A cold storage business earns by renting temperature-controlled chambers to farmers, traders and food processors, so the money comes from keeping those chambers full, not from the building itself. At the government's own cost norm, a 1,000-tonne store is an ₹80 lakh to ₹1 crore project. That is above small-business capital, so bank finance is part of the plan.

India has 40.22 million tonnes of cold storage in 8,815 facilities against a need of 48 million tonnes by 2037-38, according to a report by the industry body FICCI and Grant Thornton Bharat released on 5 October 2026. The catch is where that space sits: the report finds it concentrated in a few states and heavily tilted towards potatoes. A new store earns fastest when it serves a crop, a district or a season that existing stores leave short.

Is there still a shortage of cold storage in India?

Yes, by about 7.8 million tonnes (48 less 40.22), but the gap is uneven. The report finds wider shortfalls in pack-houses, reefer vehicles and ripening chambers than in cold stores, and says 13.9 to 43.4 million tonnes of fruit and vegetables are lost each year, mostly before the first cold point and in transit.

A store near a production belt that sorts and pre-cools answers that loss better than a storage-only unit in a market town, and frozen food makers and the wider food processing sector make natural anchor customers.

10 benefits of starting a cold storage business, and the catch with each

Each benefit is real, and each carries a condition.

#BenefitWhy it holdsThe catch
1Rent income, not crop riskPaid on storage charges, so price swings hit customers first.Empty chambers earn nothing; power bills run.
2Capacity still short40.22 million tonnes built against 48 million needed by 2037-38.Concentrated in potato states, so check local supply.
3Capital subsidyCredit-linked subsidy of 35% of project cost, 50% in the North East, hill and scheduled areas.Back-ended: needs a term loan, paid after completion.
4Cheaper loanAgriculture Infrastructure Fund loans up to ₹2 crore get 3% interest subvention for up to 7 years.Above ₹2 crore, bank rates apply.
5Many crops, one plantType 2 stores run several temperature zones. The National Horticulture Board (NHB) norm is ₹2,000 per tonne higher.
6Customers lose lessYearly fruit and vegetable losses of 13.9 to 43.4 million tonnes. Most loss happens before produce reaches a store.
7Sell outside the harvest glutGrowers hold produce until prices recover; you rent the space.Filling is seasonal, so line up other customers.
8Add-on servicesPre-cooling and pack-house sit in NHB's cost norms; see the ripening chamber guide.More capital and trained staff.
9Upgrade later with supportNHB's norms fund modernising refrigeration and insulation at 50% of invoice cost.An ageing building may not justify the spend.
10Longer storage with controlled atmosphereNHB's norms add ₹10,000 per tonne for a controlled atmosphere add-on.Needs specialist operators and a crop that earns it back.

How much does a 1,000, 5,000 or 10,000 tonne cold storage cost?

NHB's per-tonne cost norm, the amount subsidy is worked out on, is the best public anchor. Type 1 is single-temperature; Type 2 has several temperature zones. Rates fall in slabs above 5,000 tonnes.

CapacityType 1 rateType 1 project costType 2 rateType 2 project cost
1,000 tonnes₹8,000 per tonne₹80 lakh₹10,000 per tonne₹1 crore
5,000 tonnes₹8,000 per tonne₹4 crore₹10,000 per tonne₹5 crore
10,000 tonnes₹6,800 per tonne₹6.8 crore₹8,500 per tonne₹8.5 crore

Treat these as planning figures, not quotes, because land, power connection and finishing vary by site. At the Type 2 norm, a 5,000-tonne store could draw up to ₹1.75 crore of subsidy at 35%.

Niir Project Consultancy Services (NPCS) has prepared project reports since 1994 and lists separate cold storage reports for potatoes, mango, spices and controlled atmosphere stores, because the crop decides the chamber design.

How is a cold storage built and run, step by step?

  1. Fix the crop mix and the months you will be full. It sets the type in NHB's technical standards: Type 1 for fresh produce without pre-cooling, Type 2 for several crops with pre-cooling, Type 3 for controlled atmosphere.
  2. Secure land with truck access, then apply early for a sanctioned power connection.
  3. Get a design that meets the NHB standards, which subsidy requires. No official norm fixes land per tonne, so take the layout before you close on a plot.
  4. Build the insulated shell, then install refrigeration, controls and backup power, and trial every chamber empty.
  5. Load in harvest order, log each chamber's temperature, and bill by weight and storage period.

What machinery does a cold storage need?

Refrigeration and insulation set your monthly power bill, so spend design time there.

EquipmentWhat it does
Compressors and condensersCompress the refrigerant and push heat out; the largest power load.
Evaporators or air coolersPull heat out of produce and air inside each chamber.
Insulated panelsKeep outside heat out; NHB's standards list insulation for walls, roofs, ceilings and floors.
Refrigerant and pipingNHB's standards cover both ammonia and HFC systems.
Sensors, controllers and alarmsHold temperature and humidity and warn before spoilage.
Generator setKeeps compressors running through power cuts.
Controlled atmosphere set (optional)Gas generator and gas-tight doors, both in NHB's norms.

Which subsidy or loan route fits your cold storage size?

Capacity decides the route. Details are from the Ministry of Food Processing Industries' November 2025 release and the State Bank of India (SBI) page on the Agriculture Infrastructure Fund (AIF), as of October 2026. Confirm each before applying.

What to settle before you buy land for a cold storage

  • Ask nearby store owners which crops and months they turn away, then ask growers and traders what they cannot store. The answers pick your crop mix and Type 1 or Type 2.
  • Take the design to a bank early, since its appraisal comes before any subsidy, and get the power tariff and sanctioned load in writing.
  • Banks usually ask for a detailed project report. If the numbers favour another business on your site, the how-to-start guides cover alternatives.

An NPCS project report for a cold storage covers the market survey, plant and machinery, land and building, manpower and the financials (project cost, working capital, break-even and cash flow), in the format banks and NABARD-linked programmes typically ask for. Approval of a loan or subsidy depends on the lender and the scheme, not the report. Read it before you buy land.

Frequently asked questions about starting a cold storage business

Is a cold storage business profitable?

Yes, when the chambers stay full through the year; the same plant loses money when it fills for one harvest and sits idle. Income is storage rent, while power, staff and loan repayments run all twelve months. Multi-crop design and contracts with traders or processors keep occupancy steady.

How much land does a 1,000 tonne cold storage need?

No official norm fixes land per tonne. The footprint depends on chamber height, how produce is stacked, truck turning space, and whether you add a pack-house, pre-cooling or a generator room. Get a layout from your designer before agreeing on a plot.

Does a cold storage business need an FSSAI licence?

Yes if you store food for others. The Food Safety and Standards Authority of India (FSSAI) lists cold and refrigerated storage in its eligibility criteria, with registration, a state licence or a central licence depending on size and turnover. Pick your category on the FSSAI licensing portal, since thresholds are revised.

Which cold storage business ideas work apart from potato storage?

Potatoes already take most of the capacity, so a multi-crop store for other produce, a store with pre-cooling and sorting near a production belt, or a unit serving local processors usually faces less competition.
