A handloom business earns its margin after the weaving: in choosing the design, finishing the cloth, labelling it and finding the buyer. Weaving on its own tends to pay a wage. The Ministry of Textiles counts 35.22 lakh handloom weavers and allied workers, and a May 2026 study of five states, reported by YourStory, put average value added at about ₹7,000 per worker per month. Weavers who sell their own cloth, directly or through a group, keep more of the final price than those who weave to a trader's order.

So the first decision is the model, not the loom. Pick one product with a buyer you can name, get the cloth certified as handloom, and sell through at least one channel that is not a local trader. Handloom exports are small (about ₹1,331 crore in 2025-26, per the same Ministry backgrounder), so plan for Indian buyers first.

Which handloom business model suits you: weaving to order or selling your own cloth?

The four handloom business ideas below differ less in the loom than in who owns the yarn, the design and the price.

ModelWho owns yarn, design and priceMain risk
Job weaver for a master weaverMaster weaverWage-level income, no ownership of the cloth
Weaver-entrepreneurYou, with price tested against the marketUnsold stock, and weeks of unpaid yarn and wages
Producer company or cooperativeThe group, by member agreementSlow decisions
Designer-trader who outsources weavingYou own the design; weavers weave for an agreed wageQuality control and fair wages

The Ministry is pushing producer companies: its backgrounder reports 200 formed between 2020-21 and 2026-27. If you start alone with limited cash, begin as a weaver-entrepreneur with one product and take only the orders you can finance.

How is handloom cloth made, and what equipment do you need?

Seven steps turn yarn into cloth; the spinning mill guide covers where the yarn comes from.

  1. Buy yarn in hanks and check count and strength.
  2. Scour and dye the hanks; test colour fastness on a sample.
  3. Wind onto bobbins and lay out the warp, the lengthwise threads.
  4. Starch the warp so it survives friction on the loom.
  5. Draw each warp thread through the heddles and reed.
  6. Weave the weft across with a shuttle, working the treadles by foot.
  7. Wash, press, inspect, label and pack.
EquipmentWhat it does
Pit loom or frame loomHolds the warp while the weaver interlaces the weft
Jacquard or dobby attachmentLifts threads in a set pattern; needed only for patterned cloth
Warping frame or drumLays out warp threads in order; often shared in a cluster
Bobbin winder and finishing tableWind yarn; inspect and press the cloth

What does it cost to start a handloom business, and what moves the number?

A single total would mislead: a one-loom household set-up and a ten-loom workshop with a dye room are different projects. For a small unit, the list of business ideas under ₹25 lakh gives some context.

Cost headWhat moves it
Looms and accessoriesNumber, width, jacquard or dobby; eligible weavers can get part of this under the Ministry's handloom programme
Workshed or rented spaceOwn or rented, pit depth, light
Yarn, dye and wagesThe largest recurring item; silk costs far more than cotton, and you pay weeks before the buyer pays you
Design, labels and packagingThe India Handloom Brand fee is ₹500 per product sub-category, capped at ₹5,000 per applicant
Selling costsStall rent, marketplace commission, courier, returns

Size working capital to your slowest-paying buyer, not to the loom. A lender will want a short project report; the guide to a detailed project report shows what to include.

Why does the Handloom Mark matter before you make your first sale?

Buyers pay more when they can trust that cloth is handwoven, and powerloom imitations erode that trust. The Handloom Mark (launched 2006) had 29,402 registrations by 30 June 2026. The India Handloom Brand (2015), which certifies quality for specified products, had 2,305 across 184 categories, per the same backgrounder.

The India Handloom Brand route is open to cooperatives, self-help groups, producer companies and weaver entrepreneurs. Fabric is tested in an accredited laboratory, a decision is due within 30 days, and the brand is normally valid for three years.

The Textiles Committee has also put out draft Handloom Mark regulations that would make the label compulsory for anything sold as handloom, so check its notice for the final status before printing tags. Separately, the Handlooms Act, 1985 reserves 11 textile articles for handloom, and 106 handloom products carry a Geographical Indication tag.

Which government schemes help a new handloom business?

The figures come from the Ministry's August 2026 backgrounder. The 2026-27 Budget announced a National Handloom and Handicraft Programme, so ask your state handloom department which rates apply today.

SupportWhat it gives
Raw Material Supply Scheme15% price subsidy on specified yarns, plus freight reimbursement
Weavers' MUDRA loansConcessional credit; about 40,000 loans worth about ₹280 crore sanctioned over the scheme period
Cluster development357 clusters sanctioned, up to ₹2 crore each, for groups and producer companies, not individuals
e-Pehchan registrationLaunched January 2025; about 84,000 more workers approved by July 2026

Start with e-Pehchan registration and a visit to your nearest Weavers Service Centre. Add Udyam registration if you plan to borrow; the MSME schemes page explains what it offers a small unit.

Where will you sell, and what do handloom export numbers really say?

Handloom exports were about ₹1,331 crore in 2025-26, led by the UAE, the United States, France, the United Kingdom and Spain; a news report on the same year cites ₹1,359 crore. If you meet a much larger number attached to handloom, ask which products it counts.

So the first sales are domestic: exhibitions, institutional buyers on the Government e-Marketplace (about 1.50 lakh weavers and entities are registered), Indiahandmade (4,186 weavers and artisans onboarded since 2023-24) and your own customers. Move to exports once you have a certified product and a buyer who has seen your cloth. The export business ideas page lists related trade ideas.

Assam has 11.07 lakh enumerated weavers in the Fourth Census, ahead of West Bengal (3.67 lakh), Manipur (2.12 lakh) and Tamil Nadu (1.98 lakh). If you are starting in Assam or Tamil Nadu, check the state handloom department's current schemes first.

What goes wrong in a new handloom business?

  • Stocking before testing: Yarn bought in bulk for designs no buyer has seen locks up working capital.
  • Pricing on wages alone: Add finishing, labels, packing, selling costs and returns before you fix a price.
  • Ignoring slack months: The Fourth Census, as reported by YourStory, recorded about 208 days of weaving activity a year per person, so plan cash around gaps in orders.

What should you do in the first 30 days?

  1. Register on e-Pehchan, and add Udyam registration if you will borrow.
  2. Visit the nearest Weavers Service Centre or state handloom department to confirm which supports apply to your product.
  3. Weave five to ten samples of one product, price them with finishing and selling costs, and show them to three buyers before ordering yarn in bulk.
  4. Apply for the India Handloom Brand or Handloom Mark.
  5. Write a cost and sales plan for your lender. Other textile ideas are in the textile business ideas list and the wider how-to-start guides.

Figures vary with product, looms and location, so build the plan on your own quotes, not on averages.

Frequently asked questions

Is a handloom business profitable?

It can be, but not from weaving alone, as the model table shows. Margin comes from owning design, finishing and sales, and from pricing after yarn, labels, returns and selling costs. An estimate made before you have sample prices is a guess.

Can I sell powerloom cloth as handloom?

No. The Handlooms Act, 1985 reserves 11 textile articles for handloom, and the draft Handloom Mark regulations treat selling a product as handloom without the label as misleading. Use the labels only on cloth woven on your own handlooms, and keep records that trace each piece to a loom.

How can a weaver get a loan for a handloom unit?

Ask your bank or state handloom department about the weavers' MUDRA route under the National Handloom Development Programme. Carry your weaver registration, a cost and sales plan, and quotes for yarn and looms.

Can women start a handloom business from home?

Yes. The census counts 25.46 lakh women, over 72% of the handloom workforce, and 25.30 lakh of the 28.20 lakh looms are in rural areas. Start a home loom with plain products and add a workshed only when orders justify the rent.
