Battery manufacturing plant cost in India depends on one decision: which battery you make. In the NPCS project report for a maintenance-free lead-acid unit making 500 batteries a day, total capital investment is ₹5.9 crore. A lithium-ion pack assembly line costs from ₹10.8 crore (a small run of large packs) to ₹72 crore (thousands of small packs a day). Making cells is another league: Ola's 5 GWh factory carries a budget of roughly ₹2,250 crore, according to a study of the incentive scheme by the Institute for Energy Economics and Financial Analysis.
That leaves two realistic doors for a first-time manufacturer: lead-acid batteries for inverters and vehicles, or lithium-ion packs built from bought-in cells. Before you order a machine, line up a buyer who will commit to volumes, a pollution-board consent for the site, and a test report that buyer accepts.
Should you make lead-acid batteries, lithium-ion packs or cells?
| Route | Typical buyers | Money needed | Hard part |
|---|---|---|---|
| Lead-acid batteries | Dealers, vehicle and inverter makers | ₹5.9 crore at 500 a day (NPCS model) | Lead handling, fume and effluent control |
| Lithium-ion packs | E-rickshaw and bike makers, telecom, solar installers | ₹10.8 crore to ₹72 crore (NPCS models) | Cell supply, control software, fire safety |
| Lithium-ion cells | Pack and vehicle makers, grid storage | About ₹450 crore per GWh (Ola's budget) | Capital, imported materials, yield |
Pick lead-acid if you can secure environmental clearance and a dealer network. Pick packs if an electric bike assembling unit or a renewable energy installer will place an order. Skip cells. The wider menu sits under EV and battery manufacturing ideas.
How much does a battery manufacturing plant cost in India?
Three NPCS project report models side by side. The per-unit column divides total investment by daily output so the plants can be compared.
| Model | Daily output | Machinery (₹ lakh) | Total investment (₹ lakh) | Per daily unit (₹ lakh) | Return | Break-even (% capacity) |
|---|---|---|---|---|---|---|
| Lead-acid, maintenance-free | 500 batteries | 233 | 590 | 1.18 | 29% | 60% |
| Lithium-ion pack, 48 V 20 Ah | 3,498 packs | 5,053 | 7,215 | 2.06 | 29% | 45% |
| Lithium-ion pack, 90 V 180 Ah | 56 packs | 90 | 1,076 | 19.2 | 34% | 55% |
The lithium-ion pages still quote 2018 to 2023 market forecasts, so prices have moved since. Break-even is a share of capacity: the lead-acid unit must pass 300 batteries a day before it earns anything. Machinery is 40% of total investment in the lead-acid model, 70% in the small-pack model and only 8% in the large-pack one, so ask what else sits in the total. Carried stock of lead or cells and fume control move the bill more than machine prices.
How is a battery made, step by step?
Lead-acid battery
- Lead oxide. Lead is milled into powder, or the powder is bought in.
- Grid casting. Molten lead alloy is cast into grids.
- Pasting and curing. Oxide paste is pressed onto the grids, dried and cured.
- Assembly. Plates and separators are stacked, welded and sealed in the container.
- Acid filling and formation. Electrolyte goes in and the first charge activates the plates.
- Testing. Each battery is load tested and packed.
Lithium-ion pack from bought-in cells
- Cell grading. Cells are sorted by voltage, resistance and capacity so matched cells share a pack.
- Welding. Cells are joined with nickel strip by spot or laser welding.
- Control board. A battery management system is wired in to watch voltage, current and temperature.
- Enclosure. The module goes into a casing with thermal protection.
- Cycling and final test. Packs are charged and discharged to check capacity and cut-offs, then labelled.
Cell making is a different plant: coating, winding, electrolyte filling and weeks of formation cycling in a dry room (Argonne National Laboratory).
Which machines does a battery factory need?
| Stage | Lead-acid unit | Lithium-ion pack unit |
|---|---|---|
| Preparation | Lead melting pot, oxide mill (or buy oxide) | Cell sorter and grader |
| Plates or modules | Grid casting machine, paste mixer, pasting machine, curing chamber | Spot or laser welder |
| Assembly | Plate cutter, group welding, container sealing | Control board programming bench |
| Charging and testing | Formation chargers, load testers | Cycler, end-of-line tester |
| Safety | Fume extraction, effluent treatment | Fire detection and suppression |
Which approvals come before the first sale?
File these alongside site work, since they often take longer than machines.
| Approval | Applies to | What it means for you |
|---|---|---|
| Udyam, GST, factory licence and fire clearance | Every unit | Needed for invoicing, loans and scheme benefits |
| Pollution control board consent | Every unit | Lead-acid manufacturing has long sat in the Red category of the Central Pollution Control Board's classification (micro-scale assembly in Orange), so expect scrutiny of emissions and effluent |
| Extended producer responsibility (EPR) | Every maker | Under the Battery Waste Management Rules, 2022, makers register as producers online and answer for recycling used batteries |
| BIS registration | Portable sealed lithium cells and batteries | Tested to IS 16046 Part 2; EV and storage packs follow other standards, so ask your buyer which report they need |
| AIS-156 | Packs for electric two- and three-wheelers | Vehicle makers will ask for the test report |
Lead-acid batteries have their own BIS standards, so confirm whether your category falls under a compulsory order before launch. For collection partners, see recycling business ideas.
Can a small manufacturer tap the ACC PLI scheme?
No, and the reason is scale. The production-linked incentive scheme for advanced chemistry cells offers ₹18,100 crore for 50 GWh, and bidders needed a net worth of ₹225 crore per GWh bid. About 40 GWh went to three companies, and by October 2025 the same study counted only 1.4 GWh commissioned on time, all Ola's. In July 2026 the Ministry of Heavy Industries floated a tender for the remaining 10 GWh, with bids due on 13 October 2026, as PTI reported.
Is battery manufacturing profitable, and what can go wrong?
The NPCS models show returns of 29% to 34% with break-even at 45% to 60% of capacity: attractive on paper, unforgiving in practice. For scale, Exide Industries reported a standalone EBITDA margin of about 11.7% for the March 2026 quarter, with brand and dealer reach a new unit lacks.
- Cell dependence. Tight Chinese graphite export controls have slowed the cell programme, and pack makers carry exchange-rate and supply risk.
- Storage price pressure. The Ministry of Power reported in December 2025 that grid storage tariffs fell from about ₹10.18 per kWh in 2022-23 to about ₹2.1 per kWh in recent tenders without viability gap funding. Buyers pass that pressure on to suppliers.
- Warranty and fire liability. A failed pack becomes a recall, so keep test reports and traceability from the first batch.
What to settle before you order machinery
- Buyer first. Get an inverter brand, vehicle maker or tower company to state in writing the volume and specification they would buy.
- Route and suppliers. Pick the route from the cost table, then get three lead or cell quotes with test certificates.
- Site and paperwork. Match the site against the pollution board's category before buying land, and start product testing and EPR registration alongside construction.
- Lender file. Prepare a detailed project report for your bank. Subsidy-linked schemes such as PMEGP and Mudra cap project size well under the lowest figure in the cost table, so confirm current limits.
An NPCS project report for a battery unit covers the process flow, machinery with suppliers, raw materials, manpower, project cost, working capital, profitability and break-even for your chosen capacity, in the format lenders typically ask for. NPCS has prepared project reports since 1994 under an ISO 9001:2015 certified research process. It supports your own checks and does not promise loan approval.
Frequently asked questions
How much does a 1 MW battery cost?
There is no single price, because storage is sold by energy (MWh), not power (MW). A 1 MW system with two hours of storage holds 2 MWh, and with four hours 4 MWh, so the bill roughly doubles. Chemistry, power electronics and site work add to it.
Who is the biggest battery manufacturer in India?
It depends on what you count. Exide Industries and Amara Raja Energy & Mobility are the established large names in lead-acid and are moving into cells. By cell capacity commissioned under the PLI scheme, only Ola Electric had any, at 1.4 GWh in October 2025.
Is selling batteries a better first step than making them?
A dealership needs far less capital and no factory approvals, and it shows which brands and warranty terms customers pay for. You earn a trade margin, not a manufacturing margin. It suits a year or two of studying demand before committing to a plant.
Can I start a lithium battery business with a small budget?
A small pack-assembly bench is possible, but a small budget does not shrink the obligations. Cells must be traceable, packs for sale need test reports, and the unit still has to register under the battery waste rules. Treat a bench as a pilot for samples.
