What is a fly ash beneficiation project report?
A fly ash beneficiation project report is a detailed project report (DPR) for a plant that grades dry fly ash from a thermal power station, mostly by air classification. The fine, low-carbon product goes to concrete and cement users. The report covers process, machinery, raw ash supply, quality testing, project cost, finance, projections, DSCR and break-even.
Promoters use it to size the plant and raise a term loan; banks use it to check whether graded ash sales can repay the loan.
Also known as: fly ash classification plant project report, classified fly ash plant DPR, project report on fly ash beneficiation, fly ash beneficiation business plan.
What a bank checks in a fly ash beneficiation project
A beneficiation plant buys a cheap waste and sells a graded material, so lenders focus on freight, power and repayment cover. These are the values in our sample report and why each one matters.
Raw ash is almost free at the silo, so trucking it in is the real input cost. A report that ignores the haul distance overstates profit.
The classifier fan, bag filter fan and pneumatic conveying run on electricity all day. Banks compare this line with the connected load.
The debt service coverage ratio shows how many times cash earnings cover loan payments. In the sample it dips to 1.46 in Year 2, when full instalments start.
Ready-mix plants and contractors pay on credit. Trade receivables are the largest current asset in the sample, so they drive the cash credit limit.
Values are the assumptions in our illustrative sample. Your report uses figures for your ash source, buyers and power tariff.
Fly ash beneficiation plant cost in India and plant economics
The sample report models a 110 MT per day classification plant running 330 days a year, from 60% of capacity in Year 1 to 80% in Year 5. Graded ash is priced at ₹2,950 per MT ex-factory, before GST.

Fly ash beneficiation process, step by step
Most Indian plants beneficiate dry ash by air classification, which sorts particles by size and density without water or chemicals. The whole line is closed, because fine ash escapes easily and the pollution board checks for dust.
- Receiving raw ash
Closed bulkers from the power station discharge pneumatically into a feed silo, so the ash never touches open ground.
- Metered feeding
A rotary feeder sends ash to the classifier at a steady rate; a surge in feed shifts the cut size and spoils the grade.
- Air classification
Rotor speed and secondary air are set so fine, glassy particles leave with the air while coarse, carbon-rich particles fall out as rejects.
- Fines collection
Cyclones catch most of the fine product and a pulse-jet bag filter takes the rest before the air is vented.
- Lot testing
Each lot is checked for Blaine fineness, residue on the 45 micron sieve and loss on ignition, which measures unburnt carbon.
- Storage and dispatch
Graded ash goes to product silos and leaves in bulkers for ready-mix plants or in bags for smaller buyers.
What graded fly ash must meet under IS 3812
IS 3812 (Part 1): 2013 is the BIS standard for fly ash used as a pozzolana in cement, mortar and concrete. It allows ash that falls short to be beneficiated by carbon removal, grading or blending, and then retested. These are the main limits for siliceous fly ash, the common type from Indian power plants.
| Fineness (Blaine) | At least 320 m²/kg specific surface |
|---|---|
| Loss on ignition | Not more than 5.0% |
| SiO₂ + Al₂O₃ + Fe₂O₃ | At least 70% by mass |
| Moisture, dry supply | Not more than 2.0% |
| Lime reactivity | Average compressive strength of at least 4.5 N/mm² |
| Strength at 28 days | At least 80% of plain cement mortar cubes |
Limits read from the standard as published in 2013. Check the current edition and any amendment with BIS before you sign a supply contract.
Raw fly ash supply and freight cost
The input is dry fly ash drawn from power station silos. Mahagenco's Chandrapur station set a floor price of ₹100 per MT in its August 2026 e-auction, so the ash costs little. What you pay for is the haul: in our sample, bulker freight makes up 77% of raw material cost.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Dry fly ash from power plant silos | 18% | 38.87 |
| Inbound bulker freight for raw ash | 77% | 166.27 |
| Testing reagents and lab consumables | 5% | 10.80 |
| Total | 100% | 215.94 |
Raw materials are 28.8% of sales in the sample. Freight changes with distance, so your report costs it for your own route.
Machinery for a fly ash classification plant
The classifier is the heart of the plant and the largest single item. Most of the remaining spend goes on moving and storing a fine powder without letting it escape.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Air classifier with main fan and cyclones | Splits ash into fine product and coarse reject | 121.13 |
| Raw ash receiving system and feed silo | Takes ash from bulkers and buffers the feed | 48.45 |
| Pulse-jet bag filter | Recovers fines and cleans the exhaust air | 41.53 |
| Product storage silos | Hold graded ash by lot until tested and sold | 41.53 |
| Dense phase pneumatic conveying | Moves ash between silos in closed pipes | 34.61 |
| Rotary packer and bulker loading spout | Fills bags and loads bulkers without dust | 31.15 |
| Electrical panels and PLC control | Holds rotor speed and airflow steady | 17.31 |
| Laboratory with Blaine apparatus and muffle furnace | Tests fineness and loss on ignition | 10.38 |
| Total plant and machinery | 346.09 | |

Who buys beneficiated fly ash
Ready-mix concrete plants want fly ash that behaves the same from one truck to the next. Raw silo ash varies with coal and boiler load, so a plant that sells tested, consistent grades can charge more than the raw price and win repeat orders.
The 2021 Ash Notification requires coal power plants to use all the ash they generate, averaged over a three-year cycle. That keeps raw ash available, while buyers who need a steady grade still pay for processing.
- Ready-mix concrete plants
- Highway, metro and dam contractors
- Cement grinding units
- Precast and concrete pipe makers
- Fly ash brick and block makers, for the coarse reject
Where a new plant wins: graded ash is low in value per tonne, so freight decides the market. A plant that sits between a power station and a ready-mix cluster can undercut supply from further away.
Licences and ash supply rules for a beneficiation plant
| Business registration | Udyam (MSME) registration and GST registration; fly ash is taxed at 5% under heading 2621 |
|---|---|
| Pollution board consent | Consent to establish and operate from the State Pollution Control Board, with dust control on silos, transfer points and loading |
| Ash supply | A contract, e-auction allocation or concessional allotment from a thermal power plant, under the Ash Notification S.O. 5481(E) of 31 December 2021 |
| Transport | Ash moves only in closed bulkers or covered trucks; the CPCB direction of October 2024 asks boards to act on ash delivered to unauthorised users |
| Product standard | IS 3812 (Part 1): 2013 for fly ash used as pozzolana in cement, mortar and concrete |
Rules vary by state and power station. Confirm the consent category and ash allotment terms locally before you apply.
Mistakes that weaken a fly ash beneficiation project report
- No signed ash source
Without a supply contract or auction allocation, a lender has no proof the plant can run. Tie up the source before the report is final.
- Counting all feed as saleable product
Classification splits feed into fines and rejects. Sales must use the fine-fraction yield, not the tonnes of raw ash received.
- Pricing graded ash at microfine rates
Ultrafine grades sell for much more than ordinary concrete grades, but need a finer cut and lower yield. Price the grade your classifier will actually make.
- Ignoring loss on ignition in the feed
If the station's ash runs high in unburnt carbon, classification alone may not bring it under 5%. Test samples from the source before you choose the machine.

Fly Ash Beneficiation project report: frequently asked questions
What is fly ash beneficiation?
It is the processing of raw fly ash from coal power plants so that it meets the quality a concrete or cement user needs. The usual route is air classification, which separates the fine, glassy particles from coarse, carbon-rich ones. Other routes remove unburnt carbon electrostatically or blend ashes of different quality. The graded product is sold as a pozzolana for concrete.
How much does a fly ash beneficiation plant cost in India?
Our sample report models a 110 MT per day air classification plant at ₹734 lakh. That includes ₹346 lakh of plant and machinery, ₹288 lakh of land and buildings and a working capital margin. Cost rises with classifier size, the number of product silos and whether you pack in bags or load only bulkers. Your project report works out the cost for your site and capacity.
Is a fly ash beneficiation business profitable?
In our illustrative sample, a 110 MT per day plant earns a 19% return on investment in Year 3. It breaks even at about 39% of capacity and pays back in about 3.9 years. Real results depend mostly on inbound freight, the price ready-mix buyers pay for graded ash, power cost and whether the coarse fraction finds a buyer.
Where do I get raw fly ash, and what does it cost?
Dry fly ash is drawn from the silos of coal power stations, under supply contracts, e-auctions or concessional allocations for small users. Mahagenco's Chandrapur station, for example, set a floor price of ₹100 per MT in an August 2026 e-auction. The ash itself is cheap; road freight in closed bulkers is usually the larger cost.
What is the HSN code and GST rate for fly ash?
Fly ash falls under heading 2621 and is taxed at 5% GST. It is listed separately in Schedule I of the rate notification issued on 17 September 2025, while other slag and ash under the same heading attract 18%. Check the rate with your tax adviser before you price contracts, because rates can change.
Which loan suits a fly ash beneficiation plant?
Most plants of this size take an MSME term loan from a bank, with a cash credit limit for working capital. The CGTMSE scheme can give collateral-free guarantee cover to eligible micro and small enterprises, with a ceiling of ₹10 crore. Lenders look at the ash supply contract and buyer enquiries as closely as at the projections.
Is the sample report free and can I use it for a loan?
The sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, ash source and location.
