What is a solar pv module project report?
A solar PV module project report is a detailed project report (DPR) for a unit that assembles bought-in solar cells into framed, tested modules. It sets out the process, machinery, cell and glass costs and the BIS and ALMM approvals. It also gives project cost, finance, five-year projections, DSCR and break-even for the lender.
Entrepreneurs use it to size the line and raise a term loan; banks and investors use it to check whether thin module margins can still repay the debt.
Also known as: solar panel manufacturing project report, solar module assembly plant DPR, solar PV module business plan, solar panel plant feasibility report.
What a bank checks in a solar PV module project report
A module unit buys expensive cells and sells to installers on credit, so lenders look hardest at material cost and cash tied up in debtors. These are the values in our sample report and why each one is tested.
Assembly adds limited value over the bill of materials. A report that shows a much lower share is usually pricing cells too low or modules too high.
Cell prices move with global supply and with the rule on Indian cells. The report should test a rise in cell price against profit and DSCR.
Installers often pay after their own customers or subsidy release. Receivables are the largest current asset in the sample, at ₹150.52 lakh in Year 1.
Debt service coverage ratio means cash available for each rupee of loan repayment. The sample's weakest year is 1.39, above the 1.2 floor many lenders use.
Values are the assumptions and results of our illustrative sample. Your report uses figures for your cells, buyers and capacity.

Solar PV module manufacturing process
A module unit does not make cells. It joins bought-in cells into strings, seals them between glass and backsheet, and tests every module. The line must run in a clean, dust-controlled hall, because dust and moisture trapped in the laminate cannot be removed later.
- Cell inspection and cutting
Cells are sorted by efficiency bin and checked for cracks, then laser cut into half cells, which lowers resistive loss in the finished module.
- Tabbing and stringing
The stringer solders flat copper ribbon to the busbars and links the half cells in series; solder temperature and ribbon tension decide whether cells crack.
- Layup and bussing
Strings are placed on glass over a sheet of EVA or POE and joined by wider busbars. A second encapsulant layer and the backsheet or rear glass go on top.
- EL test before lamination
An electroluminescence image shows micro-cracks, dark cells and weak joints while the stack can still be opened and repaired.
- Lamination
The stack is heated under vacuum at about 145–150 °C until the encapsulant melts and cures around the cells. This step cannot be undone.
- Trimming and framing
Excess encapsulant is trimmed, and an anodised aluminium frame is pressed on with silicone sealant to keep out water.
- Junction box and curing
The junction box with bypass diodes is bonded to the back, filled with potting compound and left to cure.
- Final tests and sorting
Each module is flash tested on a sun simulator for its power rating, EL and hi-pot tested for insulation, labelled by power class and packed.
Raw materials for solar PV modules
Cells are bought by efficiency bin and wattage class, and the cell type (mono PERC or TOPCon) sets the module's rated power. Glass, frames and encapsulant are bulky, so units keep about three weeks of stock and buy cells against confirmed orders.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Solar cells (mono PERC or TOPCon) | 62% | 594.23 |
| Tempered solar glass | 11% | 105.43 |
| Anodised aluminium frames | 10% | 95.84 |
| EVA or POE encapsulant and backsheet | 9% | 86.26 |
| Junction box with cables and connectors | 5% | 47.92 |
| Ribbon, busbar and sealant | 3% | 28.75 |
| Total | 100% | 958.43 |
Cell source decides the price you can charge: modules made with Indian cells sell at a premium for domestic content projects such as PM Surya Ghar. Modules with imported cells compete on price in the open market, so your report should state which you will make.
Machinery for a solar PV module line
The stringer is the costliest machine in the sample line, closely followed by the laminator. Together they set the line's output, so the other stations are sized to match them.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Laser cell cutting machine | Cuts full cells into half cells | 14.32 |
| Automatic tabber and stringer | Solders ribbon and forms cell strings | 57.27 |
| Layup and auto bussing station | Places strings on glass and joins them | 23.86 |
| EL testers (pre and post lamination) | Find cracks and bad joints | 19.09 |
| Vacuum laminator | Seals the stack under heat and vacuum | 52.49 |
| Trimming and auto framing machine | Trims edges and fits the frame | 23.86 |
| Junction box fixing and curing station | Bonds and pots the junction box | 9.55 |
| Sun simulator, IV and hi-pot tester | Rates power and checks insulation | 28.63 |
| Conveyors and buffer racks | Move and hold modules between stations | 9.54 |
| Total plant and machinery | 238.61 | |
Costs are the sample report's estimates. Get current quotations, including the sun simulator's calibration class, before you finalise.
Market for solar PV modules made in India
Rooftop solar is the most reachable market for a small module unit. Under PM Surya Ghar, the government aims to put rooftop solar on 1 crore homes by 2026-27, and the scheme requires modules and cells made in India (PIB, March 2025). Solar pumps, commercial rooftops and housing societies add steady orders.
Utility solar parks buy in hundreds of MW at a time and mostly go to large integrated makers. A small unit wins regional orders on delivery time, warranty service and a listed model, rather than on price per watt alone.
- Rooftop solar installers and EPC companies
- Solar pump suppliers and system integrators
- Solar product distributors and dealers
- Commercial and industrial rooftop developers
- Government and institutional project contractors
Secure cells before you size the line: from 1 June 2026, modules for ALMM-covered projects must also use cells from ALMM List-II, with time-bound exemptions for some project types. A cell supply agreement is one of the first things a lender asks about.
BIS, ALMM and other licences for a solar module unit
| Business registration and GST | Udyam and GST registration. Solar PV modules are taxed at 5% GST, cut from 12% after the 56th GST Council meeting in September 2025 |
|---|---|
| BIS Standard Mark | A BIS licence for each module range under the solar goods order, tested to IS 14286 (performance) and IS/IEC 61730 Parts 1 and 2 (safety) |
| ALMM List-I | MNRE enlistment of your module models, after a factory inspection, to supply government-backed schemes, net-metering and open access projects; applications go through NISE |
| ALMM List-II cells | From 1 June 2026, modules for those projects must also use cells from ALMM List-II. Projects bid out before the order, and some project types for a limited period, are exempt; check the latest MNRE order |
| E-waste rules | Registration on the CPCB portal as a manufacturer under Chapter V of the E-Waste (Management) Rules, 2022, which covers solar PV modules, panels and cells |
| Pollution board | Solar module manufacturing is listed in the White category by state boards such as Odisha and Tamil Nadu; confirm the current position with your State Pollution Control Board |
| Factory and fire | Factory licence where worker thresholds apply, and fire NOC for stored EVA, backsheet and packing material |
Rules and dates are as checked in October 2026. Confirm current orders on the MNRE, BIS and CPCB portals before applying.
Mistakes that weaken a solar PV module project report
- Pricing all output at domestic content rates
The premium applies only to modules made with Indian cells from List-II. If your cells are imported, revenue and DSCR are overstated.
- No time or money for BIS and ALMM
Testing, the BIS licence and the ALMM inspection take months before subsidised orders can start. The report should show this gap in its schedule.
- Assuming every module passes
Cracked cells, EL rejects and lower power bins are part of normal output. Sales should allow for rework and modules sold below the top power class.
- Too little working capital
Cells are paid for quickly while installers pay late. Without enough debtor days in the model, the cash credit limit runs out in the first year.
- Quoting module price per watt without a wattage
Banks check price per module against a stated power class. Mixing per-watt and per-module figures is a common reason for queries.

Solar PV Module project report: frequently asked questions
What is the solar PV module manufacturing plant cost in India?
It depends mainly on line capacity and automation. A small semi-automatic line of a few MW a year needs roughly ₹1–2.5 crore, and a 50–100 MW automatic line about ₹20–40 crore, including working capital. Our sample report models 69 modules per day at ₹476 lakh. These are indicative figures; your report works out the cost for your capacity and site.
What raw materials are needed to make solar PV modules?
Solar cells are the main input, followed by tempered solar glass, aluminium frames, EVA or POE encapsulant, backsheet, junction boxes, ribbon and sealant. In our sample report cells make up 62% of raw material cost. Their price and source decide most of the margin, and whether the module counts as made with Indian cells.
Is solar PV module manufacturing profitable?
It can be, but margins per module are thin. In our illustrative sample the unit earns an 18% return on investment in Year 3, breaks even at 46% of capacity and pays back in about 4.1 years. Actual profit depends on cell prices, how many modules pass final testing, the share of orders at domestic content prices and how fast installers pay.
Do I need BIS certification and ALMM listing to sell solar modules?
Yes, for almost every sale in India. Modules must carry the BIS Standard Mark under the solar goods order, which refers to IS 14286 and IS/IEC 61730. ALMM List-I enlistment is needed to supply government-backed schemes, net-metering and open access projects. Plan the testing and factory inspection time into your project schedule.
Can I get a PMEGP or bank loan for a solar module unit?
PMEGP covers new manufacturing projects only up to ₹50 lakh, which suits very few module lines. Most units take an MSME term loan with a cash credit limit, and eligible micro and small units can get CGTMSE guarantee cover on loans up to ₹10 crore. Lenders ask for a project report with projections, DSCR and working capital.
Solar panel banane ka business kaise shuru kare?
Start by fixing your market and cell source, then size the line. Get Udyam and GST registration, buy or rent a dust-controlled shed, and order a stringer, laminator, framing machine and sun simulator. Apply for the BIS licence and ALMM enlistment for your module models, and prepare a project report to raise the term loan and working capital.
Is this the same as a DPR for a solar power plant?
No. This report is for a factory that makes solar PV modules and sells them to installers and project developers. A solar power plant DPR covers a generating project: land, modules bought from makers, inverters, grid connection and the sale of electricity. NPCS prepares both, so say which one your lender has asked for.
Is the solar PV module project report PDF free, and can I use it for a loan?
The sample PDF is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, location and loan scheme.
