To start an export business in India, begin with one buyer and one product, and build the paperwork around them. Registration is the cheap part: the Importer Exporter Code (IEC) costs ₹500, according to the How to Export guide from the Directorate General of Foreign Trade (DGFT), and a bank current account and a council membership certificate finish the setup. The expensive part is the gap between paying your supplier and getting paid, and the Reserve Bank now gives you nine months to bring the money home on exports from 1 October 2026.

The order that works for a first export: choose one product and one country, register the business and get the IEC, send samples and a price to real buyers, add tax registration and council membership, then ship through a freight forwarder and collect through your bank. Ask for advance payment or a letter of credit on the first order.

Should you start as a merchant exporter or a manufacturer?

Start as a merchant exporter unless you already run a factory with spare capacity. A merchant exporter buys finished goods from manufacturers against a buyer's order, so no plant is needed. DGFT's guide adds that a merchant exporter must register for GST to claim export incentives.

RouteWhat you doWhere your money is tied up
Merchant exporterBuy from manufacturers against an order and shipStock for that order, then the wait for payment
Manufacturer exporterMake the goods and sell abroad directlyPlant, raw material and stock, then the wait for payment

How do you pick a product and find your first buyer?

Pick a product that two or more suppliers can give you and that is not restricted for export. Look up its ITC-HS code, the customs classification, and check on the DGFT portal that the item is freely exportable. Then choose one country and ask what its importers must comply with before you quote.

Buyers come from trade fairs, buyer-seller meets, B2B portals, export promotion councils and Indian missions abroad, according to DGFT's guide. Send samples early: the same guide says bona fide trade samples of freely exportable items are allowed without a limit.

To compare product ideas, use the project identification process; the spice processing business is one product example to study.

Which registrations does an export business need, and in what order?

Most registrations are online, and the IEC is the only fee DGFT's guide states. Work down the table, because each step uses the one above it.

#RegistrationWhat it doesWatch for
1Business entityProprietorship, partnership, LLP or companyDGFT's guide lists seven registration types
2Current accountReceives export payments; open it with a bank authorised to deal in foreign exchangeThe bank issues an AD code, which you register on the customs portal ICEGATE so shipping bills can be filed
3PANNeeded for every exporterYour IEC number is the same as the PAN
4IECNo export can be made without it; ₹500 on the DGFT portalUpdate it every year between April and June or it is deactivated
5GST registration and LUTExports are zero-rated; a Letter of Undertaking lets you ship without paying integrated GST firstThe LUT is valid for the financial year it is given, so renew it yearly
6RCMCMembership certificate from the export promotion council for your main productApply to the council that matches your main line of business

How much money does it take to start an export business?

There is no standard figure, and the IEC's ₹500 is the only government fee DGFT's guide states. Most of the money goes into the order itself, and the last row below decides how much capital you need.

CostWhat moves it
Setup and bank chargesEntity type, professional fees
Samples and testingWeight, courier distance, destination rules
Stock and packagingOrder size, labelling rules abroad
Freight and insuranceTransport mode, Incoterm, distance
Working capital for the payment gapPayment terms, buyer's speed

Check current rules before counting on public support. In November 2025 the Union Cabinet approved a ₹25,060 crore Export Promotion Mission for 2025-26 to 2030-31. Its Niryat Protsahan part covers MSME trade finance such as interest subvention, export factoring and collateral guarantees, and Niryat Disha covers compliance, branding, trade fairs and logistics, according to the PIB release. RoDTEP, the scheme that remits duties and taxes on exported products, continues until 31 December 2026 at unchanged rates under DGFT Notification 41/2026-27.

Which payment terms can a first-time exporter accept?

Ask for advance payment or a letter of credit from a new buyer, and loosen terms only after the buyer has paid on time. DGFT's guide calls advance payment, letters of credit and documentary collection the low-risk options.

TermHow it worksRisk to you
Advance paymentBuyer pays before you shipLowest
Letter of creditBuyer's bank pays against documents that match its termsLow, if your documents match exactly
Documentary collectionBanks pass your shipping documents to the buyer against payment or acceptanceLow
Open accountYou ship first and the buyer pays laterHighest

Whatever the term, the money must come home through a bank. The Reserve Bank's amendment of 22 September 2026 (FEMA 23(R)/(1)/2026-RB) replaces fifteen months with nine for exports from 1 October 2026, and many older guides still quote fifteen.

For open account sales, DGFT's guide advises getting a credit limit on the buyer from ECGC, the Export Credit Guarantee Corporation. Its small exporters policy covers buyer insolvency and failure to pay, among other risks.

What does the first shipment need, and where do first exporters slip?

A first shipment moves in five steps:

  1. Agree the price and the Incoterm with the buyer. The Incoterm sets who pays freight and insurance and who carries the risk.
  2. Pack to the buyer's specification and book a freight forwarder or customs broker.
  3. Prepare the commercial invoice cum packing list, which DGFT's guide says is now one merged document, plus a certificate of origin or inspection certificate if the case needs one.
  4. File the shipping bill and ship under a bill of lading (sea) or airway bill (air).
  5. Give the documents to your bank to collect payment, and note the nine-month deadline.

First exporters most often slip in three places:

  • Stock before an order. Cash gets locked in goods nobody has agreed to buy.
  • Pricing without the full cost. DGFT's guide says the price should cover every cost until the export proceeds are realised.
  • Open account to a new buyer. One unpaid invoice can wipe out the profit on several good ones.

Your first month: what to do and in what order

In week one, shortlist one product and one country and ask three suppliers for quotes. In week two, register the entity, current account and IEC, then send samples and a price to buyers. Apply to the export promotion council and file GST while the first order is negotiated, and get a freight quote before you confirm the price.

Frequently asked questions about starting an export business

Do I need a licence to export from India?

Most goods need no separate licence, but you cannot export without an IEC, which DGFT issues online for ₹500. Check your product's ITC-HS code on the DGFT portal before quoting, because restricted items follow separate DGFT rules.

Can I run an export business from home?

Yes, as a merchant exporter who buys from manufacturers and ships against orders, with no warehouse or factory. The same registrations apply wherever you work: an IEC, GST registration to claim incentives and a bank account that can receive foreign payments.

Is export income tax free?

No. Zero-rating removes GST from the export sale, not income tax from your profit. Any income tax relief depends on your legal structure and location, so confirm with a chartered accountant.

What are India's top exports and biggest buyers?

In the Commerce Ministry's quick estimates for April to July 2026-27, engineering goods led at $46.4 billion, then petroleum products ($30.2 billion) and electronic goods ($21.1 billion). The United States was the top destination at $34.5 billion, then the UAE ($11.2 billion) and Singapore ($8.1 billion). These are national totals, not a shortlist for you.

Which is the best export business in India, and which is most profitable?

No source gives one margin for exporting, because profit depends on product, destination, freight, payment terms and exchange rate. Compare the buyer's price with your landed cost, including freight, insurance, bank charges and the cost of waiting for payment. A product with two reliable suppliers and a buyer on advance or letter of credit terms is usually safer than a higher margin sold on open account.
