Among cosmetic business ideas that involve making the product yourself, the easiest to start are the ones that need only a mixing vessel and a filling machine: hair oil, face wash, shampoo, herbal face packs and talcum powder. Creams, lipstick, nail polish and perfume cost more to set up because they need heating, moulding or safe handling of flammable solvents. Every idea below needs a manufacturing licence from your state licensing authority before the first sale, or a tie-up with a factory that already holds one. Pick one product family, get it stable and selling, and add colour cosmetics later. The table sorts 25 ideas by plant type; later sections cover plant cost, the choice of route and the licence steps. For one product in depth, read the cosmetic manufacturing guide; other sectors sit on the manufacturing business ideas hub.

Which cosmetics can you make, and what does each plant need?

Plant type is the quickest filter. Blend means a mixing tank and filling machine (dry blend for powders). Heat means a jacketed vessel and homogeniser for emulsions. Mould adds moulds and cooling. Solvent means flammable liquids, so a ventilated shed with fire fittings. Watch-points on colours, mercury, fluoride and caution labels come from the Cosmetics Rules, 2020.

How much does a cosmetics plant cost to set up?

Machinery is only about a sixth to a fifth of the money a plant-scale unit needs. The Niir Project Consultancy Services (NPCS) project report for a hair dye plant lists ₹16 lakh for plant and machinery against ₹81 lakh total capital investment, and the NPCS report for a four-product personal care plant lists ₹24 lakh against ₹144 lakh.

Cosmetics industryshampoo 25 L, talcum 50 kg, spray perfume 50 kg, hair remover 25 kg₹24 lakh₹144 lakh45%46%

Both summaries say cost, capacity and return may change, so treat them as a scale guide, not a quote. A single-product blend-and-fill unit at small batch size needs far less, which is why a loan licence is worth considering first.

The manufacturing licence fee is small beside this: ₹10,000 for up to ten items in a category. Banks lend against a project report, and PMEGP and Mudra are the schemes new manufacturers commonly ask about. Both have been revised in recent years, so check current limits on their official portals and our MSME schemes page.

Own plant or loan licence: which route fits you?

Choose the route before the product, because it sets budget and timeline.

  • Own plant: you hold the licence for your premises, employ the technical person and carry the machinery cost.
  • Loan licence: you apply on Form COS-6 and make products at another licensee's factory, only those it already makes there. The authority issues Form COS-9, which falls if that factory's licence is cancelled or suspended. Our contract manufacturing guide covers the commercial side.

Start with a loan licence if you are testing a brand and have no site; move to your own plant once one product sells steadily. Leave nail polish and perfume until you have a shed with fire fittings.

Three tests narrow the list: you can buy the main input from two suppliers, the product repeat-sells within a month or two as shampoo and face wash do, and you can describe it without a medical claim. A CDSCO public notice of May 2026 repeated that cosmetics cannot be used for treatment and that injectables are not cosmetics. Our project identification guide shows how to score ideas.

What do the licence rules ask of a new cosmetics unit?

  1. Apply to the State Licensing Authority on Form COS-5. A decision is due within 45 days, the licence comes on Form COS-8, and inspection follows within 30 days of grant. It stays valid if the retention fee is paid before five years from issue.
  2. Employ a whole-time technical person, for example a pharmacy diploma holder or a cosmetic technology graduate.
  3. Premises must meet the Rules' Seventh Schedule. File a good manufacturing practice self-declaration (Form COS-7) and test in-house or through an approved lab.
  4. Use permitted colours and ingredients, and label every pack with product name, maker, batch number, licence number, use-before date and ingredients above 1%.
  5. Keep batch and raw-material records for three years or six months after expiry, whichever is later (soap makers follow an approved procedure). Under the Cosmetics (Amendment) Rules, 2025, a licence can be suspended only after a hearing, with a 90-day appeal.

What should you do before ordering any machinery?

  1. Choose one product family from the table and fix three products inside it.
  2. Get the premises checklist from your State Licensing Authority before you rent or build a shed.
  3. Collect two or three quotes for your plant type, at a batch size you can actually sell.
  4. Pick own plant or loan licence; for the loan route, ask the factory for its licensed product list.
  5. Run small trial batches, check shelf life, and only then print labels.

For a plant-scale unit, an NPCS project report sets out the market survey, manufacturing process, machinery with suppliers, raw materials, plant layout and financials, including break-even and a multi-year cash flow, in the format banks and schemes such as PMEGP and Mudra typically ask for. NPCS has prepared such reports since 1994. Our detailed project report guide explains what a good one contains.

Frequently asked questions

Which cosmetic business is the most profitable?

Profit depends on ingredient cost, pack price, rebuy rate and how many shades you must stock. Face wash, shampoo and hair oil are simpler to run than lipstick, which needs a full shade range. Compare ideas using supplier quotes at your own batch size, not headline margin claims.

Which cosmetics business can earn ₹2 lakh a month?

None can promise it. Monthly profit is units sold times margin per unit, minus fixed costs such as rent, salaries and the technical person. Work backwards from your selling price, less ingredient and packing cost, to the packs a month your plant and sales channel can really move.

Can I start a cosmetics business at home?

You can run a brand from home, but manufacturing needs a licensed site that meets the Rules' premises schedule, which a home kitchen is unlikely to satisfy. The practical home-based route is a loan licence: a licensed factory makes your product while you handle branding and sales.

Can a cosmetic claim to cure acne or hair fall?

No. CDSCO's May 2026 notice says cosmetics cannot be used for treatment, and labels must not carry false or misleading claims. A claim such as "cures dandruff" belongs to a drug, which is regulated separately. Describe what the product does for appearance or cleanliness, and keep test records for any claim.
