What is a paraffin wax project report?

A paraffin wax project report is a detailed project report (DPR) for a unit that refines slack wax into semi-refined and fully refined paraffin wax. It sets out the refining process, machinery, raw materials, market, project cost, means of finance, five-year projections, DSCR and break-even that a bank needs before it funds the plant.

Entrepreneurs use it to size the unit and apply for a term loan; candle, match and rubber businesses use it to judge whether refining their own wax makes sense.

Also known as: paraffin wax business plan, project report on paraffin wax, paraffin wax manufacturing plant project report, DPR for paraffin wax refining.

What a bank checks in a paraffin wax project report

Wax refining earns on a narrow spread between slack wax and refined wax, so lenders look hard at a few numbers. These are the values in our sample report and why each one matters.

58.7%Raw material share of sales

Slack wax takes most of every rupee of sales. A report that shows a much lower share is likely using an old slack wax price.

88%Slack wax share of raw material cost

Bleaching earth, carbon and filter aid are small by comparison. A rise in slack wax price should be tested, because it moves profit more than any other cost.

1.22Lowest DSCR, in Year 2

DSCR (debt service coverage ratio) is cash available for loan repayment divided by the instalments due. Banks usually want it above about 1.2 in every year.

45 daysCredit given to buyers

Candle and match units buy on credit. Debtor days decide the cash credit limit, together with 30 days of slack wax stock.

Values are the assumptions in our illustrative sample. Your report uses figures for your capacity, suppliers and buyers.

Paraffin wax manufacturing plant cost in India

Cost depends less on tonnes per day than on how far you refine. Remelting bought wax is cheap to set up, sweating slack wax costs more, and solvent deoiling is a different scale of plant.

Paraffin wax manufacturing process from slack wax

Refineries make paraffin wax by solvent dewaxing of lube oil stocks and then deoiling the wax; Numaligarh Refinery runs a 50,000 tonne a year unit on CSIR-IIP technology. A small unit starts one step later, with slack wax, and removes the oil by sweating. Our sample report follows this route in six stages.

  1. Melting and settling

Slack wax is melted in steam-coil tanks and left to settle, so water and sludge can be drained from the bottom before refining.

  2. Sweating

The wax is set into cakes on perforated trays and warmed slowly in sweating ovens; oil and low-melting wax drip away as foots oil, leaving harder wax behind.

  3. Clay treatment

The deoiled wax is stirred hot with bleaching earth and activated carbon, which take up colour bodies and odour.

  4. Filtration

A filter press holds back the spent clay and carbon and gives clear molten wax; the filter cake still carries some wax and needs proper disposal.

  5. Slab moulding

Refined wax is poured into trays and cooled into slabs of even weight, the form most candle makers buy.

  6. Testing and packing

Each batch is checked for melting point, oil content and colour against the grade promised, then packed in cartons or bags.

Why sweating, not solvent: sweating needs no solvent recovery and suits a 2 MT per day unit, but it is slower and yields less fully refined wax. Solvent deoiling gives lower oil content and higher yield, and only pays at larger scale.

Raw materials for paraffin wax

Slack wax comes from domestic refineries and from imports, and traders sell it in light and heavy grades with very different oil contents. Buy against a test certificate for oil content and congealing point, because a high-oil lot means longer sweating and less saleable wax.

Who buys paraffin wax in India

Candle makers are the largest group of buyers, and their demand jumps in the weeks before Diwali. Match, rubber and packaging units buy steadily through the year, which keeps a refining unit running outside the festival season.

Supply is concentrated. CSIR-IIP reports that Numaligarh Refinery alone holds about 44% of India's paraffin wax market. Refineries sell in large lots, so small buyers often depend on regional refiners and traders who can supply a steady grade in small quantities.

  • Candle makers, from household units to festival and export candle brands
  • Match splint and matchbox units
  • Rubber and tyre compounders
  • Paper coating and packaging converters
  • Polish, crayon and cosmetic makers
  • Wax traders and distributors

Where a small refiner wins: a candle unit buying a few tonnes a month values a steady melting point, short delivery time and credit more than the last rupee of price.

Licences and standards for a paraffin wax unit

Business registrationUdyam (MSME) registration and GST registration
Pollution board consentConsent to establish and operate from the State Pollution Control Board. Manufacture of petroleum based products is listed in the Red category, while blending at normal temperature is Green (Assam notification); confirm the category with your state board
Product standardIS 4654:2019, the BIS specification for paraffin wax, is the reference buyers quote; its annexes set the tests for melting point, oil content and odour
Grade limitsCPCL's paraffin wax specification caps oil content at 0.5% for its Type 1 and Type 2 grades and allows up to 3.5% for Type 3
Factory and fireFactory licence where worker and power thresholds apply, and a fire NOC where required, since wax and foots oil are combustible

Loans and schemes for a paraffin wax unit

PMEGP

Manufacturing projects up to ₹50 lakh

Subsidy of 15–35% of project cost for new units. Fits a blending and slabbing unit, not a full refining unit.

MSME term loan with CGTMSE

Collateral-free cover for eligible units

The usual route for a slack wax refining unit like our sample, which takes a term loan of ₹208 lakh.

Cash credit limit

₹65 lakh in our sample

Funds slack wax stock and buyer credit. Plan a higher limit if you stock up before the Diwali season.

Scheme limits change. Confirm current terms with the bank or the scheme portal before applying.

Mistakes that weaken a paraffin wax project report

  • Counting every tonne of slack wax as refined wax

Sweating drains oil and soft wax as foots oil, so saleable wax is less than the slack wax fed. Raw material cost per tonne of product must allow for this loss.

  • Pricing all output as fully refined

A sweating unit makes a mix of grades. Part of the output sells as semi-refined wax at a lower price, and foots oil sells for much less.

  • Buying slack wax on price alone

Cheap, high-oil slack wax needs longer sweating and more clay, and can wipe out the saving.

  • No plan for spent clay and foots oil

Oily filter cake and foots oil need storage, buyers and a disposal route that the pollution board will accept.

  • Ignoring the festival peak in working capital

Candle makers stock up before Diwali, so stock and debtors rise together. A flat monthly working capital estimate leaves the unit short.

Paraffin Wax project report: frequently asked questions

How much does it cost to set up a paraffin wax manufacturing plant in India?

A small blending and slabbing unit that buys semi-refined wax needs roughly ₹35–75 lakh. A slack wax refining unit of about 2 MT per day costs more, and our sample report models one at ₹277 lakh. Solvent deoiling plants of 8–10 MT per day run to about ₹8–12 crore. All ranges except the sample are indicative.

What raw material is used to make paraffin wax?

Slack wax is the main raw material. It is the oily wax removed from lubricating oil stocks at refineries. In our sample report slack wax makes up 88% of raw material cost, with bleaching earth, activated carbon and filter aid making up the rest. Slack wax quality, especially its oil content, decides how much refined wax you get.

Is paraffin wax manufacturing profitable?

It can be, but margins are thin because slack wax takes most of the selling price. Our illustrative sample earns a 14% return on investment in Year 3, breaks even at 48% of capacity and pays back in about 4.6 years. Profit depends mostly on the gap between slack wax cost and refined wax price.

What is the difference between fully refined and semi-refined paraffin wax?

The difference is mainly oil content. Numaligarh Refinery sells fully refined wax with less than 0.5% oil and semi-refined wax with less than 1.5% oil. Fully refined wax is whiter, harder and odourless, so it suits quality candles and cosmetics. Semi-refined wax is cheaper and is used for general candles, matches and industrial work.

Can I get a PMEGP loan for a paraffin wax unit?

Only for a small unit. PMEGP covers manufacturing projects up to ₹50 lakh, with a subsidy of 15–35% of project cost depending on category and location. That fits a blending and slabbing unit. A slack wax refining unit usually needs an MSME term loan, often with CGTMSE guarantee cover. Confirm current scheme terms with your bank.

Is the paraffin wax project report PDF free, and can I use it for a bank loan?

The sample PDF is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not taken from a real project, so do not submit it to a bank. For a loan, NPCS prepares a report for your own capacity, location and scheme.
