What is a solar panel project report?
A solar panel project report is a detailed project report (DPR) for a unit that assembles bought-in solar cells into framed, tested PV modules. It sets out the process, machinery, raw materials, BIS and ALMM approvals, project cost, means of finance, five-year projections, DSCR and break-even that a bank needs before it funds the line.
Entrepreneurs and solar installers moving into manufacturing use it to size the line and apply for a term loan; lenders use it to check whether the unit can repay.
Also known as: solar module manufacturing project report, project report on solar panel, solar panel business plan, DPR for a solar PV module plant.
Solar panel project report: what a bank checks
A module line turns expensive inputs into a product with a thin margin, so lenders read the cost and cash cycle closely. These are the values used in our sample report and why each one matters.
Cells, glass and frames take two thirds of every rupee of sales. A report that shows a much lower share is overstating profit.
Cell prices move with global wafer prices and domestic cell supply. The report should test a rise in cell price against profit and DSCR.
Installers and EPC contractors expect credit, while cell makers want payment upfront. Debtor days decide the size of the cash credit limit.
The debt service coverage ratio compares cash earned with loan instalments due. Banks want it comfortably above 1 in every year, not only on average.
Values are the assumptions in our illustrative sample. Your report uses figures for your capacity, cell source and buyers.
How much does a solar panel manufacturing unit cost?
Cost depends on annual output in megawatts and how much of the line is automatic. The small line below is the unit in our sample report; the two larger tiers are indicative ranges.

Solar panel manufacturing process
A module unit does not make cells. It buys finished cells and builds them into a sealed, framed panel in seven stages, with two EL checks to catch cracks before and after lamination.
- Cell sorting and cutting
Incoming cells are sorted into power bins so each panel uses matched cells, and a laser splits them into half cells to cut resistance losses.
- Tabbing and stringing
The automatic stringer solders flat copper ribbons across the cells and joins them into strings; poor soldering here shows up later as hot spots.
- Layup and bussing
Strings are placed on tempered glass between two EVA sheets, connected with bus ribbons and covered with a backsheet or a second glass sheet.
- EL inspection
An electroluminescence tester photographs the layup under current, showing micro-cracks and dead cells that the eye cannot see.
- Lamination
The stack is heated to about 145–150 °C under vacuum, so the EVA melts, cross-links and seals the cells against moisture.
- Framing and junction box
Excess EVA is trimmed, an anodised aluminium frame is pressed on with silicone, and the junction box with bypass diodes is fixed and potted.
- Testing and packing
A sun simulator measures each panel's power output, a hi-pot test checks insulation, and panels are labelled with serial numbers and packed on pallets.
Raw materials for solar panels
Cells are by far the biggest purchase. Most Indian module makers buy mono PERC or TOPCon cells. From June 2026, cells for most subsidy and net-metered projects must come from makers on ALMM List-II, so the cell source decides which buyers you can serve.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Crystalline silicon solar cells | 65% | 413.50 |
| Tempered solar glass | 10% | 63.62 |
| Aluminium frames | 9% | 57.25 |
| EVA encapsulant and backsheet | 8% | 50.89 |
| Junction boxes with cables | 5% | 31.81 |
| Ribbons and silicone sealant | 3% | 19.09 |
| Total | 100% | 636.16 |
Solar panel making machines and their cost
The stringer and the laminator set the speed of the whole line, and together they take 44% of the machinery budget in our sample. Testing equipment is not optional: BIS and ALMM buyers expect a flash test report for every panel.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Automatic tabber and stringer | Solders ribbons and joins cells into strings | 29.21 |
| Vacuum laminator | Heats and seals the glass, EVA and cell stack | 29.21 |
| Sun simulator for IV testing | Measures the power rating of each panel | 15.93 |
| Laser cell cutter and cell tester | Grades cells and cuts them into halves | 13.28 |
| Layup station and conveyor line | Builds the stack and moves panels between stations | 13.28 |

Market for solar panels in India
Rooftop demand is led by PM Surya Ghar Muft Bijli Yojana, approved in February 2024 with an outlay of ₹75,021 crore to put rooftop solar on one crore homes. Solar pumps, commercial rooftops and utility plants add steady volume.
The limit for a new maker is cells, not panels. Mercom India counted 261.7 GW of module capacity in India against 36.6 GW of cell capacity by June 2026 (reported September 2026). Panels with Indian cells are the scarce product.
- Rooftop solar installers and vendors
- Solar EPC contractors for commercial and utility projects
- Solar pump suppliers
- Solar street light and off-grid system makers
- Electrical and solar product distributors
Where a small unit wins: local installers need quick deliveries, small lots and help with warranty claims. A nearby maker with an assured cell supply can win that business, which large plants selling to utility projects often do not chase.
BIS, ALMM and other approvals for solar panel manufacturing
Approvals decide when you can start selling, so plan the pre-operative period around them. These were checked in October 2026.
| BIS registration | Solar PV modules are covered by MNRE's Solar Systems, Devices and Components Goods Order, 2025. Each model is tested to IS 14286 (design qualification) and IS/IEC 61730 (safety) and registered with BIS before sale. |
|---|---|
| ALMM List-I (modules) | Panels for government-backed, net-metering and open access projects must be from a model and factory enlisted by MNRE. Each list revision sets a minimum module efficiency. |
| ALMM List-II (cells) | From 1 June 2026, these projects must also use cells from enlisted cell makers. Net-metering and open access projects commissioned by 31 December 2026 are exempt. |
| Pollution board | Solar module manufacturing is listed in the White category under CPCB criteria, as published by state boards such as Odisha. Confirm what your state board asks for. |
| E-waste rules | The E-Waste (Management) Rules, 2022, in force from 1 April 2023, have a chapter on solar PV modules, panels and cells and require manufacturers to register on the CPCB portal. |
| GST | The GST Council cut GST on solar panels and cells from 12% to 5% in September 2025. |
| Business registration | Udyam (MSME) and GST registration, factory licence where thresholds apply, fire NOC and an industrial power connection. |
Mistakes that weaken a solar panel project report
- Pricing panels as DCR while buying imported cells
Panels with Indian cells sell at a premium only when the cells really come from ALMM List-II makers. Mixing the two overstates revenue.
- Starting sales before BIS and ALMM listing
Testing and enlistment take months. Projections that show full sales from the first month leave a gap in cash flow.
- No allowance for cell breakage
Cells crack during stringing and layup, and EL rejects add up. Saleable output and material cost must allow for these losses.
- Thin working capital
Cells are often paid in advance while installers take credit. Without enough cash credit the line stops for want of cells.
- Old cell technology in the plan
A line sized only for older cell formats may not handle the cell sizes and TOPCon cells buyers now ask for. Check the stringer and laminator specifications.

Solar Panel project report: frequently asked questions
What is the solar panel manufacturing plant cost in India?
A small semi-automatic line costs a few crore rupees, while automatic lines of 100 MW a year and more run into tens of crores. Our sample report models a 57 panels per day unit at ₹262 lakh, including ₹133 lakh of plant and machinery. Larger figures on this page are indicative; your report works out the cost for your capacity, automation level and state.
What raw materials are used in solar panel manufacturing?
Solar cells are the main input, followed by tempered glass, aluminium frames, EVA encapsulant, backsheet, junction boxes, copper ribbons and silicone sealant. In our sample report cells make up 65% of raw material cost. Most small units buy cells, so the report should show where they come from and whether they are imported or from ALMM List-II makers.
Which machines are needed to make solar panels?
A basic line needs a cell tester and laser cutter, an automatic tabber and stringer, a layup station, an electroluminescence (EL) tester, a vacuum laminator, a framing and junction box station, a sun simulator for power testing and a hi-pot tester. In our sample report the stringer and laminator are the two costliest machines, at ₹29.21 lakh each.
Is solar panel manufacturing profitable in India?
It can be, but margins are thin because cells and glass take most of the selling price. In our illustrative sample the unit earns a 23% return on investment in Year 3, breaks even at 46% of capacity and pays back in about 3.5 years. Real results depend on cell prices, ALMM listing, buyer credit and how full the line runs.
Do I need BIS and ALMM approval to sell solar panels?
Yes for most sales. Solar PV modules are covered by MNRE's Solar Systems, Devices and Components Goods Order, 2025, so each model needs BIS registration before sale. Panels for government-backed, net-metering and open access projects must also be on MNRE's ALMM List-I, which enlists both the model and the factory. Check current rules on the MNRE and BIS portals.
Can I get a PMEGP loan or CGTMSE cover for a solar panel unit?
PMEGP covers manufacturing projects only up to ₹50 lakh, which is below the cost of most certified module lines. A unit of the size in our sample usually takes an MSME term loan from a bank. Under CGTMSE, banks can give collateral-free loans to eligible micro and small enterprises, with cover up to ₹10 crore. Confirm current terms with your bank.
Solar panel ka business kaise shuru kare?
Start by deciding capacity and whether you will sell to subsidy projects, which need BIS registration and ALMM listing. Then fix a cell supplier, shortlist line suppliers, find a shed with enough power and get a project report for your bank loan. Many installers begin with a small semi-automatic line and add automation once orders are steady.
Is the sample solar panel project report PDF free, and can I use it for a loan?
The sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report; its figures are representative and not based on a real project, so do not submit it to a bank. For a loan, NPCS prepares a report for your own capacity, location, cell source and loan scheme.
