What is a potassium permanganate project report?
A potassium permanganate project report is a detailed project report (DPR) for a plant that roasts manganese dioxide ore with potassium hydroxide and converts the green manganate to purple permanganate by electrolysis. It covers process, machinery, raw materials, approvals, project cost, means of finance, five-year projections, DSCR and break-even.
Chemical entrepreneurs, alkali and manganese businesses adding a product, and exporters use it to size the plant and raise finance; banks use it to test whether the plant can repay.
Also known as: KMnO4 plant project report, project report on potassium permanganate, potassium permanganate business plan, potassium permanganate feasibility study, DPR for potassium permanganate manufacturing.
Potassium permanganate manufacturing plant cost in India
Our sample report models a 3.4 metric tonnes per day plant running 330 days a year, which gives 1,122 MT per year at full capacity. Output starts at 60% of capacity and reaches 80% in Year 5, sold at ₹2,05,000 per MT before GST.
Plant and machinery is about half of the project cost. The rest is land, a corrosion-resistant building, electrification and the margin for working capital, where 45 days of credit to buyers is the largest item.

Potassium permanganate manufacturing process
Commercial potassium permanganate is usually made in two chemical stages. Manganese dioxide is first oxidised to potassium manganate in hot alkali, and the manganate is then oxidised to permanganate in electrolytic cells.
- Ore preparation
Pyrolusite ore is dried, crushed and ball-milled to a fine powder, because coarse particles react slowly and leave unconverted manganese in the residue.
- Oxidative fusion
The ore is mixed with concentrated potassium hydroxide and roasted in air, so that 2MnO2 + 4KOH + O2 gives green potassium manganate (K2MnO4) and water.
- Leaching and filtration
The cooled melt is dissolved in dilute potassium hydroxide, and the insoluble ore residue is settled and filtered off before it can foul the cells.
- Electrolytic oxidation
The manganate solution passes through electrolytic cells, where it is oxidised to purple permanganate at the anode while hydrogen gas is released at the cathode.
- Crystallisation and liquor recycle
Cooling the cell liquor makes permanganate crystallise out, and the mother liquor, now rich in regenerated potassium hydroxide, is concentrated and sent back to fusion.
- Drying, sieving and packing
Crystals are centrifuged, dried at a controlled temperature, sieved to grade and packed in lined steel drums away from organic materials.
Which process route suits a new plant?
The choice of route sets how much potassium hydroxide you hold in circulation, how much power you buy and which ore grade you need. A project report should state the route and its consumption norms clearly.
| Roasting (solid phase) | Ore and potassium hydroxide are roasted together in a kiln or furnace; simpler equipment, but conversion depends on mixing and ore quality |
|---|---|
| Liquid-phase oxidation | Ore is oxidised in a concentrated potassium hydroxide melt with air; better conversion, but it needs a large alkali excess and corrosion-resistant vessels |
| Electrolytic oxidation | The usual way to turn manganate into permanganate; it regenerates potassium hydroxide and gives hydrogen as a by-product |
| Chemical oxidation | Chlorine or ozone oxidises the manganate instead of electrolysis; it avoids rectifiers but adds chemical cost and by-products |
| Acid disproportionation | Acidifying manganate gives permanganate plus manganese dioxide; used in laboratories, wasteful at plant scale |
Why recycling decides the economics: electrolysis returns part of the potassium hydroxide to the liquor. A plant that concentrates and reuses this liquor well buys much less alkali per tonne of product.
Raw materials for potassium permanganate
By the reaction equations, one tonne of potassium permanganate needs about 0.55 tonne of pure manganese dioxide. An ore with lower MnO2 content needs proportionally more ore and leaves more residue. Potassium hydroxide flakes or lye are the largest cost, as the table shows.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Manganese dioxide ore (pyrolusite) | 30% | 253.19 |
| Potassium hydroxide flakes | 62% | 523.26 |
| Process chemicals and filter aids | 8% | 67.52 |
| Total | 100% | 843.97 |
Raw materials are 52.4% of sales in the sample. Ore prices vary with MnO2 content and source; test both inputs in the sensitivity analysis.
Machinery for a potassium permanganate plant
The electrolytic cells and their rectifier are the most expensive item in the sample, followed by the fusion furnace. Wetted parts in fusion, leaching and the cells handle hot, strong alkali, so the material of construction matters as much as capacity.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Ore crusher and ball mill | Grinds ore to a fine, even powder | 41.25 |
| Fusion and oxidation roasting furnace | Converts ore and alkali to manganate | 90.74 |
| Leaching and settling tanks | Dissolve the melt and separate residue | 41.25 |
| Electrolytic cells with rectifier | Oxidise manganate to permanganate on DC power | 107.24 |
| Crystallisers and centrifuge | Recover crystals from the cell liquor | 49.49 |
| Dryer and sieving unit | Dry and grade the crystals | 33.00 |
| KOH recovery evaporator | Concentrates mother liquor for reuse | 28.87 |
| Laboratory and packing equipment | Assay, batch testing and drum filling | 20.62 |
| Total plant and machinery | 412.46 | |

Licences, standards and narcotics controls
Potassium permanganate carries one approval most chemicals do not: it is a precursor chemical, so every cross-border shipment is controlled. Plan this paperwork into your sales cycle from the start.
| Precursor control (NDPS) | Listed under the NDPS (Regulation of Controlled Substances) Order 2013 for export and import; each consignment needs a No Objection Certificate from the Narcotics Commissioner, and exports go through pre-export notification |
|---|---|
| International status | Table I of the 1988 UN Convention against illicit traffic in narcotic drugs, so importing countries also check each shipment |
| Product standard | IS 333:2023, the BIS specification for potassium permanganate; listed under voluntary certification as of October 2026, with the first licence under it granted in August 2025 |
| Pollution board consent | Consent to establish and operate from the State Pollution Control Board; basic chemicals and electrochemicals are a Red category sector in the CPCB list |
| Business and factory | Udyam and GST registration, factory licence and fire NOC as your state requires |
| Storage and handling | A strong oxidiser: store dry, away from fuels, solvents and organic materials, with spill and fire procedures in the factory safety plan |
Rules and categories change. Confirm current requirements with the Central Bureau of Narcotics, BIS and your State Pollution Control Board.
Market for potassium permanganate
Water treatment is the largest use. Plants dose permanganate to remove iron, manganese, taste and odour and to control algae before filtration. Pharmaceutical, fine-chemical and aquaculture buyers take smaller lots, often in higher grades.
India is one of the world's leading exporters of potassium permanganate. A new plant therefore competes with established export suppliers on grade, crystal size and delivery as much as on price.
- Drinking water and wastewater treatment plants and contractors
- Pharmaceutical and fine-chemical manufacturers using it as an oxidant
- Aquaculture and fish farm input suppliers
- Metal finishing, mining and hydrometallurgy units
- Chemical traders and exporters
Plan export lead time: because each export consignment needs its own No Objection Certificate, factor the approval time into delivery promises and working capital.
Mistakes that weaken a potassium permanganate project report
- Under-stating power for electrolysis
Each tonne needs several hundred kWh of DC power in theory, before rectifier and cell losses. Use your actual tariff and measured cell voltage, not a generic power share.
- Assuming full alkali recovery
Only part of the potassium hydroxide is regenerated, and some is lost to residue and carbonate. Over-stating recovery makes raw material cost look far too low.
- Costing ore by weight, not MnO2 content
Lower-grade ore needs more tonnes, more alkali and more residue disposal. State the ore assay the projections are based on.
- No plan for leach residue
The insoluble residue from leaching is a regular solid waste. A Red category consent needs a disposal route, and its cost belongs in the report.
- Pricing all output at one grade
Technical, pure and analytical grades sell at very different prices. Base revenue on the grade mix your buyers will actually take.

Potassium Permanganate project report: frequently asked questions
What is the cost of a potassium permanganate manufacturing plant in India?
Our sample report models a 3.4 MT per day plant at a total project cost of ₹816 lakh, of which plant and machinery is ₹412 lakh. Larger export-oriented plants cost several times more. Treat these as illustrative figures; your project report works out the cost for your capacity, ore source, power tariff and location.
What raw materials are used to make potassium permanganate?
The two main inputs are manganese dioxide ore, usually pyrolusite, and potassium hydroxide. In our sample report potassium hydroxide is 62% of raw material cost and the ore is 30%, with process chemicals and filter aids making up the rest. Air or oxygen is the oxidant in the fusion step, and power drives the electrolysis.
Is potassium permanganate manufacturing profitable?
In our illustrative sample, a 3.4 MT per day plant earns a 22% return on investment in Year 3 and breaks even at 38% of capacity. It pays back in about 3.5 years, with an average DSCR of 1.84. Real results depend on potassium hydroxide recovery, ore grade, the power tariff for electrolysis and the grade mix you sell.
Is potassium permanganate a controlled substance in India?
Yes. It is listed under the NDPS (Regulation of Controlled Substances) Order 2013 for export and import. Each export or import consignment needs a No Objection Certificate from the Narcotics Commissioner, Central Bureau of Narcotics, and exports go through pre-export notification. It is also in Table I of the 1988 UN Convention on precursor chemicals.
Which BIS standard applies to potassium permanganate?
IS 333:2023, the third revision of the BIS specification for potassium permanganate, is the Indian quality reference. As of October 2026 the BIS standards portal lists it under voluntary certification, so a BIS licence is not compulsory. Buyers still often specify a grade, and the standard sets the limits for each.
Which pollution category does a potassium permanganate plant fall under?
Potassium permanganate is not named separately in the CPCB list, but basic chemicals and electrochemicals manufacturing is a Red category sector. Expect to need consent to establish and consent to operate from the State Pollution Control Board, with plans for the manganese residue from leaching. Confirm the category with your state board before you buy land.
Is the sample report free and can I use it for a bank loan?
The sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, location and lender.
