What is a bisphenol project report?
A bisphenol project report is a detailed project report (DPR) for a plant that makes bisphenol A (BPA) from phenol and acetone. BPA is the monomer behind polycarbonate and epoxy resins. The report sets out the process, raw material use, machinery, approvals, project cost, finance plan, five-year projections, DSCR and break-even.
Chemical companies, resin makers planning backward integration and their lenders use it to judge whether a BPA plant can buy feedstock, sell product and repay its loans.
Also known as: BPA project report, bisphenol A manufacturing plant project report, bisphenol business plan, DPR for a bisphenol A plant.
Bisphenol manufacturing plant cost in India: sample economics
Our sample report models a 7.8 MT per day bisphenol A unit, or 2,574 MT per year over 330 working days. It starts at 60% capacity, reaches 80% in Year 5 and sells at ₹1,30,000 per MT before GST.
| Land and site development | 100.13 |
|---|---|
| Building and civil works | 290.49 |
| Plant and machinery | 565.70 |
| Other fixed assets | 80.22 |
| Contingencies | 42.81 |
| Preliminary and pre-operative | 26.98 |
| Working capital margin | 79.18 |
| Total | 1,185.51 |
| Promoter's contribution (25%) | 296.38 |
|---|---|
| Term loan from bank (75%) | 889.13 |
| Cash credit limit (separate) | 237.55 |
| Total project cost | 1,185.51 |
The margin is thinner than in most specialty chemicals. Average DSCR (debt service coverage ratio, the cash available to pay each year's loan instalments) is 1.38, and the lowest year is 1.21. A lender will look closely at that lowest year, because a small fall in the BPA price can push it under the usual comfort level.
Term loan at 10.5% with a 6-month moratorium and 54 monthly instalments. All figures are illustrative.
Bisphenol manufacturing process, step by step
Almost all BPA is made by condensing two moles of phenol with one mole of acetone. The reaction is simple; the work is in purifying the product to the high-purity grade that resin makers buy.
- Feed preparation
Molten phenol and acetone are metered in with phenol in large excess, so that nearly all the acetone reacts.
- Condensation
The mix flows through fixed beds of sulphonated ion exchange resin at about 50–85°C, where phenol and acetone form BPA and water.
- Light ends removal
Water and unreacted acetone are distilled off; acetone goes back to the reactor and the water goes for phenol recovery.
- Adduct crystallisation
The stream is cooled until a 1:1 BPA and phenol adduct crystallises, leaving most isomers and colour bodies in the mother liquor.
- Filtration and washing
Rotary vacuum filters or centrifuges separate the adduct crystals, which are washed with clean phenol.
- Phenol stripping
The adduct is melted and phenol is stripped off under vacuum, leaving molten BPA.
- Prilling and bagging
Molten BPA is sprayed down a prilling tower under nitrogen, and the prills are packed in lined bags.
Mother liquor is partly recycled and partly purged as heavy residue; how much is purged sets the real phenol consumption.
Which BPA technology and what scale make sense?
Older plants used hydrochloric acid as the catalyst. It is fast but corrosive, so it needs special materials and acid recovery. Modern plants use a solid ion exchange resin catalyst, often with a promoter, which stays in the reactor and gives a cleaner product.
Indian technology now exists at pilot scale. In August 2022 CSIR-NCL in Pune opened a continuous catalytic BPA pilot plant and said the process was ready for transfer to industry. For a new entrant, the licence terms, guaranteed yields and resin life matter as much as equipment cost.
Scale is the bigger decision. Commercial BPA plants are built next to phenol and acetone units and run at many times the size of our 2,574 MT per year sample. Freight on phenol, which is about 0.82 tonne for every tonne of BPA, quickly erases the margin of a small standalone unit.
Plan from the feedstock outward: decide first where phenol and acetone will come from and how, by pipeline, tanker or import, then size the BPA plant to match. A project report that starts from a target capacity alone is the one lenders question most.
Raw materials for bisphenol A
Phenol is the cost that decides the project. By the reaction alone, one tonne of BPA needs about 0.82 tonne of phenol and 0.25 tonne of acetone; actual use runs a little higher. In our sample report raw materials take 59.6% of sales in Year 3.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Phenol | 76% | 1,061.13 |
| Acetone | 20% | 279.24 |
| Ion exchange resin catalyst and promoter | 3% | 41.89 |
| Nitrogen and process chemicals | 1% | 13.96 |
| Total | 100% | 1,396.22 |
Phenol must be kept molten and acetone is highly flammable, so both need heated or blanketed storage and their own safety studies.
Machinery for a BPA plant
A BPA plant is one continuous process. It is priced as reactors, columns and crystallisers tied together by a control system, not as separate machines.
| Equipment | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Condensation reactors with resin beds | Reacts phenol and acetone over the catalyst | 113.14 |
| Dehydration and acetone recovery columns | Remove water and recycle acetone | 90.51 |
| Adduct crystallisers with chillers | Crystallise the BPA and phenol adduct | 84.86 |
| Phenol stripping and BPA melt system | Removes phenol to give molten BPA | 67.88 |
| Prilling tower with bagging line | Forms and packs BPA prills | 67.88 |
| Rotary vacuum filters | Separate and wash adduct crystals | 50.91 |
| Storage tanks with nitrogen blanketing | Hold phenol, acetone and product melt | 45.26 |
| DCS controls and QC laboratory | Runs the plant and tests every lot | 45.26 |
| Total plant and machinery | 565.70 | |

Approvals needed for a bisphenol A plant
Environmental clearance usually takes longest, so it should start as soon as the site is fixed.
| Environmental clearance | Prior clearance under item 5(f), synthetic organic chemicals, of the EIA Notification 2006; state level (Category B) unless general conditions such as nearness to protected or eco-sensitive areas move it to the Centre |
|---|---|
| Pollution board consent | Consent to establish and to operate from the State Pollution Control Board; organic chemicals manufacturing is a Red category industry |
| Hazardous chemicals | Phenol and acetone are listed in Schedule 1 of the Manufacture, Storage and Import of Hazardous Chemical Rules, 1989, so their storage and handling must follow those rules |
| Factory and fire | Factory licence and fire safety NOC for flammable solvent storage, under state rules |
| Business registration | Udyam registration where eligible, and GST registration |
Rules as checked in October 2026. Requirements differ by state and site; confirm with the state authorities.
Who buys bisphenol A in India?
BPA is an intermediate, so its buyers are other chemical plants. Polycarbonate makes up most global demand, and epoxy resins for coatings, adhesives, laminates and composites take most of the rest. Most Indian demand has been met by imports, CSIR noted in 2022.
That is changing on the feedstock side. In April 2025 Deepak Nitrite's subsidiary approved adding 300,000 tonnes a year of phenol and 185,000 tonnes of acetone, to feed its polycarbonate project. A BPA plant that buys from or sells to such projects needs long-term contracts, not spot deals.
- Polycarbonate resin producers
- Epoxy resin manufacturers
- Coatings, adhesives and laminate makers
- Flame retardant makers (TBBPA)
- Chemical importers and traders
Price is set by imports: a domestic BPA plant sells near landed import cost, so its plan should track import parity and phenol prices together, not a fixed selling price.
Mistakes that weaken a bisphenol project report
- Using theoretical phenol consumption
Isomers, heavy residue purge and phenol lost to wastewater all add to the 0.82 tonne minimum. Every extra 1% of phenol use comes straight off the margin.
- Pricing BPA from trader quotes
Small-lot trader rates run well above what resin makers pay. Revenue should follow import parity for bulk lots.
- Leaving out phenol recovery from wastewater
Reaction water carries phenol. Recovery and effluent treatment are capital and running costs, and the pollution board will ask for them.
- Treating the resin catalyst as a one-time cost
The ion exchange resin loses activity and has to be replaced. Replacement and the downtime it needs belong in the projections.
- Promising polycarbonate grade too early
Polycarbonate makers need very low colour and isomer levels. Plan for epoxy-grade sales until buyer trials approve your product.

Bisphenol project report: frequently asked questions
What is the bisphenol manufacturing plant cost in India?
It depends mostly on scale and on whether phenol and acetone come by pipeline or by tanker. Our illustrative sample models a 7.8 MT per day unit at ₹1,185.51 lakh, including ₹565.70 lakh of plant and machinery. Commercial BPA plants are far larger and are usually built next to a phenol and acetone plant, so their cost is worked out project by project.
How much phenol and acetone does one tonne of bisphenol A need?
By the reaction itself, one tonne of BPA needs about 0.82 tonne of phenol and 0.25 tonne of acetone. Real plants use slightly more because some feed ends up as isomers, heavy residue and losses in wastewater. In our sample report phenol is 76% and acetone 20% of the raw material bill.
Is bisphenol A made in India?
Most BPA used in India has been imported, as CSIR noted when its laboratory in Pune opened a BPA pilot plant in August 2022. Domestic phenol and acetone capacity is being expanded to feed polycarbonate production, so a new BPA project should be planned around where its feedstock will come from.
Is a bisphenol A plant profitable?
In our illustrative sample, the 7.8 MT per day unit earns a 14% return on investment in Year 3. It breaks even at 47% of capacity and pays back in about 4.6 years. Real margins move with the gap between BPA prices and phenol and acetone prices, so a project report should test that spread before a lender relies on it.
Which approvals does a BPA plant need?
BPA plants fall under synthetic organic chemicals, so they need prior environmental clearance under the EIA Notification 2006. They also need State Pollution Control Board consent as a Red category industry. Phenol and acetone storage brings the plant under the hazardous chemical rules. Confirm the full list with your state before you apply.
Is the sample report free and can I use it for a loan?
Yes, the sample bisphenol project report PDF is free to view and download. It shows the format and depth of an NPCS report. Its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, site and feedstock plan.
