What is a chlorinated polyvinyl chloride project report?
A chlorinated polyvinyl chloride project report is a detailed project report (DPR) for a plant that chlorinates PVC resin into CPVC, the heat-resistant polymer used in hot water pipes. It covers the process, machinery, raw materials, market, project cost, means of finance, five-year projections, DSCR and break-even that a bank checks before funding.
Entrepreneurs and pipe makers use it to size a CPVC resin unit and apply for a term loan; lenders use it to judge whether the plant can repay.
Also known as: CPVC project report, CPVC resin plant project report, chlorinated PVC project report, project report on chlorinated polyvinyl chloride, chlorinated polyvinyl chloride business plan.
What a bank checks in a CPVC resin project
A credit officer reads a CPVC report for one thing first: whether the spread between PVC resin and CPVC holds up. These four values come from our sample report, with the reason each one matters.
CPVC sells well above the PVC it is made from, so this share is lower than for most resins. A report showing far less has usually priced CPVC too high.
PVC suspension resin prices move with the petrochemical cycle and import policy. The report should test a 10% rise in PVC with the CPVC price held flat.
DSCR (debt service coverage ratio) is cash available for the loan divided by the instalments due. Year 2 is tightest because full principal repayment starts.
Pipe makers and compounders expect credit. With 30 days of PVC stock it sets the cash credit limit, ₹104.52 lakh in the sample.
Values are the assumptions in our illustrative sample. Your report uses figures for your capacity, suppliers and buyers.
Chlorinated polyvinyl chloride manufacturing plant cost and economics
The sample report models a 3.1 MT per day unit, or 1,023 MT per year over 330 working days. It starts at 60% of capacity and reaches 80% in Year 5, selling resin at ₹1,52,000 per MT before GST.

Chlorinated polyvinyl chloride manufacturing process
Most CPVC is made by chlorinating PVC powder suspended in water. Chlorine replaces part of the hydrogen in the polymer chain, which lifts the chlorine content from about 57% in PVC to 63–69% in commercial CPVC.
- Slurry preparation
PVC suspension resin is stirred into demineralised water at about 20–35% solids, so every grain is wetted before chlorine goes in.
- Chlorination
Chlorine gas is fed into glass-lined reactors while UV lamps or heat split it into radicals that attack the polymer; the reaction gives off heat, so cooling is controlled closely.
- End-point control
Samples are checked for chlorine content and the batch is stopped at the grade the buyer has approved, since a small drift in chlorine content changes how the resin processes.
- Acid separation
The slurry is degassed and centrifuged; the liquor is dilute hydrochloric acid, which goes to recovery or neutralisation.
- Neutralising and washing
Wet resin is treated with dilute caustic or sodium hypochlorite and washed until residual acid is very low, because trapped acid causes discolouration in the buyer's extruder.
- Drying
A fluid bed dryer takes the resin below 0.1% moisture.
- Sieving and packing
The powder is sieved, blended into uniform lots, tested for chlorine content and heat stability, and packed in 25 kg bags or jumbo bags.
CPVC resin or CPVC compound: which unit to set up?
Pipe makers do not extrude raw CPVC resin. They buy compound, which is resin melt-mixed with stabilisers, impact modifiers, lubricants and pigment. You can make either, and the choice changes the plant completely.
| Main input | Resin unit: PVC suspension resin and chlorine. Compound unit: CPVC resin plus additives. |
|---|---|
| Key equipment | Resin: chlorination reactors, centrifuges, dryer, HCl scrubber. Compound: high-speed mixer, twin-screw compounding extruder, pelletiser. |
| Hazards to manage | Resin: chlorine gas and hydrochloric acid. Compound: dust and heat, with no chlorine on site. |
| Buyers | Resin: compounders and integrated pipe makers. Compound: pipe and fittings makers who do not compound in-house. |
| Approvals | A resin unit takes longer, because pollution consent and chlorine storage need more scrutiny. |
This page and our sample cover a resin unit. If you want a compounding unit, NPCS prepares the report on that basis instead.
Raw materials for CPVC resin
The PVC grade matters as much as its price: porous suspension grades take up chlorine evenly, while dense grains chlorinate on the surface and leave a weak core. In theory, one tonne of CPVC at 67% chlorine needs about 0.78 tonne of PVC and 0.46 tonne of chlorine, and gives off about 0.24 tonne of hydrogen chloride.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| PVC suspension resin | 78% | 414.55 |
| Liquid chlorine | 12% | 63.77 |
| Caustic soda and sodium hypochlorite | 6% | 31.89 |
| Heat stabilisers and process additives | 4% | 21.26 |
| Total | 100% | 531.47 |
Machinery for a CPVC resin plant
The chlorination reactors are the largest item, about a third of the machinery cost in the sample. Everything that touches wet chlorine or acid has to be glass-lined, rubber-lined or made of acid-resistant plastic.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Glass-lined chlorination reactors with UV lamps | Chlorinate the PVC slurry | 96.01 |
| Chlorine tonner handling, evaporator and metering | Turns liquid chlorine to gas at a set rate | 28.24 |
| Slurry preparation tanks with agitators | Disperse PVC in water | 22.59 |
| Centrifuges and resin washing system | Separate acid and wash the resin | 33.89 |
| Fluid bed dryer | Dries resin below 0.1% moisture | 39.53 |
| HCl absorption and caustic scrubber | Captures acid gas and stray chlorine | 33.89 |
| Sieving, blending and bagging unit | Makes uniform lots and packs them | 16.94 |
| Quality control laboratory | Tests chlorine content and heat stability | 11.29 |
| Total plant and machinery | 282.38 | |

Who buys CPVC resin in India?
Demand follows hot and cold water plumbing. CPVC pipes replaced galvanised iron and copper in many homes, hotels, hospitals and offices because they do not corrode and are joined with solvent cement. India still imports a large part of the CPVC it uses, although domestic resin capacity in Gujarat has grown since 2023.
- CPVC pipe and fittings manufacturers
- CPVC compounders
- Fire sprinkler pipe makers
- Industrial piping and tank fabricators
- Polymer traders and distributors
Approval comes before volume: a pipe maker trials a new resin in its own compound and runs pipe tests to IS 15778 before placing regular orders. Plan for several months of trial lots in Year 1.
Licences and safety approvals for a CPVC unit
| Business registration | Udyam (MSME) registration and GST registration |
|---|---|
| Pollution board consent | Consent to establish and operate from the State Pollution Control Board. CPCB's January 2025 classification puts chlorine and its compounds in the Red category; confirm the entry the board applies to your unit |
| Hazardous chemicals | Chlorine is listed under the MSIHC Rules, 1989 with thresholds of 10 and 25 tonnes; above them, site notification, emergency plans and a safety report apply |
| Chlorine tonners | Check storage licensing for tonners with PESO under the Gas Cylinders Rules, 2016 |
| Factory licence and fire NOC | Under the Factories Act and the state fire service; rules vary by state |
| Product standard | Buyers make CPVC pipes to IS 15778 and test your resin in their compound before approving it |
Mistakes that weaken a chlorinated polyvinyl chloride project report
- Taking one tonne of PVC for one tonne of CPVC
Chlorine adds weight, so output per tonne of PVC is higher than 1:1; getting the yield wrong distorts both raw material cost and sales volume.
- No plan for the hydrochloric acid
Every tonne of CPVC gives off acid. The report needs a buyer for dilute acid or the cost of neutralising it, plus the scrubber.
- Assuming a steady chlorine supply
Tonner chlorine comes from chlor-alkali plants, and freight and availability vary by region. Distance from the nearest plant should be in the site choice.
- Selling from month one at full price
Buyers approve a resin only after trials, so early sales are slower and lots may be sold at a discount.
- Under-budgeting corrosion-resistant equipment
Carbon steel fails quickly around wet chlorine and acid; lined vessels, pipes and pumps cost more and must be in the machinery list.

Chlorinated Polyvinyl Chloride project report: frequently asked questions
What is the chlorinated polyvinyl chloride manufacturing plant cost in India?
Our sample report models a 3.1 MT per day CPVC resin unit at ₹627 lakh, including ₹282 lakh of plant and machinery and ₹34.84 lakh of working capital margin. A plant of 15–20 MT per day needs an indicative ₹12–20 crore. The real figure depends on reactor capacity, how chlorine reaches the site, land cost and the scrubbing and effluent system the pollution board asks for.
What raw materials are used to make CPVC?
CPVC is made from PVC suspension resin and chlorine, with caustic soda or sodium hypochlorite to neutralise the acid and small amounts of heat stabilisers. In our sample report PVC resin is 78% of raw material cost and chlorine 12%. In theory one tonne of CPVC at 67% chlorine uses about 0.78 tonne of PVC and 0.46 tonne of chlorine.
What is the difference between CPVC and PVC?
CPVC is PVC that has been chlorinated further, lifting its chlorine content from about 57% to between 63% and 69%. The extra chlorine raises the temperature the plastic can stand, so CPVC pipes carry hot water up to about 93°C, while ordinary PVC pipes are limited to about 60°C. CPVC is also harder to process, so pipe makers buy it as a ready compound.
Is CPVC resin manufacturing profitable?
In our illustrative sample, a 3.1 MT per day unit earns a net profit of ₹178.50 lakh on sales of ₹1,088.47 lakh in Year 3, with break-even at about 32% of capacity and an average DSCR of 2.15. Actual profit depends mostly on the gap between the PVC resin price and the CPVC price buyers accept, and on chlorine supply.
Which bank loans suit a CPVC resin unit?
Most CPVC units are funded with an MSME term loan for the plant and a cash credit limit for working capital. Eligible micro and small enterprises can get collateral-free cover under CGTMSE, whose ceiling is ₹10 crore as of October 2026. The lender will ask for a project report with projections, DSCR, break-even and the chlorine safety plan.
Is the chlorinated polyvinyl chloride project report PDF free, and can I use it for a loan?
The sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report; its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, location and lender.
