- Frequently asked questions about the PADMA scheme in Haryana
The PADMA scheme in Haryana is the state's plan to build one new industrial cluster in every block and to pay manufacturers who set up there. In July 2026 the Chief Minister announced plans for 10 new clusters, but the reports we opened name no sites, budgets or dates, so treat a cluster plot as something to watch for, not something to plan around. The Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) is the agency that develops the land and sheds.
You do not have to wait for a plot. As of October 2026, a micro or small unit making its block's focus product can claim a capital subsidy of ₹25 lakh to ₹30 lakh inside a cluster (₹12.5 lakh to ₹15 lakh outside), interest reimbursement of up to ₹20 lakh a year inside (₹10 lakh outside) and branding support of up to ₹10 lakh a year inside (₹5 lakh outside). Find out which product your block is assigned before anything else.
What is PADMA, and what did the July 2026 announcement add?
PADMA stands for Programme to Accelerate Development for MSME Advancement. The version in force was re-notified on 17 August 2023. It covers 22 districts and 143 blocks, with one focus product and one cluster of at least 25 acres in each. The Directorate of MSME, is the nodal agency. HSIIDC develops infrastructure, leases sheds and allots plots. The policy targets 10,000 new enterprises and about 3 lakh jobs.
On 22 July 2026 the Chief Minister reviewed the Vision@2047 plan with industries, MSME, startup and HSIIDC officials and announced 10 new PADMA clusters, The Tribune reported. It gave no locations, funding or timeline. The policy envisages a cluster in all 143 blocks, so 10 is a partial step.
What does PADMA pay a manufacturer inside and outside a cluster?
Cluster membership doubles the ceiling on every unit-level benefit, according to the Directorate's scheme guidelines.
| Benefit | Inside a cluster | Outside (new units in the block's product) | Limits |
|---|---|---|---|
| Capital subsidy on plant, machinery and buildings | 25%, up to ₹25 lakh. 30%, up to ₹30 lakh if owned by women, SC members or a self-help group | 25%, up to ₹12.5 lakh. 30%, up to ₹15 lakh | Unit quotas apply; 100 units statewide outside clusters |
| Interest subsidy on a term loan | 6% a year or the rate actually paid, whichever is lower, up to ₹20 lakh a year | Up to ₹10 lakh a year | Up to 5 consecutive years |
| Designing, branding, marketing and exports | 50% of eligible spend, up to ₹10 lakh a year | Up to ₹5 lakh a year | E-commerce listing, packaging design, digital marketing |
| Start-up grant | ₹20 lakh | ₹10 lakh | 10 start-ups per cluster, 50 outside; Start-up Haryana recognition |
The caps bind sooner than most applicants expect (our arithmetic from these rates). Inside a cluster, a general unit reaches its ₹25 lakh capital cap at ₹1 crore of eligible investment; outside, at ₹50 lakh. The interest ceiling needs a term loan of about ₹3.3 crore inside and ₹1.7 crore outside, at 6% or more. Spending beyond those points earns no extra subsidy, so size the project with them in mind.
Start-ups can compare other start-up funding routes.
Does your block's product qualify, and where do claims fail?
Benefits attach to the product, not just the unit. Annexure I of the policy lists the focus product for each block. The list is described as indicative and evolving, and a traditional district product proposed by the applicant may also be considered. Test any idea from manufacturing ideas that suit Haryana against your block before you spend on it.
- Micro (plant and machinery up to ₹1 crore, turnover up to ₹5 crore) or small (₹10 crore and ₹50 crore), as the guidelines define them under the MSMED Act as amended. Check the classification currently applied.
- A Udyam Registration Certificate and a Haryana Udyam Memorandum, both.
- The block's approved product, with the PADMA logo on it.
- Owned land or a registered lease of at least 10 years.
- Commercial production, and regular production for five years to keep a capital subsidy.
- No similar incentive claimed under another Haryana state policy.
A missed filing window can be condoned only by the Directorate's head (up to three months) or the Administrative Secretary (up to six), and a claim built on wrong facts must be refunded with 12% compound interest and can bar you from state incentives and public procurement.
How do you apply for a PADMA subsidy?
- Confirm your block's focus product and keep both registrations ready.
- Start commercial production. Each scheme has a three-month window: capital subsidy from the start of production, interest subsidy from the close of the financial year, branding from the date of the expense.
- File online on the Directorate of MSME portal with a chartered accountant's certificate, land papers, GST returns or audited accounts, the first sale bill and a notarised undertaking. Interest claims also need the bank's sanction letter and certificate.
- The District MSME Centre inspects the unit. Deficiencies come in writing within 7 days and you get 10 days to fix them.
- The Directorate's head sanctions the amount. Appeals go to the Administrative Secretary, Industries and Commerce, within 30 days.
How is a PADMA cluster built, and can a private developer build one?
Yes. Developers apply under the PADMA Cluster Infrastructure Development Scheme, a grant of 50%, 75% or 85% of eligible cost depending on the block's category, capped at ₹35 crore for sites up to 50 acres and ₹45 crore above. Land cost is excluded.
| Requirement | What the guideline says |
|---|---|
| Who can apply | Companies, partnerships, LLPs, societies, trusts, cooperatives, producer organisations and government agencies; women- or SC-led applicants get preference |
| Own funds | At least 10% equity and a 5% term loan; net worth of 1.5 times the grant sought |
| Land | At least 25 acres (15 in the lowest category), bought or on a registered lease of 30 years or more |
| Must build | 10 plug-and-play sheds of at least 1,000 sq yards, a common facility centre costing ₹1 crore to ₹5 crore, a business development centre and an exhibition centre |
| Tenants and timing | At least 20 manufacturing units with ₹25 crore fixed capital; completion within 3 years; grant paid in three instalments |
| Approval | Concept note to the Directorate, in-principle approval by the State Level Steering Committee, then a detailed project report and final approval |
Do the 2026 state policies replace PADMA?
Nothing we opened says so. The Progressive MSME and Export Promotion Policy 2026, notified on 8 August 2026 according to The Tribune, offers its own capital subsidy, GST reimbursement and stamp duty refund and excludes 16 categories of polluting industry from all incentives. The reports we read on it and on the Make in Haryana Industrial Policy 2026 do not mention PADMA. The latest proposals, reported by KNN on 16 October 2026, are shared industrial secretariats and common facility centres for small manufacturers, again without naming PADMA.
The PADMA guidelines run to 16 August 2028 or until the policy expires, and bar a similar claim under another state policy. Pick one route per unit, and ask the District MSME Centre in writing which applies before you order machinery. Other state and national programmes sit in the government schemes hub.
What should you do next?
Look up your block's focus product in the policy annexure. If it matches what you make or plan to make, complete both registrations and ask the District MSME Centre which route applies. Build the project cost and loan plan around the caps above. Compare central options in our MSME schemes guide and browse MSME business ideas.
Frequently asked questions about the PADMA scheme in Haryana
Where can I download the PADMA scheme Haryana PDF?
The Directorate of MSME's PADMA page lists the policy and five scheme guidelines as separate PDFs: capital investment subsidy, cluster infrastructure, designing and branding, entrepreneurship acceleration and interest subsidy. Download the one for the benefit you want, because caps and deadlines differ between them.
Until when does PADMA run?
The programme was first announced in 2022. The version now in force was re-notified on 17 August 2023, and each scheme guideline runs from that date to 16 August 2028 or until the policy expires, whichever is earlier.
Can a unit outside a PADMA cluster get benefits?
Yes, if it is a new unit making the focus product of its block. Ceilings are half those inside a cluster: ₹12.5 lakh or ₹15 lakh capital subsidy, ₹10 lakh a year interest support and ₹5 lakh a year branding support. Quotas apply, including 100 units statewide for capital subsidy.
Can I claim PADMA and other Haryana incentives together?
Not for similar benefits. Each PADMA guideline requires a declaration that you are not claiming a similar incentive under another state policy, and a false declaration means refunding the money with 12% compound interest. Central schemes have their own rules.
