The government schemes in Madhya Pradesh for manufacturing run on two tracks, so settle which one your unit falls on before you buy machinery. A unit that counts as an MSME under the central size limits comes under the MP MSME Development Policy 2025. Anything larger comes under the Industrial Promotion Policy 2025 and its Investment Promotion Scheme.
Both pay back a share of your machinery and building spend over several years, not upfront. MSMEs with plant and machinery up to ₹10 crore can get 40% of eligible investment in four yearly instalments. Large units get 10% to 40%, paid in seven instalments, limited to ₹200 crore. Food processing, export, women-led and SC/ST-owned units get extra. Both policies took effect on 24 February 2025 and cover units that start commercial production after that date. Figures are as of October 2026.
Which government scheme in Madhya Pradesh fits your kind of manufacturing unit?
Four schemes do most of the work for a manufacturer.
| Scheme | Run by | What it pays | Who it suits | Where you apply |
|---|---|---|---|---|
| MP MSME Development Policy 2025 | Department of MSME | 40% of eligible investment, 8% more for women and SC/ST-owned units, plus certification and freight lines | MSME units | District industries centre and state MSME portal |
| Industrial Promotion Policy 2025 and Investment Promotion Scheme | Industrial Policy and Investment Promotion department, with Madhya Pradesh Industrial Development Corporation (MPIDC) | 10-40% of eligible investment over seven years, up to ₹200 crore, then multiplied | Large units | Invest MP portal |
| Export Promotion Scheme 2025 | Same department and MPIDC | 25% capital subsidy up to ₹1 crore on export infrastructure; 10% of incremental exports up to ₹2 crore | MSME and large units exporting 25% or more directly | Invest MP portal |
| Mukhyamantri Udyam Kranti Yojana | Department of MSME, with banks | 3% interest subsidy for up to 7 years on loans of ₹1 lakh to ₹50 lakh | First-time entrepreneurs, new units, family income up to ₹12 lakh | Bank and district industries centre |
Is my unit an MSME or a large unit under Madhya Pradesh rules?
The Investment Promotion Scheme calls a unit large when it is not an MSME under the central MSMED Act, so the central limits decide your track. They were raised from 1 April 2025, according to the Ministry of MSME's year-end review on PIB.
| Category | Investment up to | Turnover up to |
|---|---|---|
| Micro | ₹2.5 crore | ₹10 crore |
| Small | ₹25 crore | ₹100 crore |
| Medium | ₹125 crore | ₹500 crore |
The state MSME policy was notified five weeks before that, on 24 February 2025. A unit with ₹60 crore of investment was large under the old bands and is medium now. Ask the district industries centre which limits apply on your application date, because that decides your form and committee.
How much does a large unit get, and what shrinks the payout?
The base payment, Basic Investment Promotion Assistance (BIPA), is 10% to 40% of eligible fixed capital investment, falling as the investment rises, and limited to ₹200 crore. It is paid in seven equal yearly instalments, each multiplied for jobs, exports and location. Eligible investment means new machinery, sheds, buildings and pollution-control equipment; land, compound walls, internal roads and staff housing are out. Spending counts from three years before to one year after commercial production.
| Multiplier | Value | Condition |
|---|---|---|
| Employment | 1.0-1.5 | From 100 employees up to 2,500 or more |
| Exports | 1.0-1.3 | Direct exports of 25% to 75% of production |
| Priority block | 1.3 | Unit sits in a priority block |
| Food processing | 1.5 | Agri, dairy and food units, aerated drinks excluded |
| APIs, medical devices, EVs, high-value-add | 1.3 | API units need a valid licence |
Assistance is cut proportionately if you run below 40% of installed capacity in year one or, from year two, below 75% of your best previous year or 50% of capacity, whichever is higher. A slow ramp-up costs subsidy in the years cash is short.
What do smaller MSMEs get under the state MSME policy?
Figures follow the Institute of Chartered Accountants of India's compilation, which matches the Embassy of India, Paris investor brochure.
| Support | What you get |
|---|---|
| Capital subsidy, machinery up to ₹10 crore | 40% of eligible machinery and factory building cost, in four equal yearly instalments |
| Extra for women, SC or ST-owned units (51% ownership) | 2% a year for four years, 8% in all |
| Quality certification such as ISO or BIS | 100% reimbursed, up to ₹20 lakh |
| Export certification | 50% reimbursed, up to ₹50 lakh |
| Export freight, factory to port | 50% for up to five years, up to ₹40 lakh a year |
Above ₹10 crore of machinery, up to the medium limit, assistance becomes a formula paid over seven instalments with the same multipliers.
Which sector add-ons and export incentives are worth chasing?
- Food processing: the fixed 1.5 multiplier is the highest on offer. The mandi (market) fee is reimbursed on a claim within 90 days of verification and power tariff quarterly. See food processing business ideas.
- Textiles and garments: interest subsidy, apparel-training support and employment aid tied to hiring state residents. See textile manufacturing ideas.
- EVs, medical devices, APIs and high-value-add manufacturing: a 1.3 multiplier.
- Exporters: under the Export Promotion Scheme 2025, council registration is reimbursed up to ₹10 lakh once and export infrastructure gets 25% up to ₹1 crore, claimed within 24 months of commercial production. From the second export year, 10% of incremental exports is paid for up to five years, to ₹2 crore in total.
Does the plant's location change the subsidy?
For large units, yes: a priority-block site lifts the multiplier to 1.3, so check the block before you buy land. The state cites more than 340 notified industrial areas, per the Embassy of India, Paris brochure. Town-by-town detail is in industrial areas in Madhya Pradesh.
How do you apply, and which deadlines cost people money?
The large-unit route runs through the Invest MP portal.
- File an intention to invest. Its number is needed on every later form.
- Build, start commercial production, and keep invoices plus chartered accountant and engineer certificates.
- Apply for eligibility on Form-2 within 180 days of commercial production. The State Level Empowered Committee issues a sanction order.
- Claim on Form-3 each year within 180 days of the financial year's end. The MPIDC managing director pays by e-payment.
On the MSME route, a Collector-chaired district committee sanctions units with machinery up to ₹10 crore and a state committee larger ones. The file needs Udyam registration, an accountant-certified project report, pollution consent and an approved layout.
First-time applicants lose money here:
- Missing the 180-day window: the committee may condone or pro-rate up to a year late, and can reject after that.
- Counting on punctual payment: no interest is payable on late disbursal after sanction, so fund cash flow without it.
- Leaving early: keep producing, at the same location and investment, for three years after assistance ends. Closing beyond six months or false declarations trigger recovery with 10% compound interest.
- Excluded products: the MSME policy excludes trading, tobacco, pan masala, stone crushing, oil refining and liquor other than wineries, among others.
What should you settle before signing for land or machinery?
- Place your unit against the size table and confirm the limits with the district industries centre.
- Prepare a project report with machinery list, costs, staffing and a cautious output ramp; the committee and bank both read it. See how a detailed project report is built.
- Register the intention to invest before committing large capital, and diarise the 180 days.
- Plan your first two years without the subsidy. Some state lines pay only what is left after central grants, according to the ICAI summary, so read central MSME schemes, the state-wise government schemes hub and manufacturing ideas suited to Madhya Pradesh.
Frequently asked questions
What is the maximum subsidy a manufacturing unit can get in Madhya Pradesh?
For large units the base assistance is limited to ₹200 crore over seven years, and mega units above ₹500 crore of machinery can negotiate a customised package. For MSMEs the headline rate is 40%, or 48% with the women and SC/ST top-up.
Can an MSME also claim the export incentives?
Yes. The Export Promotion Scheme accepts MSME and large units alike, provided production started after the policy was notified and you hold valid export registrations.
Is there a loan scheme for first-time entrepreneurs in Madhya Pradesh?
Yes. The Mukhyamantri Udyam Kranti Yojana offers bank loans of ₹1 lakh to ₹50 lakh for manufacturing, with a 3% interest subsidy for up to seven years. It is for new units with family income up to ₹12 lakh. Sources quote age and education cut-offs differently, so confirm them locally.
Do the 2025 schemes cover a factory that already started production?
No, they cover units that start commercial production after 24 February 2025. An older unit should check the earlier policy it registered under; the 2014 Industrial Promotion Policy is still listed on the Invest MP policy page.
