What is a pet preform project report?
A PET preform project report is a detailed project report (DPR) for a unit that injection moulds bottle-grade PET resin into preforms. Preforms are the test-tube shaped blanks that are later blown into bottles and jars. It covers the process, moulds and machinery, resin cost, buyers, project cost, finance, five-year projections, DSCR and break-even.
Entrepreneurs and bottlers use it to size a preform line and apply for a term loan; banks use it to judge whether the unit can repay.
Also known as: PET preform business plan, project report on PET preform, PET preform plant DPR, PET preform manufacturing plant report.
What a bank checks in a PET preform project
A preform unit converts resin into a slightly more valuable shape, so the margin between resin cost and selling price decides everything. Lenders look hardest at these four numbers, shown here as used in our sample report.
Resin takes most of every rupee of sales. A report that shows a much lower share is assuming a resin price or selling price the market will not give.
Masterbatch is the only other input. A resin price swing therefore moves profit almost one for one, and the bank expects that sensitivity in the report.
The barrel heaters, hot runner, dryer and chiller run round the clock. Leaving out chiller and dryer load is a common reason the power bill surprises a new unit.
The debt service coverage ratio (cash available for loan payments divided by the payments) is tightest when full instalments start. Banks check this year, not only the average of 1.52.
Values are the assumptions in our illustrative sample. Your report uses figures for your capacity, resin supplier and buyers.
PET preform manufacturing plant cost in India
Cost depends mostly on the number of machines and mould cavities. A single machine can only run one neck size and weight at a time, so the mould plan drives both capacity and budget. The middle tier is the unit modelled in our sample report.

PET preform manufacturing process
Preforms are made in a single-stage injection moulding cycle of a few seconds. Most quality problems start before the resin reaches the machine, in drying.
- Resin drying
PET chips absorb moisture, so they are dried in a dehumidifying dryer at about 160–170°C for 4–6 hours, down to around 50 ppm. Wet resin breaks down in the barrel and gives weak, hazy preforms.
- Melting and injection
The screw melts the dried resin and injects it through a hot runner into every cavity of the mould at once. Melt temperature is kept as low as practical to limit acetaldehyde, which can taint the taste of water.
- In-mould cooling
Chilled water cools the preforms fast so they stay clear and amorphous. Slow cooling turns the thick neck or gate area white.
- Post-mould cooling
A robot takes the hot preforms out and holds them in cooling tubes while the next shot is moulded, which shortens the cycle.
- Inspection
Each shift checks samples for weight, neck dimensions, wall thickness and haze, and looks for moulded-in stress under a polariscope.
- Packing
Approved preforms are packed in lined cartons or octabins by neck size and weight, then sent to bottle blowing units.
Raw materials for PET preforms
Bottle-grade PET resin comes from a few large domestic producers and importers, and its price moves with crude oil and paraxylene. Water preforms usually use a lower-viscosity grade than carbonated soft drink preforms, which need a stronger, higher-viscosity grade to hold gas pressure.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Bottle-grade PET resin | 96% | 620.77 |
| Colour and UV masterbatch | 4% | 25.87 |
| Total | 100% | 646.64 |
Packing materials are a separate line in the sample report, at 2.2% of sales.
PET preform machine and moulds
The injection moulding machine and its hot runner moulds are about two thirds of the machinery budget in the sample. Each neck finish and weight needs its own mould or cavity set, so plan moulds around your buyers before you order.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Preform injection moulding machine with robotic take-out | Melts resin, moulds and removes preforms | 106.57 |
| Hot runner preform moulds | Shape the preform; one set per neck and weight | 66.61 |
| Dehumidifying resin dryer with hopper | Dries chips before moulding | 26.64 |
| Water chiller and cooling tower | Cools the mould and machine | 21.32 |
| Air compressor and air dryer | Supplies dry air to the robot and dryer | 13.32 |
| Vacuum loaders and material handling | Moves resin from bags to dryer and machine | 13.32 |
| Quality control laboratory equipment | Weight, dimension and stress checks | 10.66 |
| Granulator for rejected preforms | Grinds rejects for resale or limited reuse | 7.99 |
| Total plant and machinery | 266.43 | |

Who buys PET preforms
Most preforms go to units that blow their own bottles close to where they fill them. Packaged drinking water plants are the largest group of small buyers, and their demand rises sharply in summer. Edible oil, pharmaceutical and personal care packers buy steadier volumes in a wider range of neck sizes.
- Packaged drinking water plants
- Soft drink and juice bottlers
- Edible oil packers
- Pharmaceutical and personal care bottle makers
- Bottle blowing units serving local brands
Why preforms travel well: a carton of preforms holds many times more containers than a carton of blown bottles. A preform unit can therefore serve buyers across a region. That also means buyers can switch to a distant supplier for a small price gap, so consistent weight and neck quality matter more than location.
Licences and standards for a PET preform unit
Food and water buyers will ask for proof that your preforms meet the food-contact rules, so plan testing from the first trial run.
| Business registration | Udyam (MSME) registration and GST registration |
|---|---|
| Pollution board consent | Consent to establish and operate from the State Pollution Control Board. Some states list virgin plastic processing as Green category; confirm your state's list |
| Food-contact standard | The FSSAI Packaging Regulations, 2018 require PET in contact with food or drinking water to conform to IS 12252 |
| Migration limits | Overall migration within 60 mg/kg when tested as per IS 9845; pigments in coloured preforms must conform to IS 9833 |
| Test certificate | Food businesses must hold a certificate from an NABL-accredited laboratory for food-contact packaging, so buyers ask preform suppliers for one |
| Drinking water containers | PET containers for packaged drinking water must be colourless and transparent, with at least 85% light transmittance |
| Plastic EPR | Rigid plastic packaging is Category I under the EPR Guidelines. Check with the pollution board whether your unit must register on the CPCB EPR portal |
Mistakes that weaken a PET preform project report
- One price per kg for every preform
Light, short-neck preforms take more machine time per kg and sell at a higher rate than heavy jar preforms. Revenue should follow your actual weight mix.
- Budgeting for one mould
Water, oil and jar buyers use different necks and weights. A report with a single mould overstates how many buyers the unit can serve.
- Undersized dryer and chiller
Wet resin and slow cooling cause haze and white necks, and those preforms are rejected. Size both for the full shot weight and cycle.
- Ignoring the summer peak in working capital
Water bottlers order most in the hot months. The unit needs resin stock and a cash credit limit sized for that season, not the yearly average.

PET Preform project report: frequently asked questions
How much does it cost to start a PET preform manufacturing plant in India?
A small unit with one Indian preform machine in a rented shed needs roughly ₹60–150 lakh, and a large multi-line plant about ₹15–30 crore. Our sample report models a 3,100 kg per day unit at ₹507 lakh including land, building and working capital margin. These are indicative figures; a project report works out the cost for your capacity, moulds and location.
What raw material is used to make PET preforms?
Bottle-grade PET resin is the main raw material. In our sample report it is 96% of raw material cost, with colour and UV masterbatch making up the rest. Water and soft drink preforms use different resin grades, and resin prices follow crude oil and paraxylene, so the report should test a resin price rise.
Which machine is used for PET preform making?
A PET preform injection moulding machine with a multi-cavity hot runner mould and a robot for take-out and cooling. It is supported by a dehumidifying resin dryer, water chiller, cooling tower, air compressor and vacuum loaders. A granulator handles rejects, and a small laboratory checks weight, dimensions and stress.
Is PET preform manufacturing profitable?
In our illustrative sample, a 3,100 kg per day unit earns a 16% return on investment in Year 3. It breaks even at 42% of capacity and pays back in about 4.2 years. Margins are thin because resin is most of the cost, so actual profit depends on resin buying, reject rates, power cost and keeping the moulds running.
Can I get a PMEGP loan for a PET preform unit?
Only for a very small set-up. PMEGP allows a maximum project cost of ₹50 lakh for manufacturing, with a 15–35% margin-money subsidy depending on category and location. Most preform units cost more because of the machine and hot runner moulds, so they usually need an MSME term loan. Confirm current terms with your bank.
PET preform ka business kaise shuru kare?
Start by fixing your buyers and the neck sizes and weights they use, because each needs its own mould. Then choose machine size, arrange a shed with enough power, and get pollution consent and Udyam registration. A project report with resin costs, mould plan and DSCR is what the bank asks for before funding the machine.
Is the sample report free and can I use it for a loan?
The sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, location and loan scheme.
