What is a bleaching powder project report?
A bleaching powder project report is a detailed project report (DPR) for a plant that chlorinates dry hydrated lime to make bleaching powder, also called chlorinated lime. It sets out the process, chlorine handling, machinery, raw materials, licences, project cost, means of finance, five-year projections, DSCR and break-even that a lender needs before funding.
Entrepreneurs, chemical traders and chlor-alkali producers use it to size the plant and raise a term loan; lenders use it to judge repayment.
Also known as: bleaching powder business plan, project report on bleaching powder, stable bleaching powder DPR, chlorinated lime plant report.

Bleaching powder manufacturing process
Bleaching powder is made by passing chlorine gas over dry slaked lime until the lime has absorbed enough chlorine. The chemistry is simple; the skill lies in controlling moisture, temperature and chlorine leaks.
- Slaking
Quicklime is slaked with a measured quantity of water to give dry hydrated lime, since excess moisture lowers the strength and shelf life of the product.
- Sieving
The hydrated lime is screened to a uniform fine powder so that chlorine reaches every particle evenly in the chambers.
- Chlorination
Chlorine from tonners is vaporised and passed over the lime in chlorination chambers, with temperature held down because the reaction gives off heat.
- Scrubbing
Unreacted chlorine is drawn through an alkali scrubber before any air is vented, protecting workers and neighbours.
- Blending and stabilising
The batch is blended, and stabilising additives are mixed in where a stable grade is made, to reach the target available chlorine.
- Testing and packing
Each batch is tested for available chlorine and packed in moisture-proof HDPE bags, then stored in a cool, dry and ventilated godown.
Ordinary or stable bleaching powder: which grade should you make?
Water boards and health departments buy stable bleaching powder made to IS 1065, while many industrial users take ordinary grades. The grade you target decides your stabilising step, your laboratory and the buyers you can reach.
| Indian Standards | IS 1065 (Part 1):2019 covers stable bleaching powder for household and industrial use; IS 1065 (Part 2):2019 covers treatment of drinking water |
|---|---|
| Available chlorine, drinking water grade | Minimum 34% by mass for Type 1 and 32% for Type 2 |
| Stability | Chlorine loss limited to 1/15 of the initial value for Type 1 and 1/11 for Type 2 |
| Other tested properties | Moisture, particle size and heavy metals including lead, arsenic, manganese and mercury |
| What a stable grade adds to the plant | A stabilising step, tighter control of lime quality and moisture, and an in-house lab for available chlorine |
| Typical buyers by grade | Stable ISI-marked grades go to water supply and health departments; ordinary grades go to textile, paper and cleaning users |
Requirements summarised from BIS documents checked in October 2026. Buy the current standard before you design the product.
Raw materials for bleaching powder
Chlorine is the cost that decides profit. Most standalone plants buy liquid chlorine in tonners from chlor-alkali producers, so the distance to the supplier sets the delivered price. Quicklime must be high in calcium oxide and low in iron and manganese, which speed up chlorine loss in storage.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Liquid chlorine | 58% | 174.68 |
| Quicklime | 38% | 114.44 |
| Stabilising additives | 4% | 12.05 |
| Total | 100% | 301.17 |
Raw materials are 53.3% of sales in Year 3 of the sample. Packing in HDPE bags is a further 3.9% of sales.
Machinery for a bleaching powder plant
The chlorination chambers are the largest item. Chlorine handling and the scrubber together cost almost as much, because a plant that cannot contain a leak will not get its approvals.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Lime slaker and hydrator | Turns quicklime into dry hydrated lime | 16.17 |
| Chlorination chambers | Hold the lime while chlorine is absorbed | 40.42 |
| Chlorine tonner handling and evaporator | Lifts tonners and vaporises liquid chlorine | 18.86 |
| Scrubber and effluent treatment | Captures unreacted chlorine and treats wash water | 18.86 |
| Ribbon blender | Mixes the batch and stabilisers evenly | 10.78 |
| Vibrating sieve and grinder | Sizes lime and finished powder | 10.78 |
| Bag filling and stitching machine | Weighs and seals HDPE bags | 8.08 |
| Material handling conveyors | Move lime and powder between stages | 10.78 |
| Total plant and machinery | 134.73 | |
Costs are the sample report's estimates for a 12 MT per day plant. Chambers and scrubbers need corrosion-resistant construction; get current quotations before you finalise.
Manpower and utilities for a bleaching powder plant
The sample plant runs with 17 people. Power and fuel cost ₹42.93 lakh in Year 3, or 7.6% of sales, covering the slaker, blowers, scrubber fans and blender. A standby DG set is included in other fixed assets so the scrubber keeps running during power cuts.
| Category | People | Monthly wage (₹) | Annual cost (₹ lakh) |
|---|---|---|---|
| Management, supervision and administration | 3 | 32,500 | 11.70 |
| Skilled workers and operators | 6 | 20,500 | 14.76 |
| Semi-skilled and unskilled workers | 8 | 13,500 | 12.96 |
| Total | 17 | 39.42 |
Operators handling chlorine need training in leak response and breathing apparatus; plan it before commissioning.
Licences and approvals for a bleaching powder plant
Chlorine storage drives most of the approvals. Settle them at the layout stage, because the tonner shed, scrubber and distances to the boundary are checked before licences are granted.
| Pollution board consent | Consent to establish and operate from the State Pollution Control Board; chlorine compounds and chlor-alkali appear in the red category on state lists such as Punjab's |
|---|---|
| Chlorine storage licence | Licence under the Gas Cylinders Rules, 2016, administered by PESO, when more than five toxic gas cylinders are held; storage needs neutralisation or scrubbing and alarms |
| Hazardous chemical rules | Under the 1989 rules, storing 10 tonnes of chlorine or more requires site notification, an on-site emergency plan and six-monthly mock drills; 25 tonnes adds a safety report and audit |
| Product certification | BIS licence (ISI mark) to IS 1065 Part 1 or Part 2 where buyers or tenders require it |
| Factory and fire | Factory licence under the Factories Act and a fire NOC, as state rules require |
| Business registration | Udyam (MSME) registration and GST registration |
Rules and thresholds checked in October 2026. Confirm current requirements with PESO, the State Pollution Control Board and the factories inspectorate.
Who buys bleaching powder in India?
Public water supply and sanitation create the steadiest demand. Municipal bodies and state health departments buy stable grades through tenders for disinfecting drinking water, drains and public places, and their purchases often rise ahead of the monsoon. Textile processors, paper mills, swimming pools and cleaning contractors add regular industrial orders.
- Municipal corporations and water supply boards
- State public health and rural water departments
- Hospitals and health departments
- Textile processing units and paper mills
- Swimming pool and institutional cleaning contractors
- Chemical traders and tender suppliers
Where a standalone plant wins: large chlor-alkali companies make bleaching powder to use their own chlorine. A smaller plant competes on freshness and delivery, supplying buyers within a short haul before the product loses strength.
Mistakes that weaken a bleaching powder project report
- Taking chlorine at the ex-works price
Tonner freight, handling and the return of empties add to the cost of chlorine, the largest raw material. Profit and DSCR come out too high without them.
- Assuming product keeps its strength
Available chlorine falls in heat and damp. A report that ignores storage loss and buyer testing on receipt overstates saleable output.
- Treating the scrubber as an extra
Leak control is a condition of the licences. Budget the scrubber, alarms and breathing sets in the project cost from the start.
- Overlooking the 10-tonne chlorine threshold
Holding 10 tonnes of chlorine, about eleven full 900 kg tonners, brings in notification and emergency planning under the hazardous chemical rules, which affects layout and timelines.
- Using trade credit days for tender buyers
Government payments can run beyond the 45 days in our sample. Test longer debtor days so the cash credit limit is not too small.

Bleaching Powder project report: frequently asked questions
What is the cost of a bleaching powder manufacturing plant in India?
A plant of 5–15 MT per day typically needs about ₹1.5–4 crore, including land, building, chlorine handling, the scrubber and working capital margin. Our sample report models a 12 MT per day plant at ₹257.71 lakh. These ranges are indicative; your project report fixes the cost for your capacity, site and chlorine source.
What raw materials are used to make bleaching powder?
Bleaching powder is made from chlorine and quicklime, which is slaked on site to dry hydrated lime. Stable grades also use small amounts of stabilising additives. In our sample report liquid chlorine is 58% of raw material cost, quicklime 38% and additives 4%. Water, caustic soda for the scrubber and HDPE bags are the other regular inputs.
How much available chlorine should bleaching powder have?
For drinking water, IS 1065 (Part 2):2019 sets at least 34% available chlorine by mass for Type 1 and 32% for Type 2. It also limits chlorine loss in storage. Tender buyers test against these values on delivery, so the plant needs its own laboratory to check every batch before dispatch.
Is a bleaching powder plant profitable?
In our illustrative sample, a 12 MT per day plant earns a 21% return on investment in Year 3. It breaks even at 42% of capacity and pays back in about 3.6 years. Real results depend on the delivered price of chlorine, lime quality, power cost and how quickly municipal and tender buyers pay.
Do I need a PESO licence to store chlorine tonners?
Usually yes. Under the Gas Cylinders Rules, 2016, possessing filled cylinders of a toxic gas such as chlorine needs a licence once you hold more than five at a time. A production plant keeps far more than that, so the storage shed, scrubber and layout are approved before the licence is granted.
Can I get a PMEGP or bank loan for a bleaching powder plant?
PMEGP covers manufacturing projects only up to ₹50 lakh, which suits very small units rather than a chlorine-based plant of this size. Most bleaching powder plants take an MSME term loan with a cash credit limit, and eligible micro and small units can seek CGTMSE guarantee cover. Lenders need a project report with projections and DSCR.
Is the sample report free and can I use it for a loan?
The sample is free to view and download as a PDF. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not from a real project, so do not submit it to a bank. For a loan, NPCS prepares a report for your own capacity, location and lender.
