What is a corrugated boxes project report?
A corrugated boxes project report is a detailed project report (DPR) for a unit that turns kraft paper reels into 3, 5 or 7 ply board and printed boxes. It sets out the process, machinery, paper grades, buyers, project cost, means of finance, five-year projections, DSCR and break-even that a bank needs.
Entrepreneurs and packaging firms use it to size the unit and apply for a term loan or PMEGP. Credit officers use it to judge whether the plant can repay.
Also known as: corrugated box manufacturing project report, project report on corrugated boxes, corrugated boxes business plan, DPR for corrugated box plant.
What a bank checks in a corrugated boxes project report
A credit officer reads a box plant report for four things: paper cost, paper mix, buyer credit and repayment cover. These are the values in our sample report and why each one is tested.
A box unit is a paper converter, so most of each sale goes back to the paper mill. A report showing a much lower share is usually overstating margin.
Starch, stitching wire and ink are small. A rise in kraft paper rates moves profit more than any other cost, so the report should test it.
FMCG and industrial buyers pay on credit. In the sample, receivables are the largest current asset, so they set the size of the cash credit limit.
DSCR (debt service coverage ratio) is cash available for loan payments divided by those payments. The sample's lowest year is 1.46, in Year 2.
Values are the assumptions and results of our illustrative sample. Your report uses your own paper rates, buyers and loan terms.
Corrugated boxes manufacturing plant cost in India
Cost depends on how the board is made. Small units paste single-face sheets by hand or on a semi-automatic line, while large plants run a continuous corrugator that makes finished board in one pass.

Corrugated boxes manufacturing process
Board is made first and then converted into boxes. Units that buy ready board from a corrugator skip the first three steps, but they give up most of the margin.
- Reel loading and starch kitchen
Kraft paper reels are mounted on reel stands while starch is cooked with caustic soda and borax into a paste of the right viscosity.
- Corrugation on the single facer
The fluting paper passes between steam-heated corrugating rolls, starch is applied to the flute tips and a liner is pressed on to make single-face board.
- Pasting into 3, 5 or 7 ply
Single-face sheets are pasted to further liners or fluted layers, then left to set so the board is flat and dry before cutting.
- Cutting and creasing
A rotary board cutter trims the board to the box blank size and presses the creases where the flaps will fold.
- Printing and slotting
A flexo printer slotter prints the buyer's brand and handling marks and cuts the slots that form the flaps.
- Die cutting for special shapes
Trays, die-cut cartons and boxes with handles or windows are cut on a die punching machine using a wooden rule die.
- Joining, testing and bundling
The manufacturer's joint is stitched or glued, sample boxes are checked for bursting strength, and bundles are strapped for dispatch.
Kraft paper and other raw materials for corrugated boxes
Kraft paper is bought in reels by GSM (grammage) and BF (bursting factor), mostly from recycled-fibre mills. Box strength comes from choosing the right GSM and BF for each layer, so paper buying is a technical job as much as a price negotiation.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Kraft paper | 88% | 287.98 |
| Corn starch adhesive | 6% | 19.64 |
| Stitching wire, ink and consumables | 6% | 19.63 |
| Total | 100% | 327.25 |
The sample holds 30 days of paper stock and takes 30 days of credit from mills.
Corrugated box making machine list and cost
The single facer is the costliest machine in the sample, followed by the flexo printer slotter. Together they take about 42% of the machinery budget.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Single facer corrugating machine | Flutes the paper and bonds it to a liner | 33.62 |
| Flexo printer slotter | Prints and slots box blanks | 25.22 |
| Pasting machine | Builds board up to 3, 5 or 7 ply | 14.01 |
| Rotary board cutter and creaser | Cuts blanks to size and creases flaps | 14.01 |
| Die punching machine | Cuts trays and special shapes | 14.01 |
| Steam boiler | Heats the corrugating rolls | 14.01 |
| Box stitching machine and flap gluer | Join the box at the manufacturer's joint | 16.82 |
| Bundling and strapping machine | Bundles boxes for dispatch | 8.41 |
| Total plant and machinery | 140.11 | |
Stitching machine (₹8.41 lakh) and flap gluer (₹8.41 lakh) are shown together. Get current quotations before you finalise.
Who buys corrugated boxes, and how a new unit wins orders
Almost every manufactured product leaves the factory in a corrugated shipper, so demand tracks FMCG, food, appliances, pharma and online retail. Buyers place repeat orders against a fixed specification of size, ply, GSM, BF and print.
Large buyers often approve two or three box vendors per plant and split orders between them. A new unit usually starts with local manufacturers and traders, then qualifies with bigger buyers once its quality is steady.
- FMCG and processed food companies
- E-commerce sellers and fulfilment centres
- Consumer durable and appliance makers
- Pharmaceutical companies
- Auto component and engineering units
- Fruit, vegetable and seafood exporters
Why location matters: empty boxes are bulky and light, so a truck fills up long before it reaches its weight limit. A unit near an industrial area can deliver faster and cheaper than a distant plant, which is how small converters keep their buyers.
Licences, GST and standards for a corrugated box unit
| Business registration | Udyam (MSME) registration and GST registration |
|---|---|
| GST on boxes | Cartons, boxes and cases of corrugated paper or paperboard (HSN 4819) are at 5% in the CBIC schedule notified in September 2025 |
| Pollution board consent | Tamil Nadu lists cardboard or corrugated box making without boilers in the white category; a unit with a steam boiler, or in another state, should confirm its category with the State Pollution Control Board |
| Product standard | IS 2771 (Part 1): 1990 sets bursting strength, Cobb water absorption, flap bend and joint strength requirements; buyers often quote it in their specifications |
| Factory licence | Under the Factories Act where worker and power thresholds apply; rules vary by state |
| Power and fire | Industrial power connection for the connected load, and a fire NOC where the state requires one for paper stores |
Rules checked October 2026. Rates and categories change, so confirm with the department before you apply.
Mistakes that weaken a corrugated box project report
- Pricing per box without a paper basis
Box prices depend on the board's weight per square metre. A report that uses a flat per-box rate cannot show how sales change when the product mix shifts from 3 ply to 5 ply.
- No allowance for trim and wastage
Side trim on the reels, cutting waste and rejected prints all leave the line as scrap. Output must be calculated after these losses, with scrap sales shown separately.
- Fixed selling price with moving paper rates
Kraft paper rates change with mill prices. Lenders look for a price-revision clause with buyers, or at least a test of a paper price rise on DSCR.
- Under-sizing buyer credit
Receivables of 45 days are the largest current asset in our sample. Ignore them and the cash credit limit is too small for the first year.
- Leaving out boiler fuel and steam
Corrugating rolls need steam all shift. Fuel, water treatment and boiler upkeep belong in power and fuel cost, not in a vague overhead line.

Corrugated Boxes project report: frequently asked questions
How much does it cost to start a corrugated box manufacturing unit?
A semi-automatic unit making 1–2 MT of boxes per day in a rented shed needs roughly ₹50–100 lakh. Our sample report models a 5.4 MT per day unit with its own land and building at ₹289.82 lakh. An automatic corrugator plant of 25–50 MT per day costs about ₹10–25 crore. These are indicative figures; your report works out the cost for your capacity and location.
Which machines are needed to make corrugated boxes?
A single facer corrugating machine forms the fluted board, a pasting machine builds it up to 3, 5 or 7 ply, and a rotary board cutter and creaser sizes it. A flexo printer slotter prints and slots the sheets, while die punching, stitching and flap gluing machines finish the box. A steam boiler heats the rolls and a strapping machine bundles boxes for dispatch.
Is the corrugated box business profitable?
It can be when paper is bought well and prices follow paper costs. In our illustrative sample, a 5.4 MT per day unit earns a 19% return on investment in Year 3. It breaks even at 44% of capacity and pays back in about 3.9 years. Real margins depend on kraft paper rates, the share of printed 5-ply work and how fast buyers pay.
What is the difference between 3 ply, 5 ply and 7 ply boxes?
A 3 ply box has one fluted layer between two liners and suits light goods such as garments or small cartons. A 5 ply box has two fluted layers and is the usual shipper for food, appliances and e-commerce. A 7 ply box has three fluted layers for heavy industrial loads. More plies need more paper per box and more pasting capacity.
What is the GST rate on corrugated boxes?
Cartons, boxes and cases of corrugated paper or paperboard fall under HSN 4819 and are listed at 5% GST in the rate schedule notified by CBIC in September 2025. Check the current rate with your tax adviser before you price orders, because rates on paper inputs and finished boxes are set separately and can change.
Can I get a PMEGP or Mudra loan for a corrugated box unit?
Yes, if the project fits the scheme. PMEGP funds manufacturing loans up to ₹50 lakh with a 15–35% margin-money subsidy, and Mudra Tarun Plus lends up to ₹20 lakh. A larger unit like our sample usually takes an MSME term loan, which can carry CGTMSE cover up to ₹10 crore. Every lender asks for a project report with projections and DSCR.
Is the sample report free and can I use it for a loan?
The sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not based on a real project, so do not submit it to a bank. For a loan, NPCS prepares a report for your own capacity, location and loan scheme.
