What is a copper from copper scraps project report?

A copper from copper scraps project report is a detailed project report (DPR) for a plant that melts copper scrap, fire-refines it and electrorefines it into copper cathode. It sets out the process, machinery, scrap sourcing, licences, project cost, means of finance, five-year projections, DSCR and break-even that a bank needs before lending.

Scrap traders, cable makers and investors use it to size the plant and raise a term loan; lenders use it to check that the refining margin can carry the repayments.

Also known as: copper cathode from copper scrap project report, copper scrap recycling plant project report, copper recycling business plan, project report on copper from copper scraps.

What a bank checks in a copper scrap refining project

A copper refinery turns over a large amount of money on a small margin. Lenders look first at the numbers that show whether that margin is real and whether the working capital is properly funded. These are the values in our sample report.

88.5%Raw material share of sales

Scrap is almost the whole cost. In the sample, a rise of about 6% in scrap cost with no rise in cathode price would wipe out the Year 3 pre-tax profit, so banks test this first.

7.3%EBITDA margin in Year 3

This is the refining spread after power, wages and overheads. A report that shows a much wider margin is usually pricing scrap too cheaply.

₹471.74 lakhCash credit limit

Scrap stock, copper locked in the cells and customer credit all need funding. In the sample the cash credit limit is about two-thirds the size of the term loan.

2.26Average DSCR

The debt service coverage ratio compares cash earned with loan instalments due. The sample's weakest year is 1.96, in Year 2, when full principal repayment starts.

Values are the assumptions and results of our illustrative sample. Your report uses figures for your capacity, scrap mix and market.

Copper from copper scraps plant cost in India

Cost depends less on tonnage than on how far you refine. A melting unit that sells fire-refined ingots needs little machinery but heavy working capital. Electrolytic refining adds a tankhouse, a rectifier and more metal in process, so the project cost rises several times, but the product reaches cathode grade.

Copper scrap refining plant economics

The sample report models a 2.6 MT per day plant running 330 days a year, starting at 60% of capacity and reaching 80% in Year 5. Cathode is priced at ₹12,80,000 per MT, which is ₹1,280 per kg. Scrap and cathode prices both follow the LME and MCX copper price, so a live report prices them on the same day.

Which refining route should a copper scrap unit choose?

There are three common ways to turn scrap into saleable copper. The route decides your machinery, your buyers and whether your product needs a BIS licence as copper cathode.

Routes from copper scrap to saleable copper
RouteWhat you sellWho usually buys it
Melting and fire refining onlyIngots, cakes or wire bars whose purity depends on the scrap fedBrass and bronze foundries, copper sulphate makers, traders
Fire refining plus electrorefining (sample)Copper cathode, with anode slime as a by-productWire rod, cable and winding wire makers, tube and strip mills
Fire refining with continuous castingCopper rod or billets cast straight from the furnaceCable makers and extruders that accept fire-refined grades

Most small Indian units remelt scrap directly. Electrorefining costs more but removes impurities that air blowing cannot, which is what conductor makers check for.

Copper from copper scraps manufacturing process

The sample plant refines in two stages: a furnace that removes most impurities as slag, then an electrolytic tankhouse that takes the copper to cathode grade.

  1. Sorting and assaying

Scrap is graded by copper content, iron is pulled out with magnets, and brass and bronze are kept apart because their zinc and tin overload the slag. A spectrometer check on each lot fixes the price paid.

  2. Melting and oxidation

Copper melts at 1,085 °C. In a tilting furnace, air blown through the melt oxidises iron, zinc, tin and lead, which join a silica flux slag that is skimmed off.

  3. Poling

LPG or natural gas is injected to remove the oxygen picked up during oxidation, so the copper casts without porosity.

  4. Anode casting

The refined copper is poured into anode moulds on a casting wheel. Anodes are trimmed and straightened so they hang evenly in the cells.

  5. Electrolytic refining

Anodes and starter sheets hang in cells of copper sulphate and sulphuric acid, kept warm and circulated. Low-voltage direct current dissolves the anodes and plates pure copper on the starter sheets; glue and thiourea keep the deposit smooth.

  6. Cathode harvesting

At the end of each cycle the cathodes are lifted, washed free of acid, stripped and weighed. Unused anode stubs go back to the furnace.

  7. Slime and electrolyte control

Silver and other insoluble metals settle as anode slime, which is collected and sold. A bleed of electrolyte is treated to keep nickel and arsenic from building up.

  8. Testing and dispatch

Lots are tested for chemical composition and electrical resistivity, the tests IS 191 sets for cathode, then strapped and dispatched.

Copper scrap and other inputs

The sample buys mixed and No 2 grade scrap, which sells at a wider discount than bright wire and gives the refinery its margin. Fluxes, acid and addition agents are small items. Yield matters more than any of them: copper lost to slag or left in dross is copper you paid for and cannot sell.

Machinery for a copper scrap refining plant

The furnace and the electrolytic cells are the two largest items in the sample, each costing about a fifth of the machinery budget. The fume extraction system is not optional: consent to operate depends on it.

Licences and approvals for copper scrap recycling

Copper refining sits in the strictest pollution category, and two newer rules now apply: the copper quality control order of 2023 and EPR for non-ferrous scrap from April 2026. Status as of October 2026:

Business registrationUdyam (MSME) registration and GST registration
Pollution board consentConsent to establish and operate from the State Pollution Control Board. Non-ferrous metal melting and refining is listed as a Red category activity; confirm the category with your state board
EPR registrationFrom 1 April 2026, the Hazardous and Other Wastes Rules bring copper, aluminium and zinc scrap under extended producer responsibility. Recyclers register on the CPCB portal and can sell EPR certificates to producers
Waste authorisationAuthorisation from the state board for storing and disposing of slag, dross, anode slime and spent electrolyte, as your consent order specifies
Product standardThe Copper (Quality Control) Order, 2023 requires copper to meet IS 191 and carry the BIS Standard Mark under a BIS licence; goods for export are excluded
Factory and powerFactory licence where thresholds apply, and an industrial power connection sized for the furnace blowers and rectifier load

Mistakes that weaken a copper scrap refining project report

  • Pricing scrap and cathode on different days

Both follow the copper price. A report that takes an old cathode price with a new scrap price shows a margin that does not exist.

  • Assuming every kg of scrap becomes cathode

Moisture, insulation, iron and zinc are paid for and then lost as slag or fume. Saleable output must allow for the real recovery of your scrap grades.

  • Forgetting copper locked in the tankhouse

Anodes, cathodes in progress and anode stubs hold copper for days. The sample carries 7 days of work in progress, worth ₹115.07 lakh in Year 1.

  • Under-sizing the cash credit limit

Scrap suppliers want quick payment while buyers take credit. Without a properly worked cash credit limit the plant runs below capacity for want of metal.

  • Leaving out the BIS licence and EPR timeline

Cathode cannot be sold in India without the BIS mark, and EPR registration is needed to earn certificates. Both take time and should sit in the project schedule.

Copper from Copper Scraps project report: frequently asked questions

How much does a copper scrap recycling plant cost in India?

A melting unit that casts fire-refined ingots needs roughly ₹1.5–3 crore, mostly for working capital, because copper stock is costly. Our sample report models a 2.6 MT per day electrorefining plant at ₹933.77 lakh, and larger refineries run to ₹30–75 crore. These ranges are indicative; your project report costs your own capacity, site and scrap mix.

What is the process of making copper from copper scrap?

Scrap is sorted and assayed, then melted in a furnace where blown air turns iron, zinc, tin and lead into slag. The melt is reduced with gas and cast into anodes. In electrolytic cells the anodes dissolve and pure copper deposits as cathode, while silver and other metals settle as anode slime.

Is copper scrap recycling profitable?

It can be, but the margin is thin. In our illustrative sample the Year 3 EBITDA margin is 7.3% and the net margin 3.8%. Yet the return on investment is 31%, because sales are large against the capital employed. Profit depends on buying scrap at the right discount, assaying it accurately and keeping metal losses low.

Do I need a BIS licence to sell copper cathode made from scrap?

Yes, for cathode sold in India. The Copper (Quality Control) Order, 2023 requires copper to meet IS 191 and carry the BIS Standard Mark, and the BIS product manual for IS 191 covers electrolytic cathode. Goods made for export are excluded. Plan the licence and its testing before commercial production starts.

What is the difference between fire-refined copper and electrolytic copper cathode?

Fire-refined copper comes straight from the furnace, so its purity depends on the scrap and impurities that air cannot remove stay in the metal. Electrolytic cathode is made by dissolving fire-refined anodes in an acid bath and plating pure copper, which suits wire rod and conductor makers. Electrorefining costs more to set up but sells at a better price.

Can I get a PMEGP or bank loan for a copper recycling unit?

PMEGP covers manufacturing projects only up to ₹50 lakh, which fits a very small melting unit at best. Most copper refining projects take an MSME term loan plus a cash credit limit for metal stock. CGTMSE now guarantees eligible loans up to ₹10 crore. Lenders ask for a project report with projections, DSCR and working capital workings.

Is the sample report free and can I use it for a loan?

The sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, location and loan scheme.
