What is a soda ash project report?
A soda ash project report is a detailed project report (DPR) for a plant that makes sodium carbonate from salt and limestone by the ammonia-soda (Solvay) route. It sets out the process, plant, raw materials, approvals, project cost, means of finance, five-year projections, DSCR and break-even that investors and lenders study before funding the plant.
Promoters and chemical companies use it to size the plant and raise finance; banks and investors use it to judge whether the project can repay.
Also known as: soda ash manufacturing plant project report, project report on soda ash, sodium carbonate plant DPR, soda ash business plan.
Soda ash plant cost and economics in our sample report
The sample report models a compact 36 MT per day ammonia-soda unit running 330 days a year, starting at 60% capacity and reaching 80% in Year 5. Soda ash is sold at ₹26,600 per MT, excluding GST.
Treat this as a guide to how the numbers are laid out, not as a plant size to copy. Synthetic soda ash is a scale business. GHCL's Kutch complex, appraised by the environment ministry's expert committee in June 2024, plans up to 11 lakh tonnes a year of light soda ash. Its estimated cost is ₹3,563.08 crore.

Soda ash manufacturing process (Solvay route)
The ammonia-soda process turns common salt and limestone into sodium carbonate. Ammonia is only a carrier: it is recovered and reused, so the plant buys a small make-up quantity.
- Brine purification
Salt is dissolved to a saturated brine, and calcium and magnesium are settled out so they do not scale the towers later.
- Lime burning
Limestone and coke are fired in a vertical lime kiln, giving quicklime for ammonia recovery and kiln gas rich in carbon dioxide.
- Ammoniation
Purified brine absorbs ammonia in an absorber tower; the reaction gives off heat, so the ammoniated brine is cooled to about 30 °C.
- Carbonation
Carbon dioxide is bubbled through the brine in carbonating towers, kept at 20–25 °C at the ends, and sodium bicarbonate crystallises out.
- Filtration
The bicarbonate slurry is filtered and washed on a rotary vacuum filter; the mother liquor goes to ammonia recovery.
- Calcination
The wet bicarbonate is heated to about 200 °C, giving light soda ash and carbon dioxide that goes back to carbonation.
- Ammonia recovery
Milk of lime frees the ammonia from the filtrate in the distiller, leaving calcium chloride liquor, the main effluent of the plant.
- Densification and packing
Light ash is mixed with water to form the monohydrate and calcined again to dense ash; both grades are bagged.
Solvay, dual process or natural soda ash: which route?
The route decides your raw materials, your by-product and where the plant can stand. Submissions in DGTR's 2025 findings state that Indian producers make only synthetic soda ash. A new project chooses between the two ammonia-based routes or a downstream unit that buys soda ash.
| Solvay (ammonia-soda) | Salt, limestone and coke in; soda ash out, with calcium chloride liquor as waste. Suits coastal sites with sea water for cooling and effluent outfall. |
|---|---|
| Dual process | Ammonium chloride is crystallised instead of recovering ammonia with lime, so there is no calcium chloride waste and a fertiliser by-product to sell. Needs an ammonia supply and a market for ammonium chloride. |
| Natural soda ash | Refined from mined trona ore abroad. It is not made in India, but it competes here as imports. |
| Downstream units | Densification, refined sodium bicarbonate or sodium silicate plants buy soda ash as their raw material, at a much smaller investment than a soda ash plant. |
Raw materials for soda ash production
Salt and limestone are cheap by the tonne but heavy. A Solvay plant needs more than 2.5 tonnes of the two for every tonne of soda ash. Fuel is the cost to watch: in our sample report, coal for the steam boiler is the largest single raw material line.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Industrial salt | 22% | 234.29 |
| Limestone | 17% | 181.04 |
| Coke for lime kiln | 26% | 276.89 |
| Coal for steam boiler | 31% | 330.13 |
| Ammonia make-up and brine chemicals | 4% | 42.60 |
| Total | 100% | 1,064.95 |
Raw materials are 48.1% of sales in the sample. Year 3 runs at 70% capacity.
Soda ash plant machinery
Most of the plant is towers, vessels and gas handling rather than machines. The absorber and carbonation towers are the biggest item in the sample, and they are sized to the plant's daily output.
| Equipment | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Ammonia absorber and carbonation towers | Saturate brine with ammonia, then precipitate bicarbonate | 115.81 |
| Vertical lime kiln with slaker | Makes quicklime and carbon dioxide gas | 86.86 |
| Bicarbonate calciner | Turns bicarbonate into light soda ash | 75.28 |
| Ammonia recovery distiller | Recovers ammonia for reuse | 75.28 |
| Coal-fired steam boiler | Steam for the calciner and distiller | 57.91 |
| Brine purification system | Removes calcium and magnesium from brine | 52.12 |
| Rotary vacuum filter | Separates and washes the bicarbonate | 40.53 |
| Densification and bagging unit | Makes dense ash and packs both grades | 40.53 |
| Carbon dioxide gas compressors | Push kiln and calciner gas into the towers | 34.74 |
| Total plant and machinery | 579.06 | |

Raw material, steam and power use per tonne of soda ash
These textbook norms for a Solvay plant are the first numbers a technical reviewer checks in a soda ash project report. Steam is the big utility, which is why large plants run their own cogeneration.
| Salt | About 1.55 tonnes |
|---|---|
| Limestone | About 1.2 tonnes |
| Coke | About 0.09 tonne |
| Steam | About 1.35 tonnes high pressure and 1.6 tonnes low pressure |
| Ammonia make-up | About 1.5 kg |
| Cooling water | 40–60 tonnes |
| Electric power | About 210 kWh |
Indicative norms from published process data; your report uses the licensor's or supplier's figures for your plant.
Approvals needed for a soda ash plant
Environmental clearance takes the longest. Every soda ash project falls in Category A of the EIA Notification 2006, the top category, whatever its size.
| Environmental clearance | Category A under item 4(e) of the EIA Notification 2006, for all soda ash projects; normally appraised by the MoEF&CC expert committee (Industry-3) |
|---|---|
| Pollution board consent | Consent to establish and consent to operate from the State Pollution Control Board, covering distiller effluent, kiln and boiler emissions and ash |
| Product standard | IS 251:2024 covers dense, medium and light grades, with at least 98.5% sodium carbonate by mass |
| Boiler | Registration and periodic inspection of the steam boiler with the state boiler inspectorate |
| Business registration | GST registration, and Udyam registration where the unit qualifies by investment and turnover |
Soda ash demand and buyers in India
Glass and detergents are the two big users of soda ash in India. DGTR's findings note that dense ash goes mainly to glass and light ash mainly to detergents, so the grade split of a plant decides its buyers.
Imports are the swing factor. In the same findings, domestic producers reported that imports rose from 9% to 18% of Indian consumption between 2022-23 and the period of investigation. Import prices fell from ₹32,539 per MT in January 2023 to ₹18,332 per MT in June 2024.
- Container, float and solar glass makers
- Detergent powder and soap manufacturers
- Sodium silicate, sodium bicarbonate and other sodium chemical producers
- Water treatment, textile and pulp processing units
- Chemical traders and distributors
Price risk to test: DGTR recommended anti-dumping duty on soda ash from Russia, Turkey, the USA and Iran in September 2025. A project report should still run the numbers at import-parity prices, not only at today's domestic list price.
Mistakes that weaken a soda ash project report
- No plan for distiller waste
Calcium chloride liquor comes out in large volumes. Coastal plants such as GHCL's planned Kutch complex treat it and discharge it to the sea with sea water; an inland site without an outlet may not get consent.
- Under-costing steam and fuel
Close to 3 tonnes of steam per tonne of soda ash is normal. Leaving out boiler fuel or using power-only costs overstates the margin.
- Pricing only at domestic list rates
Import prices fell to ₹18,332 per MT in June 2024, according to DGTR's findings. Lenders expect a case at import parity.
- Freight left out of salt and limestone cost
More than 2.5 tonnes of heavy inputs move for every tonne sold, so distance from salt works and limestone mines changes the cost sheet.
- A schedule without clearance time
Every soda ash project is Category A for environmental clearance. A timeline that starts construction in month one is not credible.

Soda Ash project report: frequently asked questions
How much does a soda ash manufacturing plant cost in India?
It depends almost entirely on scale. Our sample report models a compact 36 MT per day unit at ₹1,160 lakh to show the report format. Commercial Solvay plants are far larger: GHCL's Kutch complex, appraised by the environment ministry's expert committee in June 2024, is estimated at ₹3,563.08 crore. Your report works out the cost for your capacity, site and route.
Which process is used to make soda ash in India?
Indian producers make synthetic soda ash by the Solvay or ammonia-soda process, in which ammoniated brine is carbonated to precipitate sodium bicarbonate that is then calcined. The dual process is a variant that yields ammonium chloride for fertiliser alongside soda ash. Natural soda ash, refined from mined trona ore, is not produced in India and reaches the market as imports.
What raw materials are needed to make soda ash?
Salt and limestone are the main inputs, with coke for the lime kiln, coal or another fuel for steam, and a small make-up of ammonia that is recycled. Textbook norms are about 1.55 tonnes of salt and 1.2 tonnes of limestone per tonne of soda ash. In our sample report, fuel for the steam boiler is the largest raw material cost.
What is the difference between light and dense soda ash?
Both are sodium carbonate and differ mainly in bulk density. Light soda ash comes straight from the calciner and is mostly bought by detergent makers. Dense soda ash is made by hydrating light ash to the monohydrate and calcining it again. Glass makers are the main buyers of the dense grade, according to DGTR's 2025 findings.
Does a soda ash plant need environmental clearance?
Yes. Under item 4(e) of the EIA Notification 2006, every soda ash project is Category A, whatever its size. Category A projects are normally appraised by the expert appraisal committee of the Ministry of Environment, Forest and Climate Change. Consent to establish and operate from the State Pollution Control Board follows. Build the clearance timeline into your project schedule.
Who are the main soda ash producers in India?
Tata Chemicals, Nirma, GHCL, DCW and RSPL account for about 98% of Indian production, according to DGTR's anti-dumping findings of September 2025. Tuticorin Alkali Chemicals and Fertilizers is the only other domestic producer named. Several of the large plants stand on the Gujarat coast, close to salt works and sea water.
Is the soda ash project report PDF free, and can I use it for a loan?
The sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan or investor proposal, NPCS prepares a report for your own capacity, site and process route.
