that is not starch leaves the plant as DDGS. The sample plant runs eight continuous stages.
- Cleaning and milling
Maize is screened and de-stoned, then hammer-milled to a coarse flour so enzymes can reach the starch.
- Liquefaction
The flour is slurried with water and recycled thin stillage, jet-cooked and held with alpha-amylase until the starch thins into dextrins.
- Saccharification and fermentation
Glucoamylase releases glucose while yeast ferments it, giving a beer of about 12 to 14% alcohol in two to three days.
- Distillation
Columns working at different pressures reuse each other's heat and lift the beer to about 95% ethanol.
- Dehydration
Molecular sieve beds strip the last water to the anhydrous grade needed for blending with petrol.
- Stillage recovery
Decanters split the spent wash into wet cake and thin stillage; part is recycled to cooking and the rest is evaporated to syrup.
- DDGS drying
Wet cake and syrup are blended and dried to a stable, free-flowing feed with low moisture.
- Storage and dispatch
Each batch is tested, held in bonded tanks and loaded into tankers for oil company depots.
Choosing the plant design: maize only or dual feed?
Most of the long-term cost of a grain distillery is fixed by a few design choices made before the order for equipment is placed.
| Feedstock design | A maize-only plant is simpler. A dual-feed grain plant can switch between maize and broken rice when prices move, at some extra cost in milling and enzyme dosing. |
|---|---|
| Milling route | Dry milling is the standard for fuel ethanol. Wet milling, which first separates starch, gluten and germ, belongs to starch plants. |
| Dehydration | Molecular sieve units with two or more beds that alternate between drying and regeneration. |
| Stillage and ZLD | Decanters, multi-effect evaporators and a DDGS dryer close the water loop. Process condensate is polished and reused, which is how plants meet zero liquid discharge. |
| Steam and power | A coal or biomass boiler with a turbine supplies both. One 2024 clearance for a 100 KLPD plant pairs a 30 tonnes per hour boiler with a 3 MW cogeneration unit. |
| Corn oil recovery | An optional skid recovers oil from the evaporator syrup. It adds a small income line and lowers the fat in DDGS. |
Maize, enzymes and the DDGS balance
At about 380 litres of ethanol per tonne of maize, the sample plant needs roughly 290 tonnes of maize a day at full capacity and yields about 90 tonnes of DDGS. The sample shows maize net of DDGS and CO2 sales, because those by-products pay back part of the grain bill.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Maize net of DDGS and CO2 sales | 90% | 9,574.47 |
| Liquefaction and saccharification enzymes | 5% | 531.92 |
| Yeast, nutrients and process chemicals | 5% | 531.91 |
| Total | 100% | 10,638.30 |
Raw materials are 58.3% of Year 3 sales in the sample. Yield factors (380 litres of ethanol and 313 kg of DDGS per tonne) are from USDA FAS, June 2025.
Machinery for a maize ethanol plant
The DDGS section, with its decanters, evaporators and dryer, is the largest machinery item in the sample, ahead of the boiler and turbine and the distillation columns.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Grain silos, cleaning and hammer mills | Store, clean and grind maize | 659.90 |
| Slurry, jet cooking and liquefaction system | Cooks the flour and thins the starch | 659.89 |
| Fermenters with yeast propagation | Turn sugar into alcohol | 1,154.82 |
| Multi-pressure distillation columns | Separate ethanol from the beer | 1,319.79 |
| Molecular sieve dehydration unit | Removes the last water | 742.38 |
| Decanters, evaporators and DDGS dryer | Recover feed and water from stillage | 1,484.76 |
| Boiler, turbine and cooling towers | Supply steam, power and cooling | 1,402.28 |
| Condensate polishing and ZLD system | Treat water for reuse | 494.92 |
| Ethanol storage tanks and tanker loading | Hold and dispatch product | 329.95 |
| Total plant and machinery | 8,248.69 | |

Steam, power, water and manpower
A grain distillery is a heat-and-water plant as much as a fermentation plant, so utilities need the same care as the process.
| Power and fuel | ₹958.19 lakh in Year 3 in the sample, 5.3% of sales. Most of it is boiler fuel for cooking, distillation, evaporation and drying. |
|---|---|
| Fresh water | One 2024 clearance for a 100 KLPD plant allows 400 kilolitres a day, about 4 kilolitres per kilolitre of ethanol, with all effluent treated and reused. |
| Carbon dioxide | The same clearance records about 65 tonnes a day of CO2 from fermentation, which can be scrubbed and sold to bottlers. |
| Grain storage | The sample holds 30 days of raw material stock. At full capacity that is roughly 8,700 tonnes of maize in silos. |
| Manpower | 169 people in the sample: 25 in management and supervision, 59 skilled operators and 85 semi-skilled and unskilled workers, across round-the-clock shifts. |
Approvals for a grain ethanol plant
| Environmental clearance | Grain distilleries making ethanol only for the blending programme with zero liquid discharge are appraised as category B2 under MoEFCC's provision of 16 June 2021, without a public hearing |
|---|---|
| Pollution board consent | Consent to establish and consent to operate from the State Pollution Control Board, carrying the zero liquid discharge conditions of the clearance |
| State excise | A licence from the state excise department to establish and run the distillery, and permits to possess spirit |
| Product standard | IS 15464:2022, the BIS specification for anhydrous ethanol used as a blending component in motor gasoline |
| GST | 5% on ethanol supplied to oil companies under the Ethanol Blended Petrol Programme, lowered from 18% in 2021 |
| Oil company supply | Registration as a supplier and a successful bid in the oil companies' yearly ethanol tender, which sets the volume you can sell |
Rules vary by state. Confirm the current requirements with each authority before you apply.
Who buys maize ethanol and DDGS?
The public sector oil marketing companies buy fuel ethanol through yearly tenders at a fixed price for each feedstock. For the 2025-26 supply year the maize ethanol price is about ₹71.86 per litre before GST and transport, as of October 2026. India reached 20% blending in 2025-26. As distilleries bought more grain, maize prices rose from about ₹14,500 to ₹24,500 per tonne (USDA FAS, June 2025).
- Oil marketing companies, for blending with petrol
- Cattle and dairy feed manufacturers, for DDGS
- Poultry and fish feed mills, for DDGS
- Chemical and pharmaceutical units using anhydrous ethanol
- Carbon dioxide bottling and beverage gas units
Capacity is ahead of demand: India's ethanol production capacity reached about 2,000 crore litres in 2026. Procurement for 2025-26 was projected at over 1,200 crore litres (PIB, July 2026). A realistic tender allocation is the first test of any new plant.
Mistakes that weaken an ethanol from maize project report
- Assuming the oil companies will buy full output
Installed capacity is well above what the oil companies order, so show sales at the allocation you can realistically win and test lower volumes.
- Using one ethanol price for five years
The maize ethanol price is reset every supply year and can fall. Test DSCR at a lower price as well as the current one.
- Treating DDGS income as fixed
DDGS competes with oilmeals in feed, so its price swings and changes your net maize cost directly. Test both maize and DDGS prices.
- Under-costing zero liquid discharge
Evaporators, dryers and condensate polishing use steam and power every day. Leaving them out of utilities overstates profit.
- Ignoring grain quality at intake
Damp or mouldy maize lowers starch yield and can carry mycotoxins into DDGS, which feed buyers test for. Budget for drying, silo aeration and intake testing.

Ethanol from Maize project report: frequently asked questions
How much does it cost to set up an ethanol plant from maize in India?
A grain ethanol plant usually costs about ₹1.2–1.6 crore per KLPD of capacity (indicative), so a 100 KLPD plant with cogeneration needs roughly ₹120–160 crore. Our sample report models a 110 KLPD plant at ₹14,279 lakh, including the working capital margin. Land, steam and power design, storage and the ZLD system decide the final figure.
How much ethanol is produced from one tonne of maize?
About 380 litres of ethanol per tonne of maize, the conversion factor the USDA office in New Delhi used in June 2025. The same report puts DDGS at about 313 kg per tonne of grain. Actual yield depends on starch content, moisture and how well the plant runs liquefaction and fermentation, so the report should use your design yield.
What price do oil companies pay for maize ethanol?
For the 2025-26 supply year, the oil marketing companies buy maize-based ethanol at about ₹71.86 per litre, before GST, transport and storage, as of October 2026. The price is set for each supply year and feedstock and can be revised down as well as up, so test profit at a lower price too.
Is an ethanol from maize business profitable?
It can be, when the plant wins a tender allocation and buys maize well. In our illustrative sample, a 110 KLPD plant earns a 15% return on investment in Year 3, breaks even at 39% of capacity and pays back in about 4.2 years. Maize price, DDGS price and the allocation decide real profit.
Which clearances are needed for a maize ethanol plant?
You need environmental clearance, which is category B2 for grain-based fuel ethanol plants with zero liquid discharge. You also need State Pollution Control Board consent, a state excise licence for the distillery and registration with the oil companies. Ethanol for blending must meet IS 15464:2022, and GST on it is 5%.
Is there an interest subvention for grain ethanol plants?
The central interest subvention scheme approved in December 2020 bore 6% a year or half the bank's interest rate, whichever was lower. It covered five years of interest on loans for new grain and dual-feed distilleries. Check with your bank whether new applications are being accepted as of October 2026 before you count it in the projections.
Maize se ethanol plant kaise lagaye?
Start with the two things that decide the project: a realistic oil company allocation and a steady maize supply near the site. Then fix the capacity and design, secure land with water, obtain the B2 environmental clearance, excise licence and pollution consent, and raise the term loan on a bank-ready project report.
Is the ethanol from maize project report PDF free, and can I use it for a bank loan?
Yes, the sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not taken from a real project, so do not submit it to a bank. For a loan, NPCS prepares a report for your capacity, site and lender.
