What is a pvc flex banner project report?
A PVC flex banner project report is a detailed project report (DPR) for a unit that coats or laminates polyester scrim fabric with PVC to make frontlit and backlit flex rolls for digital printing. It sets out the process, machinery, raw materials, market, project cost, means of finance, five-year projections, DSCR and break-even a lender needs.
Entrepreneurs and existing printers moving into flex production use it to size the line and apply for a term loan; banks use it to judge whether the unit can repay.
Also known as: project report on PVC flex banner, flex banner manufacturing DPR, PVC flex banner business plan, frontlit and backlit flex plant report.
What a bank checks in a PVC flex banner project report
Flex is sold on thin margins per square metre, so a credit officer looks hard at price, material cost and buyer credit. These are the values used in our sample report and why each one matters.
Banks compare it with distributor rates for the same gsm. Pricing every roll at the backlit rate inflates sales and DSCR.
Resin, plasticiser and scrim take more than half of every rupee of sales. A report showing much less is usually under-weighting the coat.
Both follow petrochemical prices. Lenders expect the report to test a rise in their cost against profit and repayment.
Distributors and print shops buy on credit. Debtor days, with 30 days of resin and scrim stock, set the cash credit limit.
Values are the assumptions in our illustrative sample. Your report uses figures for your capacity, suppliers and market.
PVC flex banner manufacturing plant cost in India
The cost turns on how the PVC layer is made. A unit can laminate bought PVC film onto scrim, coat its own PVC paste onto scrim, or calender its own film. Our sample report models the coating route; the other two ranges are indicative.

PVC flex banner manufacturing process
In the coating route, a liquid PVC paste called plastisol is spread on polyester scrim and fused with heat. Each roll gets two passes, one for the print face and one for the back.
- Paste compounding
PVC paste resin is mixed with plasticiser, filler, titanium dioxide and stabiliser, then de-aired under vacuum so no bubbles reach the coat.
- Scrim unwinding
Polyester scrim is unwound under steady tension and spliced, so the line keeps running between rolls.
- Knife coating
A coating knife set over a roll spreads plastisol across the scrim and fixes the coat weight in grams per square metre (gsm).
- Gelling and fusing
The coated fabric passes through a hot-air oven where the paste fuses into a tough PVC layer; the back is coated in a second pass.
- Embossing and cooling
An embossing roll gives a matt or gloss print surface, and chill rolls set the sheet flat before winding.
- Inspection and testing
Rolls are checked for gsm, tensile and tear strength, pinholes, and even light transmission for backlit grades.
- Slitting and rolling
Edges are trimmed, the sheet is cut to the widths printers use, and it is wound on paper cores in 50 metre rolls.
Raw materials for PVC flex
PVC paste resin is the biggest item, followed by plasticiser and scrim. The scrim's yarn count and weave set tear strength, while the paste formula decides how well the surface takes solvent and eco-solvent ink.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| PVC paste resin | 38% | 158.95 |
| Plasticiser (DOTP or DOP) | 27% | 112.94 |
| Polyester scrim fabric | 20% | 83.66 |
| Calcium carbonate and titanium dioxide | 8% | 33.47 |
| Heat stabiliser and additives | 7% | 29.28 |
| Total | 100% | 418.30 |
Machinery for a flex banner coating unit
The coating line is the costliest item in the sample, followed by the gelling oven. Line width matters most, because printers want rolls up to 3.2 metres for large hoardings.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Plastisol mixing and vacuum de-airing system | Prepares a smooth, bubble-free paste | 14.77 |
| Knife-over-roll coating line | Unwinds scrim, applies the coat, rewinds | 44.31 |
| Hot-air gelling and fusing oven | Fuses the paste into a solid PVC layer | 32.49 |
| Embossing and chill roll unit | Sets surface finish and flatness | 14.77 |
| Thermic fluid heater | Supplies heat to the oven and rolls | 14.77 |
| Slitting and rewinding machine | Trims and cuts rolls to width | 10.34 |
| Air compressor and chiller | Runs pneumatics and cools the chill rolls | 8.86 |
| Quality testing equipment | Checks gsm, tensile and tear strength | 7.39 |
| Total plant and machinery | 147.70 | |

Who buys PVC flex banner rolls?
Flex rolls are an input for digital printing shops, which turn them into hoardings, shop boards and event banners. Most rolls move through distributors, while large printers and agencies buy direct. Imported flex sets the price, so a local unit wins on steady gsm, a surface that prints well, fast supply and fair credit.
- Flex and digital printing shops
- Flex roll distributors and stockists
- Outdoor advertising agencies
- Retail chains and signage contractors
- Event and exhibition organisers
Plan for steady orders: the Kerala High Court barred PVC flex in election campaigns in 2019, and some local bodies limit flex hoardings. Shop signage, backlit and brand work give a steadier base than election banners.
Licences, GST and approvals for a flex unit
| Business registration | Udyam (MSME) registration and GST registration |
|---|---|
| GST rate | PVC flex sheet is usually billed under HSN 3921 at 18% (rate notification of 17 September 2025); fabrics under 5903 carry 5%, so confirm the heading for your product |
| Pollution board consent | Consent to establish and operate from the State Pollution Control Board; the oven needs fume extraction, and the category is set by the state board |
| Factory and fire | Factory licence where worker thresholds apply, and fire safety clearance for plasticiser storage and the thermic fluid heater, as the state requires |
| Rules where you sell | Check state and local body rules on PVC flex for outdoor publicity in your main markets |
Mistakes that weaken a PVC flex banner project report
- One price for every grade
Frontlit, backlit and blockout flex sell at different rates and use different coat weights. Sales and material use should follow a realistic grade mix.
- No allowance for edge trim and start-up waste
Trimmed edges, splices and the first metres after each change are scrap. Saleable output must be lower than coated output.
- Cheap plasticiser to cut cost
A poor plasticiser can leave a sticky or cracking surface after months in the sun, which brings returns from printers and distributors.
- Under-costing oven heat
The gelling oven and thermic fluid heater run all shift. Leaving fuel out of utilities makes the cost per square metre look too low.
- Building sales around election banners
Restrictions on PVC flex for campaigns make this demand uncertain. Lenders prefer projections built on signage and brand buyers.

PVC Flex Banner project report: frequently asked questions
How much does it cost to set up a PVC flex banner manufacturing plant in India?
It depends mainly on the route. A lamination unit that buys PVC film needs roughly ₹1–2 crore, a knife-coating unit about ₹2.5–4 crore, and an integrated calendering plant far more. Our sample report models a 5,300 square metres per day coating unit at ₹285 lakh. Other figures are indicative; your report prices your own capacity and site.
What raw materials are used to make PVC flex?
PVC paste resin, a plasticiser such as DOTP or DOP, and polyester scrim fabric make up most of the cost. Calcium carbonate, titanium dioxide and a heat stabiliser complete the mix. In our sample report, resin and plasticiser together are 65% of raw material cost, so their prices decide most of the margin.
What is the difference between frontlit and backlit flex?
Frontlit flex is printed and lit from the front, so it is opaque and usually lighter, around 280 to 440 gsm. Backlit flex is lit from behind in light boxes, so it needs even light transmission, a heavier coating and a finer scrim, typically 440 to 510 gsm. Backlit sells at a higher price per square metre.
Is PVC flex banner manufacturing profitable?
In our illustrative sample, a 5,300 square metres per day unit earns a 27% return on investment in Year 3, breaks even at 39% of capacity and pays back in about 3.1 years. Real profit depends on resin and plasticiser buying, the grade mix, scrap control and how long distributors take to pay.
Can I get a PMEGP or Mudra loan for a flex banner unit?
PMEGP covers manufacturing projects up to ₹50 lakh, with 15–35% subsidy and 5–10% own contribution, so it suits only a very small lamination start-up. Most flex units cost more and use an MSME term loan, often with CGTMSE guarantee cover, which now extends to ₹10 crore. Confirm current terms with your bank.
What is the GST rate on PVC flex banner?
PVC flex sheet is usually billed under HSN heading 3921, which carries 18% GST under the rate notification of 17 September 2025. Textile fabrics laminated or coated with plastics under heading 5903 carry 5%, so the classification of your exact product matters. Confirm it with your tax adviser before you fix prices.
Is the PVC flex banner project report PDF free, and can I use it for a loan?
The sample PDF is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report; its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, location and loan scheme.
