Starting an essential oil business in India mostly means starting a distillation business. You steam the oil out of an aromatic crop such as lemongrass, citronella or mint, then sell it by the kilo to a company that blends it into soaps, cleaners, fragrances or flavours. So the first decision is not which still to buy but who will take your oil, because that sets your route: distil crops near the field, distil other farmers' crops for a fee, extract flower oils with solvents, or buy oil in bulk and bottle it under your own brand.
Start with one hardy crop, one buyer and a unit of a few hundred kilograms of herb a batch. Indian essential oil exports earned about $336 million in 2025-26, yet the average price per tonne fell by nearly a fifth the year before. Your margin sits in oil yield and fuel cost, not headline demand.
Which essential oil business route should you start with?
The routes differ in who pays you and what can go wrong.
| Route | Who pays you | What you need | Main risk |
|---|---|---|---|
| Distil crops near the field | Soap, cleaner and fragrance makers, traders | Cropland or committed growers, a field still | Waiting for the first harvest, then price swings |
| Contract distillation | Farmers who own no still | A fixed unit near a growing cluster | Idle months between harvests |
| Flower extraction with solvents | Perfumers, attar houses | Solvent plant, flowers delivered within hours | Wilting flowers, solvent handling, effluent |
| Bulk buying and bottling | Spas, online and retail shoppers | Packing space, labels, a trusted supplier | Cosmetic licence rules, adulterated oil |
Choose by your first buyer. With a written order, start with the first route. With land near growers but no buyer, contract distillation earns a fee while the grower carries the crop. With neither, bottling bought oil needs the least capital. For other options, see manufacturing business ideas and manufacturing ideas under ₹25 lakh.
Three neighbours are different businesses. Aroma chemicals are synthesised or isolated from oils, oleoresins are solvent extracts of spices, and cold-pressed oils come from seeds.
What does a distillation unit cost, and what decides your margin?
No official source publishes one price for a commercial plant, because cost follows batch size, material and boiler choice. CSIR-CIMAP, the government aromatic plant research institute in Lucknow, designs stills from 100 kg to 2 tonnes of herb a batch. Get written quotes before you borrow.
| Cost item | What moves it | How to size it |
|---|---|---|
| Still and boiler | Batch size, stainless or mild steel | What growers can cut and deliver in a day |
| Biomass | Own plot, contract growers, market purchase | Lemongrass: 37,000-40,000 slips per hectare, first harvest at six months |
| Fuel | Whether dried spent herb fires the boiler | Plan fuel before signing a sales contract |
| Testing, packing, stock | Test reports, drums, unpaid oil | Hold working capital for herb and unsold oil |
On the farm side, the Principal Scientific Adviser's office lists a CSIR-CIMAP lemongrass package at 200 to 250 kg of oil per hectare a year on irrigated land, with net returns up to ₹1.2 lakh. On the processing side, as of October 2026, PMEGP supports manufacturing projects up to ₹50 lakh with a margin-money subsidy of 15% to 35%. General applicants get 15% in urban and 25% in rural areas; women, SC, ST and minority applicants get 25% and 35%. You put in 5% to 10% and a bank loan covers the rest.
The Mission for Integrated Development of Horticulture, in its December 2024 guidelines, backs primary and mobile processing units with a credit-linked, back-ended subsidy. Your state horticulture mission sets the norm, so ask it before you budget. A bank will also want a project report covering process, capacity, market and cost.
How is essential oil made, step by step?
Steam distillation is the standard method for grasses and herbs.
- Cut the crop at the stage your buyer specifies, chop it and distil it the same day.
- Pack the vat evenly and seal it, so steam passes through the herb rather than through gaps.
- Raise steam, which carries the oil out as vapour, and condense it in a water-cooled condenser.
- Let oil and water separate in the receiver, then draw off the oil.
- Dry and filter the oil, store it full in dark airtight containers, and test a sample before any large sale.
- Dry the spent herb and burn it in the boiler.
Delicate flowers such as jasmine go through solvent extraction instead, covered in the jasmine oil extraction guide.
Which distillation unit should you buy?
CSIR-CIMAP describes three kinds of unit that suit a first plant.
| Unit | What it does | When it fits |
|---|---|---|
| Improved field distillation unit | Direct-fired still with a built-in steam-raising section and stainless steel where oil touches metal | Lemongrass, mint, basil, vetiver |
| Cohobation-type unit | Returns distillation water to the still to recover dissolved oil | Oils that partly dissolve in water |
| Portable and mobile units | Small or movable stills taken to the field | Trials, scattered growers |
CSIR-CIMAP states that its improved units recover 10% to 15% more oil, save 30% to 40% of distillation time and use 20% to 30% less fuel than local stills, and it offers design, fabrication, installation, trial runs and operator training as one package. Who buys Indian essential oil, and how stable is the price?
CHEMEXCIL, the export promotion council set up by the Ministry of Commerce and Industry, publishes yearly export figures. The last column is worked out from them.
| Year | Exports (tonnes) | Value ($ million) | Average $ per tonne |
|---|---|---|---|
| 2023-24 | 14,684 | 322.97 | 21,990 |
| 2024-25 | 18,079 | 323.71 | 17,910 |
| 2025-26 | 17,039 | 335.61 | 19,700 |
Volume rose 23% in 2024-25 while value stayed flat, so each tonne fetched about a fifth less. The figure averages every oil and grade, so mix matters as well as price, but the lesson holds: agree price terms with a buyer before you plant more.
Licensed cosmetic makers must test every batch of raw material they use under the Cosmetics Rules, 2020, so expect formulators and importers to ask for a batch test report. CSIR-CIMAP lists NABL accreditation and testing charges for essential oils. To sell abroad, also join CHEMEXCIL and obtain an Importer Exporter Code from the Directorate General of Foreign Trade.
Which licences does an essential oil unit need, and in what order?
Approvals follow the build: business identity, then the site, then product rules.
- Register the business, open a bank account, take Udyam registration and add GST registration where your sales require it.
- Confirm industrial land use and any local-body trade licence.
- Ask your State Pollution Control Board for your category (red, orange, green or white) before buying land. Consent is needed before you build and before you run, except in the white category.
- Ask the state boiler inspectorate whether your steam generator needs registration and inspection.
- Finished cosmetic products such as massage oils or roll-ons need a manufacturing licence from your state drugs controller under the Cosmetics Rules, 2020. A distiller selling plain oil to formulators supplies an ingredient, but confirm with the licensing authority before labelling for shoppers. See cosmetic manufacturing.
What should you do in the first 90 days?
- Pick one route, one crop and one named buyer, and write down the buyer's specification.
- Ask CSIR-CIMAP for its distillation package terms and the nearest grower cluster.
- Collect two written still quotes and ask each fabricator for recovery data on your crop.
- Settle pollution category and boiler questions before paying for land.
- Run a trial batch, test it and show buyers the report before you scale.
Frequently asked questions
Is an essential oil business profitable in India?
It can be, when oil yield, fuel cost and buyer price line up. The lemongrass package above shows returns of up to ₹1.2 lakh per hectare, yet average export prices fell about 19% in one year. Profit depends on locking a buyer and keeping fuel cheap.
Can you start an essential oil business from home?
Distilling at home rarely works because it needs steam, fuel, cooling water and effluent disposal. A home suits only trials: the Cosmetics Rules, 2020 say licensed cosmetic premises cannot be used for residence, so finished products need separate premises.
Which essential oil is easiest to start with?
A perennial grass such as lemongrass suits a first unit. CSIR-CIMAP supplies the agronomy, the first harvest comes at about six months, and horticulture mission guidelines put lemongrass, palmarosa, vetiver and citronella in a lower-cost crop group than rose, jasmine or lavender.
Do you need a special licence to sell essential oil?
The rules above attach to your business and product, not to essential oil as such. Plain oil needs the usual registrations plus pollution consent for the distillation. Finished cosmetics need a drugs controller licence, and exports need CHEMEXCIL membership and an Importer Exporter Code.
