What is a milk powder project report?
A milk powder project report is a detailed project report (DPR) for a dairy unit that evaporates and spray dries milk into skimmed milk powder, whole milk powder or dairy whitener. It sets out the process, machinery, milk procurement, licences, project cost, means of finance, five-year projections, DSCR and break-even.
Dairy entrepreneurs, milk producer companies and cooperatives use it to plan the plant and apply for a term loan; banks use it to judge whether the unit can repay.
Also known as: milk powder plant project report, skimmed milk powder project report, milk powder business plan, DPR for spray dried milk powder.
What a bank checks in a milk powder project report
A milk powder plant lives or dies on the gap between what it pays for milk and what it gets for powder and fat. Lenders test the report against these four numbers first. The values are the ones used in our sample report.
Banks compare this with the milk price in your procurement area. A low share usually means the report has assumed cheap milk or a high powder price.
Milk is almost the whole bill. The report should test how a ₹2 per litre rise in the buying price changes profit and DSCR.
The evaporator and spray dryer run on steam from the boiler. Lenders check this line against fuel quotations, because drying is the most energy-hungry step.
Debt service coverage ratio (DSCR) shows how many times the cash earned covers the loan instalment. Most banks look for at least 1.20 in every year.
Values are the assumptions in our illustrative sample. Your report uses figures for your capacity, milk shed and buyers.

Milk powder manufacturing process
Milk is about seven-eighths water, and the plant removes nearly all of it in two stages. The evaporator takes out most of the water at lower cost, and the spray dryer finishes the job.
- Reception and testing
Each tanker or can lot is tested for fat, solids-not-fat, acidity and adulterants, then chilled to about 4°C and held in silos.
- Separation and standardisation
A centrifugal separator takes out the cream; skim milk goes to skimmed milk powder, while fat is adjusted for whole milk powder or whitener.
- Pasteurisation and preheating
Milk is heat treated to kill bacteria; the preheat temperature and holding time decide whether the powder is low, medium or high heat grade.
- Evaporation
A multiple-effect falling film evaporator boils off water under vacuum until the concentrate holds roughly 45–50% solids.
- Spray drying
The concentrate is atomised into hot air in the drying chamber, and the fine droplets dry to powder within seconds.
- Fluid bed cooling and sieving
Powder is finished and cooled on a vibrating fluid bed, then sieved to remove lumps and scorched particles.
- Packing
Bulk powder is packed in 25 kg multi-wall paper bags with a polythene liner; retail packs need a separate filling line.
Raw materials for milk powder
Milk is bought from village collection centres, bulk milk coolers or chilling centres, usually priced on its fat and SNF content. Prices are lowest in the winter flush and rise in summer, so the report should show how the plant buys and stocks across the year.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Milk | 95% | 907.74 |
| Bags | 5% | 47.78 |
| Total | 100% | 955.52 |
Year 3 at 70% capacity, from our illustrative sample. Raw materials are 56.2% of sales in the sample.
Machinery for a milk powder plant
The spray dryer is the largest single item in the sample, followed by the evaporator. Together they make up about 60% of the machinery cost.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Milk reception and chilling | Weighs, tests, chills and stores incoming milk | 43.02 |
| Cream separator | Takes cream out of milk for skimmed powder | 28.68 |
| Evaporator | Concentrates milk under vacuum | 71.70 |
| Spray dryer | Dries concentrate to powder | 100.38 |
| Packing machine | Weighs and fills bags | 22.94 |
| Boiler | Supplies steam to the evaporator and dryer | 20.07 |
| Total plant and machinery | 286.79 | |

Who buys milk powder in India?
Milk powder is how the dairy trade carries the winter surplus into the lean summer months. Dairies dissolve skimmed milk powder to make recombined milk when fresh milk runs short, and food makers buy it all year as an ingredient that stores well.
Bulk buyers want consistent solubility, low moisture and a clean bacterial count, and they often ask for a test report with every lot. Dairy whitener and whole milk powder also sell in consumer packs, but that needs a brand and distribution, which most new units add later.
- Dairies and milk recombination plants
- Biscuit, bakery and confectionery makers
- Ice cream and frozen dessert makers
- Sweet and mithai manufacturers
- Dairy whitener and tea premix packers
- Institutional buyers and exporters
Powder prices move with the season: large stocks are built during the flush, and prices can fall when stocks are high. A plant that can hold powder, or switch between skimmed powder and whitener, is less exposed.
Licences and approvals for a milk powder plant
| FSSAI licence | State licence for dairy units handling 501 to 50,000 litres of milk a day or up to 2,500 MT of milk solids a year; central licence above that |
|---|---|
| Pollution board consent | Consent to establish and operate from the State Pollution Control Board. CPCB lists integrated milk processing and dairy products as Red and small-scale dairy products as Orange; an effluent treatment plant is expected |
| Product standard | IS 13334 (Part 1):2014 for skimmed milk powder is the usual quality reference, alongside the FSSAI product standard |
| GST | Heading 0402 at 5% (2.5% CGST plus 2.5% SGST) from 22 September 2025, under Notification No. 09/2025-Central Tax (Rate) |
| Boiler | Registration and periodic inspection by the state boiler inspectorate before steam is raised |
| Packaged powder | Legal Metrology registration and labelling for packaged commodities |

Mistakes that weaken a milk powder project report
- Leaving out the fat
Skimmed milk powder uses only the skim. The cream sold as butter or ghee is a large part of revenue, and a report that ignores it gets the milk cost wrong.
- One milk price for the whole year
Procurement prices swing between flush and lean months, and so does the volume you can collect. A flat price hides the summer squeeze.
- Too little powder stock in working capital
Powder made in the flush often waits months for a buyer. The sample holds 7 days of finished goods; a real plan should test longer stock periods.
- Under-costing steam and fuel
The evaporator and dryer need steam around the clock. A small boiler or optimistic fuel price shows up as a cash shortfall in Year 1.
- No effluent treatment plant in the cost
Washing of tankers, silos and dryers produces strong effluent. Without an ETP the pollution board will not grant consent to operate.

Milk Powder project report: frequently asked questions
What is the cost of a milk powder manufacturing plant in India?
Cost depends mostly on the spray dryer and evaporator capacity. Our sample report models a 2,300 kg per day unit at ₹566 lakh, of which plant and machinery is ₹287 lakh and building and civil works ₹126.30 lakh. A plant that also packs retail tins or makes butter and ghee costs more. Your project report prices the plant from current quotations.
What is the difference between skimmed milk powder, whole milk powder and dairy whitener?
Skimmed milk powder is made from milk after the cream is taken out, so its fat is 1.5% or less. Whole milk powder keeps the milk fat. Dairy whitener is made from partly skimmed milk with added sugar and is sold mainly for tea and coffee. The same evaporator and spray dryer can make all three.
Which machines are needed for a milk powder plant?
The core line is a milk reception and chilling section, a cream separator, a pasteuriser and a multiple-effect falling film evaporator. After that come a spray dryer with a fluid bed for cooling, a boiler for steam and a packing machine. Most plants also need an effluent treatment plant and a quality control laboratory for fat, moisture, solubility and microbial tests.
Is a milk powder business profitable?
In our illustrative sample, a 2,300 kg per day unit earns a 31% return on investment in Year 3. It breaks even at about 37% of capacity and pays back in about 2.8 years. Real profit depends on the milk buying price through the year, the price received for the fat, fuel cost and powder prices after the flush season.
Which FSSAI licence does a milk powder plant need?
A dairy unit handling 501 to 50,000 litres of milk a day, or up to 2,500 MT of milk solids a year, needs a state licence. Above that it needs a central licence. A plant of our sample size makes about 759 MT of powder a year at full capacity, which falls in the state licence band.
Which loan schemes can fund a milk powder plant?
Milk powder units are listed under the Animal Husbandry Infrastructure Development Fund, which offers a 3% interest subvention and loans up to 90% of project cost through scheduled banks. Micro and small units can also get collateral-free cover up to ₹10 crore under CGTMSE. Check with your bank that the scheme is open before you apply.
Is the sample report free and can I use it for a loan?
The sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, milk shed and loan scheme.
