What is a sulphur powder project report?
A sulphur powder project report is a detailed project report (DPR) for a plant that crushes refinery sulphur and grinds it into fine powder for rubber, fertiliser and chemical buyers. It sets out the process, machinery, raw sulphur supply, grades, licences, project cost, means of finance, five-year projections, DSCR and break-even.
Promoters use it to size the plant and raise a term loan. Banks use it to check that the thin margin over raw sulphur can repay the loan.
Also known as: sulphur powder plant DPR, sulphur grinding unit project report, sulfur powder manufacturing plant report, sulphur powder business plan.
Sulphur powder manufacturing plant cost in India
Our sample report models a 29 MT per day plant running 330 days a year, which gives 9,570 MT a year at full capacity. It starts at 60% utilisation and reaches 80% in Year 5, selling powder at ₹37,200 per MT ex-factory.
The plant is light on machinery for its sales. Raw sulphur is the real money in the business, so the margin per tonne is small and volume carries the project.

Sulphur powder manufacturing process
Sulphur powder is made by size reduction, not by a chemical reaction. The hard part is safety: fine sulphur dust in air can ignite from a spark or static charge, so the mill, ducts and filter are designed around that risk.
- Receiving and storage
Granular or lump sulphur arrives in bulk from refineries or ports and is kept dry, covered and away from hot work.
- Crushing
A jaw crusher and hammer mill break lumps down to small granules that the pulveriser can feed evenly.
- Inerted grinding
A roller pulveriser grinds the sulphur while nitrogen holds oxygen in the mill circuit below the level at which dust can burn.
- Air classification
A classifier sends coarse particles back to the mill and passes powder of the target mesh to the product line.
- Dust recovery
A cyclone and an anti-static pulse jet bag filter capture fines, which go back into the product rather than into the air.
- Blending
A ribbon blender adds bentonite for the 90% agricultural grade, an anti-caking agent for free flow, or process oil to cut dusting for rubber users.
- Testing and packing
Each batch is checked for sulphur content, fineness and moisture, then packed in 25 or 50 kg HDPE bags.
Which grades of sulphur powder will your plant make?
The same mill can serve several markets, but each grade changes the fineness target, the additives, the testing and the licence. Decide the grade mix before you size the classifier and blender.
| Agricultural 90% powder | Sold as a straight sulphur fertiliser; must contain at least 90% sulphur and no more than 1% moisture under the Fertiliser (Control) Order, with bentonite or a similar filler making up the balance |
|---|---|
| Rubber grade | High-purity, finely ground sulphur for tyre and rubber vulcanisation, often oil-treated to reduce dust; the old BIS standard for it (IS 8851) is withdrawn, so buyers test against their own specifications |
| Fungicide technical | Fine powder supplied to formulators who make dusting powders and wettable or dispersible sulphur; the formulated product needs registration under the Insecticides Act |
| Industrial and match grade | Ground commercial sulphur for matches, fireworks, dyes and chemical processing, where mesh size and freedom from grit matter more than very high purity |
Why the grade mix matters: the sample sells all output at ₹37,200 per MT. A plant that sells part of its output as fine or oil-treated rubber grade can earn more per tonne from the same raw sulphur.
Raw materials for sulphur powder
Raw sulphur is about 92% of raw material cost in the sample, and raw materials as a whole take 68.7% of sales. The sulphur comes as granules or lumps recovered at oil refineries and gas plants, bought from Indian refineries or imported.
Refinery sulphur prices move with the international market, so most plants hold about 30 days of stock and buy from more than one source.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Granular or lump sulphur from refineries | 92% | 1,575.22 |
| Bentonite clay for agricultural grade | 4% | 68.49 |
| Anti-caking agent | 2% | 34.25 |
| Process oil for oil-treated grade | 2% | 34.24 |
| Total | 100% | 1,712.20 |
Machinery for a sulphur powder plant
About 30% of the machinery budget in the sample goes on safety and dust control: the nitrogen system, the bag filter and spark detection. Banks and insurers expect to see them in the cost.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Jaw crusher and hammer mill | Breaks lumps into mill feed | 32.48 |
| Roller pulveriser with air classifier | Grinds and sizes the powder | 81.21 |
| Nitrogen generator and inerting system | Keeps the mill circuit low in oxygen | 37.90 |
| Cyclone and pulse jet bag filter | Recovers fines, controls dust | 32.48 |
| Ribbon blender | Mixes in bentonite, oil or anti-caking agent | 21.66 |
| Bucket elevators and screw conveyors | Move sulphur between stages | 21.66 |
| Bag filling and stitching machine | Packs 25 or 50 kg bags | 21.65 |
| Quality control laboratory | Tests purity, mesh and moisture | 10.83 |
| Spark detection and fire protection system | Detects sparks in ducts and suppresses fire | 10.83 |
| Total plant and machinery | 270.70 | |

Power and manpower for a sulphur powder plant
Grinding is the main power load. In the sample, power and fuel cost ₹148.05 lakh in Year 3, about 5.9% of sales, and the plant runs with 56 people across shifts.
| Category | Number | Annual cost (₹ lakh) |
|---|---|---|
| Management, supervision and administration | 8 | 31.20 |
| Skilled workers and operators | 20 | 49.20 |
| Semi-skilled and unskilled workers | 28 | 45.36 |
| Total | 56 | 125.76 |
Mill operators need training in inert-gas monitoring and hot-work permits; wages rise 5% a year in the projections.
Licences and approvals for a sulphur powder plant
Which licences you need depends on how you sell the powder. An industrial grinding unit needs the usual factory approvals; fertiliser and fungicide sales add their own rules.
| Business registration | Udyam (MSME) registration and GST registration |
|---|---|
| Pollution board consent | Consent to establish and consent to operate from the State Pollution Control Board; dust control at the mill and bagging points is the main condition |
| Factory and fire safety | Factory licence where the worker and power thresholds apply, and a fire NOC, since sulphur burns and its dust can explode |
| Fertiliser sales | Sulphur 90% powder must meet Schedule I of the Fertiliser (Control) Order, 1985, and the seller files a memorandum of intimation (Form A1) with the state's notified authority |
| Fungicide sales | Sulphur is on the list of pesticides registered under the Insecticides Act, 1968; a formulated product needs its own registration and a state manufacturing licence |
| Product standard | No current BIS standard for rubber-grade sulphur, as IS 8851:1994 is withdrawn; buyers' specifications and test reports govern supply |
Rules were checked in October 2026 and vary by state. Confirm them with the authorities before you apply.
Who buys sulphur powder in India?
Two groups take most of the volume. Tyre and rubber goods makers use fine sulphur to vulcanise rubber, and fertiliser and agrochemical companies use it for sulphur fertiliser and fungicide products. Smaller, steady demand comes from match and fireworks clusters, dye makers and chemical plants.
Rubber buyers approve a supplier only after trials, but then tend to stay. Agricultural demand peaks before the sowing seasons, so stock planning matters.
- Tyre, tube and rubber goods manufacturers
- Fertiliser and agrochemical formulators
- Match and fireworks makers
- Dye and chemical manufacturers
- Pharmaceutical and cosmetic companies
- Chemical traders and exporters
Where a new plant wins: raw sulphur costs much the same for everyone. The edge comes from buying it well, holding fineness steady, and being close to buyers who want regular small lots.
Mistakes that weaken a sulphur powder project report
- Pricing bulk powder like packed agri products
Retail packs of sulphur fertiliser and fungicide sell at many times the bulk ex-factory rate. Using them for sales inflates revenue and DSCR.
- Not testing a rise in raw sulphur prices
In the sample, a 5% rise in raw sulphur cost adds ₹78.76 lakh to Year 3 cost. That is more than half of the ₹144.12 lakh pre-tax profit.
- Leaving out explosion protection
A report without nitrogen inerting, anti-static filters and spark detection under-states machinery cost and will not satisfy insurers or a careful lender.
- Selling 90% grade without the fertiliser paperwork
Fertiliser sales need the FCO specification and the state intimation. Without them the agricultural market in the projections is not open to you.
- Under-sizing working capital
Buyers take about 45 days of credit. In the sample, receivables of ₹263.34 lakh are the largest current asset in Year 1.

Sulphur Powder project report: frequently asked questions
How much does it cost to set up a sulphur powder plant in India?
Our sample report models a 29 MT per day plant at a total project cost of ₹574 lakh. That includes ₹271 lakh of plant and machinery and ₹86.25 lakh of working capital margin. A smaller unit of 5–10 MT per day with one pulveriser costs roughly ₹1.5–3 crore. These ranges are indicative; your report prices your own capacity, site and machine quotations.
What is sulphur powder used for?
Sulphur powder is used to vulcanise tyres and rubber goods, as a sulphur fertiliser and as a fungicide in dusting and wettable formulations. It also goes into matches, fireworks, dyes and some pharmaceutical and cosmetic products. Each use asks for a different purity, fineness and finish, so a plant usually decides early which two or three grades it will make.
Which machines are needed to make sulphur powder?
You need a jaw crusher and hammer mill for lumps and a roller pulveriser with an air classifier. A nitrogen generator keeps the mill inert, and a cyclone with an anti-static bag filter recovers fines. Add a ribbon blender, elevators, conveyors and a bag filling machine. In our sample the pulveriser is the largest machinery item at ₹81.21 lakh.
Do I need a licence to sell sulphur powder as fertiliser or fungicide?
Yes. Sulphur 90% powder sold as fertiliser must meet the Fertiliser (Control) Order, 1985: at least 90% sulphur and at most 1% moisture. The seller also files a memorandum of intimation with the state. Sulphur sold as a pesticide formulation needs registration under the Insecticides Act, 1968. Industrial grades for rubber or chemicals need neither.
Is sulphur powder manufacturing profitable?
It can be, but the margin is thin. In our illustrative sample, Year 3 sales are ₹2,492 lakh and net profit is ₹108 lakh, about 4.3% of sales. Return on investment is 19% and break-even is 48% of capacity. Profit depends mostly on buying raw sulphur well and selling higher-value fine and oil-treated grades.
Is the sulphur powder project report PDF free, and can I use it for a loan?
The sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS project report. Its figures are representative, not from a real project, so do not submit it to a bank. For a loan, NPCS prepares a project report on sulphur powder for your own capacity, grades, location and lender.
