What is a bitumen project report?
A bitumen project report is a detailed project report (DPR) for a plant that buys paving bitumen from oil refineries and converts it into road products, mainly cationic bitumen emulsion. It covers the process, machinery, raw materials, market, project cost, means of finance, five-year projections, DSCR and break-even that a bank checks before funding the plant.
Road contractors, bitumen traders and first-time promoters use it to size the plant and raise a term loan; lenders use it to test repayment.
Also known as: bitumen emulsion plant project report, bitumen manufacturing plant project report, bitumen business plan, DPR for bitumen emulsion unit.
Bitumen manufacturing plant cost in India: our sample plant
The sample report models a cationic bitumen emulsion plant of 30 metric tonnes per day (MT per day), or 9,900 MT a year over 330 working days. It starts at 60% of capacity and reaches 80% in Year 5, selling at ₹38,800 per MT before GST.
The margin is narrow. Cost of production and sales works out to ₹36,949 per MT in the sample, so the plant earns on volume and on buying bitumen well, not on price.

Bitumen manufacturing process in an emulsion plant
An emulsion plant does not refine crude oil. It takes paving bitumen, which is too thick to use cold, and disperses it as fine droplets in acidified water so it can be sprayed or mixed at ambient temperature.
- Receiving and heating bitumen
Bitumen arrives in insulated tankers and is held in heated tanks at about 130–140 degrees C so it pumps freely.
- Making the soap solution
Warm water is dosed with a cationic amine emulsifier and hydrochloric acid in a separate tank; the acid gives the droplets their positive charge.
- Milling
Hot bitumen and soap solution are metered in a fixed ratio into a high-speed colloid mill, which shears the bitumen into droplets of a few microns.
- Storage by grade
The emulsion leaves the mill below boiling point and goes to agitated tanks, one per grade, because rapid and slow setting grades must not be mixed.
- Batch testing
Each batch is checked for residue by evaporation, viscosity, storage stability and particle charge before it is released.
- Filling and dispatch
Emulsion is loaded into tankers for road projects or filled in 200 litre drums for smaller contractors and patch work.
The bitumen-to-water ratio is set by the grade: IS 8887 requires a minimum bitumen residue of 50% for SS-1 and up to 67% for RS-2.
Which bitumen product should your plant make?
"Bitumen plant" covers several different businesses. A project report on bitumen starts with the product choice, because it decides the machinery, the buyers and the size of the loan.
| Cationic bitumen emulsion | Bitumen milled into water with an emulsifier, to IS 8887. Low machinery cost and steady repeat demand from road maintenance. This is the plant in our sample report. |
|---|---|
| Polymer modified bitumen (PMB) | Bitumen blended with polymer in a high-shear mill, to IS 15462. Sold for highways and heavy-traffic roads, with tighter testing and higher working capital. |
| Rubber modified bitumen | Bitumen blended with crumb rubber from waste tyres, to IS 17079. Often added to an emulsion or PMB plant as a second line. |
| Cutback bitumen | Bitumen thinned with a petroleum solvent, to IS 217. Needs solvent storage and stricter fire precautions than an emulsion plant. |
| Drum decanting and blending | Melting imported or drummed bitumen into bulk for hot-mix plants. A trading-led unit with little processing value added. |
| Refinery bitumen (VG grades) | Made from vacuum residue inside oil refineries, to IS 73. Not a stand-alone project for a private promoter. |
Many plants start with emulsion and add a PMB or rubber modified line later, sharing the heated storage and laboratory.
Raw materials for a bitumen emulsion plant
Bitumen is bought from refinery depots or importers, usually VG-10 or VG-30 grade. Its list price can change from one fortnight to the next, so the report must show what a price rise does to profit. In our sample, raw materials are 64.6% of sales.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Paving bitumen VG-10 or VG-30 | 91% | 1,580.10 |
| Cationic amine emulsifier | 6% | 104.18 |
| Hydrochloric acid | 1% | 17.36 |
| Calcium chloride and stabilising additives | 2% | 34.73 |
| Total | 100% | 1,736.37 |
Water is not costed as a raw material. Emulsifier dosage and price differ by supplier and grade; get trial batches approved before you fix the recipe.
Machinery for a bitumen emulsion plant
The colloid mill is the largest single item in the sample. Heated storage for bitumen and finished emulsion together costs more than the mill, so tank size usually sets the budget.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Colloid mill with drive motor | Shears bitumen into fine droplets | 61.88 |
| Heated bitumen storage tanks | Hold incoming bitumen hot and pumpable | 50.63 |
| Thermic fluid heater | Heats tanks and lines through coils | 39.38 |
| Emulsion storage tanks with agitators | Store each grade and stop settling | 39.38 |
| Soap solution tanks and transfer pumps | Prepare the acid phase and move hot liquids | 45.00 |
| Drum filling and tanker loading | Dispatch in drums or bulk | 16.88 |
| Testing laboratory, PLC panel and flow meters | Control the ratio and test each batch | 28.13 |
| Total plant and machinery | 281.28 | |
Rows combine items from the sample's machinery table (soap tanks 22.50 plus pumps 22.50; laboratory 14.07 plus controls 14.06). Get current quotations before you finalise.

Standards and amendments checked on the BIS website in October 2026.
Who buys bitumen emulsion, and for what
Almost all demand comes from road building and road maintenance. Contractors working for highway, state and rural road agencies buy emulsion in tankers; smaller contractors and municipal patch crews buy drums.
Each grade has its own job, which IS 8887 sets out:
- RS-1 for tack coat between bituminous layers
- RS-2 for surface dressing
- MS for plant or road mixes with coarse aggregate and penetration macadam
- SS-1 for prime coat, fog seal and crack sealing
- SS-2 for mixes with fine aggregate and slurry seal
Sales are seasonal. Road work slows sharply in the monsoon, and payment from public works can be delayed, so contractors expect credit. The sample allows 45 days of credit to buyers.
Where a new plant wins: emulsion is roughly a third to half water, so freight eats into the margin fast. A plant close to a refinery depot and to active road projects can beat a larger plant that ships from far away.
Mistakes that weaken a bitumen project report
- Pricing emulsion like bitumen
Emulsion is sold per tonne but is roughly a third to half water. Revenue built on bitumen prices, or on residue content the grade does not need, overstates sales.
- No sensitivity on bitumen price
Bitumen is 91% of raw material cost in our sample. A 5% rise in bitumen price adds about ₹1,140 per MT of emulsion, more than half the sample's margin.
- Ignoring the monsoon
Spreading sales evenly over twelve months hides two or three slow months, when stock and loan instalments still have to be carried.
- Undersized heated storage
Too little tank space means buying bitumen in small lots at worse prices and stopping the mill while tankers wait.
- Leaving out the laboratory
Contractors and engineers reject batches that fail residue or storage stability; without testing equipment the plant cannot prove its grade.

Bitumen project report: frequently asked questions
What is the cost of a bitumen emulsion plant in India?
Our sample report models a 30 MT per day cationic emulsion plant at a total project cost of ₹597 lakh, of which plant and machinery is ₹281 lakh. A smaller skid-mounted unit with less heated storage can cost roughly ₹1.5–3 crore (indicative). The final cost depends on tank capacity, land, and how much of the bitumen you store on site.
Can a private company manufacture bitumen in India?
Paving bitumen itself comes from the vacuum residue of crude oil, so it is made inside refineries. A private unit buys VG-grade bitumen from refineries or importers and processes it into cationic emulsion, polymer modified bitumen, crumb rubber modified bitumen or cutback. These downstream plants are what most bitumen project reports describe, including our sample.
What raw materials are needed for bitumen emulsion?
Paving bitumen to IS 73, water, a cationic amine emulsifier and hydrochloric acid to set the soap solution acidic, with small amounts of calcium chloride or stabilisers. In our sample report bitumen is 91% of raw material cost and raw materials are 64.6% of sales, so the bitumen buying price drives the whole project.
Is the bitumen emulsion business profitable?
It can be, but margins are thin and depend on volume. In our illustrative sample, a 30 MT per day plant earns a 16% return on investment in Year 3. It breaks even at 53% of capacity and pays back in about 4.3 years. Bitumen price, tanker freight, monsoon downtime and contractor credit decide the real result.
Which BIS standard applies to bitumen emulsion?
Cationic bitumen emulsion for roads is covered by IS 8887:2018 (third revision), which defines the RS-1, RS-2, MS, SS-1 and SS-2 grades. BIS also publishes IS 17016 for cationic modified emulsion, IS 15462 for polymer modified bitumen and IS 217 for cutback bitumen. Check whether your buyers ask for BIS certification before you plan the laboratory.
What is the difference between bitumen and bitumen emulsion?
Bitumen is a heavy, sticky petroleum binder that must be heated to around 150 degrees C or more before it can be sprayed or mixed. Bitumen emulsion is the same bitumen broken into fine droplets in water with an emulsifier, so it can be applied cold. That saves fuel on site and suits tack coats, prime coats and patching.
Is the bitumen project report PDF free, and can I use it for a loan?
The sample PDF is free to view and download. It shows the format and depth of an NPCS report, but its figures are representative and not based on a real project. So it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, location, bitumen source and product mix.
