What is a pet recycling project report?
A PET recycling project report is a detailed project report (DPR) for a unit that turns used PET bottles into washed PET flakes. It sets out the bale supply, washing process, machinery, effluent treatment, project cost, means of finance, five-year projections, DSCR and break-even that a bank needs before it funds the plant.
Entrepreneurs, scrap aggregators moving into processing and polyester fibre makers adding their own flake line use it to size the plant and apply for a term loan.
Also known as: PET bottle recycling project report, project report on PET recycling, PET recycling business plan, PET flakes project report.
What a bank checks in a PET recycling project report
A flake unit lives on the gap between what it pays for bales and what it gets for clean flakes. Lenders test that gap first. These are the values in our sample report and why each one matters.
This is far higher than in most factories. A report that shows a much lower share has usually ignored the weight lost in washing.
Caustic soda, detergent and water chemicals make up the rest. A ₹2 per kg rise in bale price should be tested, because it moves profit more than anything else.
Granulators, friction washers and dryers draw heavy power, and hot washing needs steam or thermal oil. Banks compare this with your tariff.
Debt service coverage ratio (DSCR) is cash available divided by loan instalments. It dips in Year 2 when full instalments start, so banks look at the minimum, not only the 1.43 average.
Values are the assumptions in our illustrative sample. Your report uses figures for your capacity, bale suppliers and buyers.
How much does a PET bottle recycling plant cost?
Cost depends on daily capacity and on whether you hot wash. Hot washing gives the clean flake that fibre and sheet makers pay more for, but adds a heater, chemical dosing and a larger effluent plant. The middle tier is the unit in our sample report.

PET recycling manufacturing process, from bale to flake
A hot-wash line has seven stages. Sorting before grinding decides flake quality: one PVC bottle that slips through can spoil a whole lot, because PVC chars and turns black when the flake is later melted.
- Bale opening and pre-wash
Bales are broken open and screened in a rotating trommel to drop grit and loose caps, then a label remover strips most sleeves.
- Sorting
Workers on a sorting belt pull out PVC, oil and coloured bottles; a metal detector stops cans and wire before they reach the blades.
- Wet grinding
Bottles are ground with water into flakes of about 12–14 mm. Water keeps the blades cool and starts loosening dirt.
- Hot caustic washing
Flakes are stirred in caustic soda and detergent at about 80–90 °C, which dissolves label glue and lifts oil and food residue.
- Float-sink separation
PET is denser than water and sinks, while cap and label pieces of PP and PE float and are skimmed off.
- Rinsing and drying
Rinse water removes caustic traces, a centrifuge throws off water and hot air brings moisture down.
- Air classification and bagging
A zig-zag classifier blows out fines and label dust, and flakes are packed in jumbo bags by colour grade.
Raw materials: bottle bales and washing chemicals
Post-consumer bottle bales come from kabadiwalas and aggregators, sold by weight. Caps, labels, moisture and dirt mean that typically a fifth or more of bale weight never becomes saleable flake. So the price per kg of bale understates the real cost per kg of flake.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Post-consumer PET bottle bales | 90% | 468.33 |
| Caustic soda flakes | 5% | 26.02 |
| Detergent and defoamer | 3% | 15.61 |
| Water treatment chemicals | 2% | 10.41 |
| Total | 100% | 520.37 |
Bale prices swing with collection season and with demand from fibre plants. The yield range is indicative; test your own bales before fixing it in the report.
PET bottle recycling machinery and sample costs
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Bale opener and trommel screen | Breaks bales and drops grit and loose caps | 12.36 |
| Label remover and pre-washer | Strips sleeves and outer dirt | 15.45 |
| Sorting conveyor with metal detector | Removes PVC, coloured bottles and metal | 9.27 |
| Wet granulator | Grinds bottles into flakes under water | 20.08 |
| Hot caustic wash reactor and friction washers | Removes glue, oil and residue | 33.98 |
| Float-sink separation tanks | Separates PET from cap and label plastics | 13.90 |
| Centrifugal and hot air dryers | Dewater and dry the flakes | 16.99 |
| Zig-zag air classifier and bagging station | Removes fines and packs by grade | 10.81 |
| Effluent treatment plant | Treats caustic wash water for reuse or discharge | 21.62 |
| Total plant and machinery | 154.46 | |
The effluent plant is the second-largest item in the sample, ahead of the granulator. Get current quotations before you finalise.
Who buys PET flakes in India?
Most washed flake goes to polyester staple fibre plants, which turn it into fibre for fillings, non-wovens and spun yarn. Filament yarn, strapping and sheet makers buy the cleaner grades, and food-grade rPET resin plants buy clear flake to decontaminate further.
Rules now push demand up. The Plastic Waste Management (Amendment) Rules, 2026, notified on 31 March 2026, set recycled content for Category I rigid plastic packaging at 30% in 2025-26, rising to 60% from 2028-29. For food contact, FSSAI accepts recycled PET only from approved technologies with a validated decontamination step.
- Polyester staple fibre makers
- Polyester filament yarn spinners
- PET strapping and sheet makers
- Food-grade rPET resin plants
- Flake exporters and traders
Where a new unit wins: clear flake with low PVC content sells at a premium over mixed or green flake. A unit that sorts carefully and sells by colour grade earns more from the same bales.
Licences and approvals for a PET recycling unit
| Business registration | Udyam (MSME) registration and GST registration |
|---|---|
| Pollution board consent | Consent to establish and operate from the State Pollution Control Board. Odisha lists flakes from rejected PET bottles in the orange category; check your state's list |
| EPR registration | Registration as a plastic waste processor on the CPCB centralised EPR portal |
| Recycling standard | IS 14534:2023, the BIS guidelines for recovery and recycling of plastics waste, which the 2026 amendment rules refer to for recycled plastic packaging |
| Food-contact rPET | Needs a recycling technology approved by FSSAI with a decontamination step; not needed for flakes sold to fibre makers |
| Factory licence | Under the Factories Act where worker and power thresholds apply; rules vary by state |
Mistakes that weaken a PET recycling project report
- Treating bale weight as flake output
Caps, labels, moisture and fines are lost in washing. Revenue based on bale tonnage overstates sales and DSCR.
- Pricing every kg at the clear flake rate
Bales also yield green, blue and mixed flake that sells lower. The report should split output by colour grade.
- Leaving out water and effluent costs
Hot caustic washing uses heat, chemicals and water. Without an effluent plant and its running cost, consent can be delayed and costs are understated.
- Short working capital for bales
Aggregators expect quick payment while fibre makers take credit. In our sample, trade receivables are the largest current asset.

PET Recycling project report: frequently asked questions
What is the PET recycling manufacturing plant cost in India?
A small crushing and cold-wash unit needs roughly ₹40–80 lakh, while a hot-wash flake line of 15–25 MT per day costs about ₹8–15 crore including land and working capital. Our sample report models a 6.2 MT per day hot-wash unit at ₹327.90 lakh. These are indicative figures; your project report works out the cost for your capacity and site.
Is PET bottle recycling profitable?
It can be, but margins are thin because bales take most of the sales value. In our illustrative sample, bales and chemicals are 59.1% of sales, Year 3 net profit is ₹47.60 lakh on sales of ₹880.80 lakh and payback is about 4.5 years. Profit depends mostly on bale buying price, flake yield and how much clear flake you sell.
Which machines are needed for a PET flake washing line?
The front end needs a bale opener and trommel, a label remover, a sorting conveyor with metal detector and a wet granulator. The wash section adds a hot caustic washer with friction washers, float-sink tanks, dryers, an air classifier and an effluent treatment plant. In our sample the hot wash section is the costliest item at ₹33.98 lakh.
What licences are needed to start a PET recycling business?
You need Udyam and GST registration, consent to establish and operate from the State Pollution Control Board, and registration as a plastic waste processor on the CPCB EPR portal. Odisha lists flakes from rejected PET bottles in the orange category. Food-contact rPET needs a recycling technology approved by FSSAI, which a flake-only unit does not usually need.
Can I get a PMEGP or CGTMSE loan for a PET recycling unit?
A small crushing unit can fit PMEGP, which gives margin-money subsidy on manufacturing projects up to ₹50 lakh. Larger flake lines usually take an MSME term loan, and CGTMSE can guarantee loans to micro and small enterprises up to ₹10 crore. Every lender asks for a project report with projections, DSCR and working capital.
PET bottle recycling business kaise shuru kare?
Start by tying up bale supply with two or three aggregators. Then choose a capacity and wash type, find a site with water and an approved effluent route, and get pollution board consent. A bank-ready project report then supports the term loan. Most first units start with one washing line and sell flakes to polyester fibre makers.
Is the PET recycling project report PDF free, and can I use it for a loan?
The sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, location and loan scheme.
