What is a lithium ion battery project report?
A lithium ion battery project report is a detailed project report (DPR) for a unit that grades lithium ion cells and assembles them into tested battery packs. It sets out the process, machinery, cells, battery management system (BMS) and other inputs, approvals, project cost, means of finance, five-year projections, DSCR and break-even that a lender needs.
Entrepreneurs use it to size the unit and apply for a term loan or PMEGP; banks use it to judge whether the unit can repay.
Also known as: lithium ion battery business plan, project report on lithium ion battery, lithium battery pack assembly project report, Li-ion battery DPR.
What a bank checks in a lithium ion battery project report
A pack assembly unit buys expensive cells and sells on credit, so lenders look hard at cost and cash. These four values come from our sample report, with the reason each one matters.
The BMS and casing make up the rest. A small move in cell prices changes profit more than labour or power, so the report should test a cell price rise.
Pack makers add value through grading, welding and testing, not through cheap inputs. A report that shows a much lower share is likely using an optimistic selling price.
Vehicle makers and integrators pay on terms. In the sample, money owed by buyers is the largest current asset, ahead of cell stock, and it sets the cash credit limit.
The debt service coverage ratio (cash available for repayment divided by instalments due) dips when full instalments start. Banks look at the lowest year as well as the 1.90 average.
Values are the assumptions and results of our illustrative sample. Your report uses figures for your pack type, suppliers and buyers.

Lithium ion battery manufacturing process for pack assembly
A pack unit does not make cells. It turns bought cells into a matched, protected and tested pack, and most quality problems start at the first two steps.
- Incoming cell inspection
Each cell is checked for open-circuit voltage and internal resistance, and a sample from every lot is capacity tested.
- Grading and matching
Cells are sorted into groups with close capacity and resistance, because one weak cell limits the whole series string.
- Pack layout
Cells go into holders or a frame in the series and parallel layout that gives the voltage and capacity the buyer specified.
- Spot welding
Nickel strips or busbars are welded to the cell terminals, with weld strength checked on test pieces at every shift.
- BMS fitting
The battery management system is wired to each series group so it can balance cells and cut off on over-charge, deep discharge, short circuit or high temperature.
- Enclosure and insulation
The pack is insulated, fixed in its casing and fitted with connectors, with thermal pads or foam where the design needs them.
- Charge-discharge testing
Every finished pack is charged, discharged and checked for capacity, voltage balance and BMS response before labelling and packing.
Cells, BMS and other inputs
Most Indian pack makers use LFP (lithium iron phosphate) cells for e-rickshaw and solar storage packs. NMC (nickel manganese cobalt) cells are used where weight matters, as in two-wheelers. Cells are largely imported, so the report should allow for import lead time and price swings.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Lithium ion cells | 80% | 666.99 |
| BMS boards | 12% | 100.05 |
| Casing and wiring | 8% | 66.70 |
| Total | 100% | 833.74 |
The sample holds 45 days of raw material stock. Packing material is costed separately.
Machinery for a lithium battery pack unit
Spot welding and charge-discharge testing together take half the machinery budget in the sample, because weld quality and pack testing decide warranty claims later.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Cell sorting machine | Measures voltage and resistance and groups cells | 38.73 |
| Spot welding machine | Welds nickel strips to cell terminals | 48.41 |
| BMS testing | Checks BMS cut-offs and balancing before fitting | 38.73 |
| Charge discharge testers | Cycle each finished pack to confirm capacity | 48.41 |
| Packing | Labelling, sealing and packing of finished packs | 19.36 |
| Total plant and machinery | 193.64 | |

BIS, AIS-156 and other approvals for a lithium battery unit
Approvals depend on what the pack goes into. These are the main ones as of October 2026; confirm each for your product and state.
| Business and tax | Udyam (MSME) and GST registration. Batteries under heading 8507 attract 18% GST from 22 September 2025. |
|---|---|
| BIS registration | Portable sealed lithium cells and batteries are registered under IS 16046 (Part 2) in the Compulsory Registration Scheme. BIS has added a rated capacity test under IS 16047 (Part 3) that every licence must report by 30 April 2027. |
| EV traction packs | Packs for electric two- and three-wheelers must meet the battery (REESS) safety part of AIS-156, so expect vehicle makers to ask for test evidence. |
| Battery EPR | If you sell packs under your own brand you are a producer under the Battery Waste Management Rules, 2022. Register on the CPCB centralised portal in Form 1(A) and meet extended producer responsibility (EPR) targets. |
| Pollution board | Consent to establish and operate, or a white category intimation where your state allows it. Battery pack assembly is not named as such in Maharashtra's June 2025 white list, so ask your State Pollution Control Board. |
| Fire safety | Fire NOC where required. Cell stores and charge-discharge rooms need separation, detection and suitable extinguishers. |

Mistakes that weaken a lithium ion battery project report
- Pricing cells on one quotation
Cells are most of the raw material cost and their price moves with lithium and freight. Without a price sensitivity, profit and DSCR look safer than they are.
- No allowance for graded-out cells
Some cells in every lot fall outside the matching band. Treating all purchased cells as usable overstates output and understates cost.
- Leaving out certification cost and time
BIS registration and AIS-156 test evidence come before the first vehicle maker order. The report should cost them and allow for the delay in sales.
- Sizing working capital on stock alone
In the sample, money owed by buyers is ₹140.34 lakh in Year 1, more than the ₹88.11 lakh of raw material stock. Ignoring buyer credit leaves the cash credit limit too small.
- No warranty provision
Packs are sold with a warranty, and returns cost cells, labour and freight. A report with no provision for claims shows profit the unit may not keep.

Lithium Ion Battery project report: frequently asked questions
What is the lithium ion battery manufacturing plant cost in India?
A small pack assembly unit in a rented shed needs roughly ₹30–75 lakh, a mid-size unit with its own test lab about ₹1.5–3 crore, and a larger unit more. Our sample report models a 34 battery packs per day unit at ₹447 lakh. These are indicative figures; a project report for your capacity and pack type gives the real number.
Do I need to make lithium cells to start a battery business?
No. Most small and mid-size Indian units buy finished LFP or NMC cells and add value by grading, welding, fitting the BMS and testing the pack. Cell making needs electrode coating, drying rooms and formation lines, which is a far larger investment. The sample report models pack assembly from bought cells.
Which approvals does a lithium battery pack unit need?
Beyond Udyam, GST, pollution consent and fire safety, portable lithium cells and batteries need BIS registration under IS 16046 (Part 2). Packs for electric two- and three-wheelers must meet the battery safety part of AIS-156. If you sell packs under your own brand, you register as a producer under the Battery Waste Management Rules, 2022 and meet EPR targets.
Is lithium ion battery pack assembly profitable?
In our illustrative sample, a 34 packs per day unit earns ₹107 lakh net profit on ₹1,328 lakh sales in Year 3. Return on investment is 24% and break-even is at 42% of capacity. Real margins depend on cell buying prices, rejection at grading, warranty returns and how long buyers take to pay.
Can I get a PMEGP or Mudra loan for lithium battery assembly?
Yes, if the project fits the scheme. PMEGP covers manufacturing projects up to ₹50 lakh with a 15–35% margin-money subsidy, which suits a small assembly unit. Mudra Tarun Plus lends ₹10–20 lakh. Larger units usually take an MSME term loan, often with CGTMSE guarantee cover. Each lender asks for a project report with projections and DSCR.
Is the lithium ion battery project report PDF free, and can I use it for a loan?
The sample PDF is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not from a real project, so do not submit it to a bank. For a loan, NPCS prepares a report for your own capacity, pack type, location and scheme.
