What is a hdpe pipes project report?
An HDPE pipes project report is a detailed project report (DPR) for a unit that extrudes pipe grade high density polyethylene into pressure pipes, coils and ducts. It sets out the process, extrusion line, resin and masterbatch needs, BIS standards, project cost, means of finance, five-year projections, DSCR and break-even that a lender checks before funding.
Entrepreneurs and existing plastics processors use it to size a pipe line and raise a term loan; bank credit officers use it to test whether the unit can repay from its own cash flow.
Also known as: HDPE pipe manufacturing plant project report, project report on HDPE pipes, HDPE pipes business plan, PE pipe plant DPR.
What a bank looks for in an HDPE pipes project report
A credit officer reads an HDPE pipe report for resin cost, debt cover and how long buyers take to pay. These are the values in our sample report and why each one is tested.
Pipe extrusion adds little value to the resin. A report showing a much lower share is either using an old resin price or an optimistic selling price.
Pipe grade granules are almost the whole bill. A 10% move in the resin price should be run through profit and DSCR in the report.
Debt service coverage ratio (DSCR) is cash available for the loan divided by instalments due. Year 2 is the tightest year, when full principal repayment starts.
Contractors and dealers buy on credit. Trade receivables are the largest current asset in the sample, so they size the cash credit limit.
Values are the assumptions in our illustrative sample. Your report uses figures for your pipe range, suppliers and buyers.

HDPE pipes manufacturing process
HDPE pipe is made by continuous extrusion: the line runs around the clock and stops only for size changes. Every stop creates start-up scrap, so planners group orders by diameter.
- Drying and dosing
Pipe grade granules are dried in a hopper dryer and dosed with carbon black and stripe masterbatch by weight.
- Extrusion
A single-screw extruder melts the compound at about 190–230°C and pushes it through a spiral mandrel die.
- Vacuum sizing
The soft pipe enters a vacuum tank whose sizing sleeve fixes the outside diameter.
- Spray cooling
Water sprays cool the pipe evenly so the wall does not sag or thin at the top.
- Haul-off and marking
A caterpillar haul-off pulls the pipe at a set speed, which controls wall thickness, while an inkjet printer marks size, grade, pressure class and batch.
- Coiling or cutting
Sizes up to about 110 mm are wound into coils; larger pipes are cut into 6 or 12 metre lengths.
- Testing
Samples go through dimension, density, melt flow and hydrostatic pressure tests before the batch is released.
What raw materials go into HDPE pipes?
PE 100 resin carries higher pressure for the same wall thickness than PE 80, so it is used for most pressure pipes; PE 80 still suits low-pressure and irrigation lines. Resin comes from domestic polymer producers and importers, and prices change every few weeks, so units hold about a month of stock.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| PE 100 and PE 80 pipe grade HDPE granules | 90% | 611.72 |
| Carbon black masterbatch | 6% | 40.78 |
| Colour stripe masterbatch | 2% | 13.60 |
| UV stabiliser and antioxidant additives | 2% | 13.59 |
| Total | 100% | 679.69 |
Carbon black protects buried and exposed pipe from sunlight; its content and dispersion are tested under the sewerage pipe standard.
HDPE pipe making machinery and sample costs
The extruder decides output in kilograms per hour, and the die heads decide which diameters you can sell. Buy dies for the sizes your buyers order most, then add others later.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Single-screw extruder with gravimetric dosing | Melts and meters the compound | 73.42 |
| Spiral mandrel pipe die heads | Shape the melt for each diameter | 19.32 |
| Vacuum sizing and spray cooling tanks | Fix diameter and cool the pipe | 23.19 |
| Caterpillar haul-off | Pulls pipe and sets wall thickness | 13.52 |
| Planetary cutter and pipe coiler | Cuts lengths or winds coils | 17.39 |
| Hopper dryer and vacuum loader | Dries and feeds granules | 9.66 |
| Inkjet pipe marking printer | Prints size, grade and batch | 7.73 |
| Hydrostatic testing equipment and lab | Pressure, density and melt flow tests | 15.46 |
| Scrap grinder and chilled water plant | Regrinds scrap, cools process water | 13.52 |
| Total plant and machinery | 193.21 | |
Costs are the sample report's estimates for one 2.7 MT per day line. Get current quotations before you finalise.
Who buys HDPE pipes in India?
Most demand comes from piped drinking water schemes, farm irrigation, sewerage and cable ducting. A large share is bought by contractors working on government tenders, who order by diameter and pressure class and pay against running bills.
- Water supply and public health engineering contractors
- Irrigation dealers and drip system companies
- Municipal bodies and sewerage contractors
- Telecom and power cable laying contractors
- Plumbing and hardware dealers
- Mining and industrial plants
Where a new unit wins: pipe is bulky and light, so a truck fills by volume long before weight. A unit near its tender districts and dealers saves freight that distant large plants cannot.

Scheme limits change. Confirm current terms with the bank or the scheme portal before applying.
Mistakes that weaken an HDPE pipe project report
- One selling price for every pipe
Price per kilogram differs by diameter and pressure class. Revenue should follow the size mix you will actually sell.
- Ignoring start-up and changeover scrap
Each size change wastes pipe until the line settles. Regrind has limited use in pressure pipe, so the loss must show in output.
- Leaving out the testing lab
BIS certification needs test equipment and trained staff. Our sample carries ₹15.46 lakh for testing equipment and the lab.
- Assuming tender buyers pay on time
Payments on government work can run late. If debtor days are too low, the cash credit limit falls short in the first year.
- No resin price test
Resin is about 58% of sales in the sample. Without a price sensitivity, a lender cannot judge the downside.

HDPE Pipes project report: frequently asked questions
How much does it cost to set up an HDPE pipe manufacturing plant in India?
A small unit with one 20–63 mm line needs roughly ₹50–150 lakh, and a plant with two or three larger lines about ₹12–25 crore. Our sample report models a 2.7 MT per day unit at ₹396.44 lakh, including land, building and working capital margin. These ranges are indicative; your report works out the cost for your pipe sizes and site.
What raw material is used to make HDPE pipes?
Pipe grade HDPE granules of PE 100 or PE 80 grade are the main input, with carbon black masterbatch for UV protection and a colour masterbatch for the identification stripe. In our sample report the granules make up 90% of raw material cost, so resin buying decides most of the margin.
Which machines are needed for an HDPE pipe plant?
A pipe line has a single-screw extruder with dosing, a pipe die head, a vacuum sizing tank, spray cooling tanks, a haul-off, a cutter or coiler and an inline printer. Add a hopper dryer, scrap grinder, chilled water plant and a testing lab. In the sample, the extruder is the largest item at ₹73.42 lakh.
Is HDPE pipe manufacturing profitable?
In our illustrative sample, a 2.7 MT per day unit earns an 18% return on investment in Year 3. It breaks even at 43% of capacity and pays back in about 4.1 years. Real profit depends on resin prices, the mix of sizes and pressure classes you sell, scrap control and how fast tender buyers pay.
Is BIS certification compulsory for HDPE pipes?
HDPE pipes for drinking water are certified to IS 4984 and sewerage pipes to IS 14333 under BIS product certification, which allows the ISI mark. Buyers that specify ISI-marked pipe will need it. Check the BIS list of Quality Control Orders before you start, because compulsory coverage is set by government order and can change.
What is the GST rate on HDPE pipes?
HDPE pipes fall under HSN heading 3917, tubes, pipes and hoses of plastics. Notification 9/2025-Integrated Tax (Rate), dated 17 September 2025, lists heading 3917 in the 18% schedule. Confirm the rate for your exact item with your tax adviser, because pipes sold as part of a system or a works contract may be treated differently.
Is the sample report free and can I use it for a loan?
The sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own pipe range, capacity, location and loan scheme.
