What is a detergent powder project report?
A detergent powder project report is a detailed project report (DPR) for a unit that neutralises LABSA with soda ash, blends in builders and fillers, and packs washing powder in pouches. It sets out the process, machinery, raw materials, market, project cost, means of finance, five-year projections, DSCR and break-even a lender needs.
First-time entrepreneurs use it to size the unit and apply for PMEGP or a term loan; distributors adding their own brand and bank credit officers use it to test viability.
Also known as: detergent powder business plan, project report on detergent powder, washing powder project report, DPR for detergent powder plant.
What a bank checks in a detergent powder project report
A detergent powder unit sells a low-priced product in large volumes, so small errors in input cost or credit terms swing the result. These are the values used in our sample report and why a credit officer looks at each.
LABSA and soda ash prices move with crude oil and import costs. Banks compare this share with current rates and expect the report to test a price rise.
Printed laminated pouches cost more per kg on small packs. A report that ignores the 500 g and 1 kg pack mix under-states cost.
Trade receivables are the largest current asset in the sample, while suppliers allow only 20 days. That gap sets the cash credit limit.
DSCR (debt service coverage ratio) shows how many times cash earnings cover loan instalments. Year 2 is tightest because full instalments start before sales reach full capacity.
Values are the assumptions in our illustrative sample. Your report uses figures for your capacity, suppliers and market.
Detergent powder manufacturing plant cost in India
Cost depends on daily output, how much of the mixing and packing is automatic, and whether you buy land. The large tier is the unit in our sample report; the other two are indicative ranges for dry-mix units.

₹20–45 lakh
About 500–1,000 kg per day, one mixer and semi-automatic packing
- Machinery₹8–20 lakh
- Shed fit-out (rented)₹4–10 lakh
- Working capital margin₹5–12 lakh
Fits PMEGP, subject to the ₹50 lakh limit
Mid-size unit
₹1–2 crore
About 2,000–5,000 kg per day, two shifts
- Machinery₹45–90 lakh
- Land and building₹30–70 lakh
- Working capital margin₹10–20 lakh
MSME term loan, often with CGTMSE cover
Large unit
₹302 lakh
9,000 kg per day, 27,00,000 kg per year
- Plant and machinery₹149 lakh
- Land and building₹94 lakh

Detergent powder manufacturing process
Most small and mid-size units use the dry neutralisation route: LABSA reacts with soda ash inside the mixer, so no slurry, spray tower or effluent plant is needed. The sample report follows this route.
- Testing inputs
Each LABSA lot is checked for active acid content and each soda ash lot for purity, because both decide the active matter of the final powder.
- Sieving dry materials
Soda ash, sodium sulphate and filler are sieved to break lumps so the acid spreads evenly.
- Dry neutralisation
LABSA is added slowly to the soda ash in a ribbon blender; it reacts to form the active detergent, giving off heat and carbon dioxide.
- Blending additives
Fillers, CMC (an anti-redeposition agent), optical brightener and builders are mixed in to the grade's formula.
- Curing and cooling
The powder rests for a few hours so neutralisation completes and the mass cools, which prevents caking in the pack.
- Sifting and perfuming
A vibro sifter gives an even grain; colour speckles and perfume are then added in a final mix.
- Packing and checks
Pouches are filled and sealed on a packing machine, weighed against the declared quantity and coded with batch and price details.
Raw materials for detergent powder
Soda ash is the largest raw material cost in the sample, ahead of LABSA. LABSA is bought in drums or tankers from sulphonation plants. Its price can change sharply within a few months, so units hold about a month of stock and buy from two sources.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Soda ash | 35% | 140.05 |
| LABSA (acid slurry) | 30% | 120.04 |
| Fillers | 25% | 100.03 |
| Perfume and colour | 10% | 40.01 |
| Total | 100% | 400.13 |
Shares are of raw material cost, not of the formula by weight. Packing pouches are costed separately at 7.5% of sales.
Market for detergent powder in India
Powder is the laundry format most Indian households use, and much of it is sold in economy and mid-price packs through kirana stores in small towns and villages. National brands dominate city shelves, so new units grow through a regional brand priced below them or by packing for others.
Front-load washing machines need low-foam powder, a separate grade with tighter control of foam and active matter. Most small units start with hand-wash and top-load grades.
- FMCG distributors and wholesalers in district towns
- Kirana and general stores in towns and villages
- Commercial laundries and dhobi clusters buying in bulk bags
- Hotels, hospitals and hostels washing linen in bulk
- Retail chains and distributors buying under private label
Where a new unit wins: distributors push the brand that pays them a steady margin and runs regular schemes. A plant within a day's truck run of its distributors saves freight and can restock faster than distant brands.
Licences and standards for a detergent powder unit
As of October 2026, these are the approvals that apply to a dry-mix detergent powder unit. Rules vary by state, so confirm each with the local office.
| Business registration and GST | Udyam and GST registration. Detergents fall under HSN 3402 at 18% GST; toilet soap bars moved to 5% in September 2025, but detergent powder did not |
|---|---|
| Pollution board consent | Consent to establish and operate from the State Pollution Control Board. CPCB's January 2025 list puts formulation-only detergent units in the Green category; units with wastewater are Orange or Red |
| Product standard | IS 4955:2020 for household laundry detergent powder sets three grades, with minimum active matter of 19%, 16% and 10%. BIS certification is voluntary |
| Legal Metrology | Registration as a manufacturer or packer under the Packaged Commodities Rules, 2011, and the declarations those rules require on every retail pack |
| Plastic packaging EPR | Brand owners selling in plastic pouches have obligations under the Plastic Waste Management Rules through CPCB's EPR portal; micro and small enterprises have exemptions, so check your status |
| Factory and fire | Factory licence where worker and power thresholds apply, and a fire NOC where the state requires one |

Mistakes that weaken a detergent powder project report
- Pricing sales at MRP
Retailer and distributor margins and trade schemes sit between MRP and ex-factory price. Sales must be taken at ex-factory rates, before GST.
- One LABSA price for five years
LABSA is a derivative of crude oil and its price swings. Without a sensitivity test, a price rise can wipe out the margin the report shows.
- Claiming premium quality from a filler-heavy formula
Active matter decides the IS 4955 grade. A report that prices a Grade 3 formula like a Grade 1 powder overstates revenue.
- No allowance for weight loss and under-filling
Moisture loss and dust reduce saleable output, and short-weight packs attract Legal Metrology action. Allow for both in yield and quality checks.
- Leaving out launch spending
A new brand needs distributor schemes, retailer display and point-of-sale material. In the sample, selling costs are 6.1% of sales.

Detergent Powder project report: frequently asked questions
How much does it cost to set up a detergent powder manufacturing plant in India?
A small dry-mix unit making 500–1,000 kg per day needs roughly ₹20–45 lakh, and a 2,000–5,000 kg per day unit about ₹1–2 crore. Our sample report models a 9,000 kg per day plant at ₹301.91 lakh, including land, building and working capital margin. These ranges are indicative; your report prices your own capacity, site and machinery.
What raw materials are used to make detergent powder?
LABSA (linear alkyl benzene sulphonic acid) is the active ingredient, and soda ash neutralises it and adds washing alkalinity. Sodium sulphate, calcite or dolomite act as fillers, with CMC, optical brightener, colour speckles and perfume in small amounts. In our sample, soda ash is 35% of raw material cost and LABSA 30%.
Which machines are needed for detergent powder making?
A dry-mix unit needs a ribbon blender or similar mixer for neutralisation and blending, and a vibro sifter. Add conveyors, a dust collector, weighing scales and a pouch packing machine. In our sample the packing machine is the largest item at ₹52.11 lakh, followed by the mixer at ₹44.66 lakh, out of ₹148.88 lakh.
Is detergent powder manufacturing profitable?
It can be, if the brand moves through distributors at a sustainable price. Our illustrative sample earns a 27% return on investment in Year 3, breaks even at 38% of capacity and pays back in about 3.1 years. Real margins depend on LABSA and soda ash buying, pack sizes, distributor schemes and how quickly dealers pay.
Which licences are needed to start a detergent powder business?
You need Udyam and GST registration; detergents under HSN 3402 carry 18% GST. Add consent from the State Pollution Control Board, Legal Metrology registration as a packer, and EPR compliance for plastic packs where it applies. BIS certification to IS 4955:2020 is voluntary. Factory licence and fire NOC depend on workforce size and state rules.
Can I get a PMEGP loan for a detergent powder unit?
Yes, if the project cost stays within the PMEGP limit of ₹50 lakh for manufacturing. A small dry-mix unit usually fits. The margin-money subsidy is 15–35% of project cost depending on category and location, and general category applicants put in 10%. Larger units take an MSME term loan, often with CGTMSE cover.
Detergent powder ka business kaise shuru kare?
Start by choosing a grade and price band, then a pack range such as 500 g and 1 kg pouches. Rent a shed, buy a mixer, sifter and packing machine, and register for Udyam, GST and Legal Metrology. Get pollution board consent, prepare a project report for the loan, and line up distributors before the first batch.
Is the detergent powder project report PDF free, and can I use it for a loan?
The sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, location and loan scheme.
