What is a woven pp cement sacks project report?
A woven PP cement sacks project report is a detailed project report (DPR) for a unit that weaves polypropylene tapes into fabric and converts it into 50 kg cement sacks. It sets out the process, machinery, raw materials and BIS rules. It also gives the project cost, means of finance, five-year projections, DSCR and break-even a lender needs.
Entrepreneurs use it to plan a sack unit and apply for a term loan; banks use it to judge whether the unit can supply cement plants and still repay.
Also known as: PP woven cement bags project report, project report on PP bags for cement, woven PP cement sacks business plan, PP woven sack plant DPR.
What a bank checks in a woven PP cement sacks project report
A sack unit converts one commodity, polypropylene, into a product sold to a few large buyers. Lenders therefore look hard at raw material cost and buyer credit. These are the values in our sample report and why each one matters.
PP granules, fillers and masterbatch take over half of every rupee of sales. A report showing much less is usually pricing sacks too high or sack weight too low.
PP prices move with crude oil and import parity. Banks expect the report to show what a rise in granule price does to profit before sack rates are revised.
Cement plants pay against bills on credit. Debtor days set most of the working capital need, which is why the sample needs a separate cash credit limit of ₹151 lakh.
Debt service coverage ratio (DSCR) is cash available for loan repayment divided by the instalments due. The sample's lowest year is 2.09, comfortably above what lenders usually look for.
Values are the assumptions and results in our illustrative sample. Your report uses figures for your capacity, buyers and PP supplier.

Woven PP cement sacks manufacturing process
A sack is made in six stages, from granules to a bale of 50 sacks. Each stage adds a loss, so output in sacks is always lower than the weight of PP bought would suggest.
- Tape extrusion
PP granules, filler and UV masterbatch are melted, cast as a thin film and slit into tapes. The tapes are stretched in a hot oven for strength and wound on bobbins.
- Weaving
Circular looms weave the tapes into tubular fabric at the sack width, and the number of tapes per decimetre in warp and weft is checked every few hours.
- Lamination
Where the cement plant asks for it, an extrusion coater adds a thin PP layer that cuts dust leakage and moisture pick-up.
- Printing
A flexographic machine prints the cement brand, grade, net weight and the sack's own BIS marking on the fabric tube.
- Cutting and stitching
The tube is cut to length and the bottom is stitched. IS 11652 requires the thread to be at least 20% heavier in denier than the fabric tapes, and valve sacks get a filling valve.
- Testing and baling
Samples are tested for dimensions, sack mass, fabric and seam breaking strength and drop impact, then sacks are counted into bundles of 50 and baled.
Raw materials for PP woven cement sacks
Raffia grade PP is bought from domestic polymer producers and their distributors, usually against a monthly price list. Calcium carbonate filler lowers cost but too much weakens the tapes, so its share is fixed by the strength the buyer specifies.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| PP raffia grade granules | 80% | 680.89 |
| Calcium carbonate filler masterbatch | 7% | 59.58 |
| PP lamination grade granules | 5% | 42.56 |
| UV stabiliser and colour masterbatch | 5% | 42.55 |
| Printing ink and stitching thread | 3% | 25.53 |
| Total | 100% | 851.11 |
IS 11652 requires virgin PP or HDPE resin, with a supplier test certificate or a test on each consignment.
Machinery for a woven PP cement sacks unit
The tape extrusion line is the largest single item in the sample, followed closely by the looms. Output of the whole plant is set by how many looms one tape line can keep supplied.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Tape extrusion line with automatic winders | Makes and winds stretched PP tapes | 98.16 |
| Six shuttle circular looms | Weave tapes into tubular fabric | 92.02 |
| Extrusion coating lamination plant | Coats fabric for laminated sacks | 36.81 |
| Flexographic printing machine | Prints brand and BIS marking | 24.54 |
| Automatic bag cutting and stitching machines | Cut to length, stitch bottoms | 24.54 |
| Waste reprocessing line | Turns trim and rejects into granules | 12.27 |
| Quality control laboratory equipment | Strength, mass and drop tests | 9.20 |
| Baling press | Packs counted sacks for dispatch | 9.20 |
| Total plant and machinery | 306.74 | |
Costs are the sample report's estimates. Get current quotations for the line and loom count you choose.
Who buys woven PP cement sacks
Nearly all demand comes from the cement industry, where 50 kg bags of OPC and PPC are filled on rotary packers. Plants buy sacks on rate contracts from an approved vendor list, often after a trial lot, and each fixes its own print design, size and valve type.
Sack prices are revised with PP granule prices, so margins depend on how quickly your contract allows that pass-through. Buyers judge suppliers on consistent sack weight, fabric strength, print quality and delivery without breaks in supply.
- Integrated cement plants
- Cement grinding units
- Cement packing terminals
- Wall putty, gypsum and dry mortar makers
- Packaging traders supplying regional cement brands
Where a new unit wins: sacks are bulky and cement plants hold little stock of them. A unit within a short truck run of a cement cluster can deliver at short notice and win orders that distant suppliers cannot serve.
BIS certification and licences for PP cement bags
The BIS requirement is the one that changes your machinery and lab budget, so settle it first.
| BIS Quality Control Order | HDPE and PP woven sacks for 50 kg cement must carry the BIS Standard Mark under IS 11652. The order was notified in December 2023 and its start date deferred several times; the January 2026 amendment set 6 October 2026. Confirm the date in force before applying. |
|---|---|
| Block bottom valve sacks | A separate order covers PP woven, laminated, block bottom valve sacks for 50 kg cement under IS 16709, if you plan to make them |
| Factory test laboratory | The BIS scheme of testing expects an in-house lab for dimensions, sack mass, fabric and seam strength, drop impact and ash content, with records kept |
| Marking | Each sack carries a recycling logo and the Standard Mark; each bale shows batch, month of manufacture, sack count and BIS licence number |
| GST | Sacks of PP strip (HSN 6305 33 00) are kept out of the 5% textile entry and are taxed at 18% under the rates from September 2025; confirm with your CA |
| Business and site | Udyam and GST registration, consent to establish and operate from the State Pollution Control Board, factory licence and fire NOC where they apply |
Loans and schemes for a woven sack unit
An integrated plant is usually too large for the subsidy schemes, so the scheme you pick depends on whether you weave your own fabric.
PMEGP
Manufacturing projects up to ₹50 lakhMargin-money subsidy of 15–35% for new units. Suits a conversion unit that buys fabric.
Mudra (Tarun Plus)
Loans up to ₹20 lakhFor extra printing or stitching capacity in a small existing unit.

Guarantee cover up to ₹10 croreThe usual route for an integrated unit like our sample, with collateral-free cover for eligible micro and small enterprises.
Scheme limits change. Confirm current terms with the bank or the scheme portal before applying.
Mistakes that weaken a cement sack project report
- Mixing up price per kg and price per sack
Buyers quote per sack, suppliers quote PP per kg. If the sack weight is wrong, revenue and raw material cost no longer match and the projections fail.
- Planning recycled granules in certified sacks
IS 11652 calls for virgin resin. Reprocessed material from your own waste line can go only into products outside the standard.
- No allowance for process waste
Start-up film, broken tapes, trim and print rejects are lost at every stage. Saleable sacks must allow for it.
- Leaving out BIS costs and lead time
The licence, test lab and marking need money and months. A report that ignores them shows sales before the unit can legally supply.
- Assuming full orders from the first month
Cement plants approve vendors after trial lots. Utilisation should build up, as the sample does from 60% in Year 1 to 80% in Year 5.

Woven PP Cement Sacks project report: frequently asked questions
How much does it cost to set up a woven PP cement sacks plant in India?
A conversion unit that buys woven fabric and only prints, cuts and stitches needs roughly ₹40–90 lakh. A unit with its own small tape line and looms needs about ₹2.5–4 crore. Our sample report models a 62,000 sacks per day plant at ₹563 lakh. These are indicative figures; your project report works out the cost for your capacity and location.
What raw material is used to make PP cement bags?
The main raw material is raffia grade polypropylene granules, which make up 80% of raw material cost in our sample report. Calcium carbonate filler masterbatch, UV stabiliser and colour masterbatch, lamination grade PP, printing ink and stitching thread make up the rest. IS 11652 calls for virgin PP or HDPE, so reprocessed granules cannot go into certified sacks.
Which machines are needed for PP woven cement sack manufacturing?
You need a tape extrusion line with winders, a set of circular looms and a flexographic printing machine. Add bag cutting and stitching machines, a baling press and, for laminated sacks, an extrusion coating plant. A testing laboratory is also required for BIS certification, and a reprocessing line turns process waste back into usable granules for non-certified products.
Is BIS certification mandatory for PP woven cement bags?
Yes, once its Quality Control Order applies. HDPE and PP woven sacks for 50 kg cement must then carry the BIS Standard Mark under IS 11652, and block bottom valve sacks under IS 16709. The start date has been deferred several times; the January 2026 amendment set 6 October 2026. Check the latest gazette notification before you plan production.
Is a woven PP cement sacks business profitable?
In our illustrative sample, a 62,000 sacks per day unit earns a 33% return on investment in Year 3. It breaks even at 34% of capacity and pays back in about 2.7 years. Real margins depend on how closely your sack price tracks PP granule prices, how much fabric you lose as waste and how quickly cement plants pay.
PP cement bag ka business kaise shuru kare?
Start by finding two or three cement plants or grinding units within easy trucking distance and learning their sack specifications. Then size the tape line and looms to their monthly demand, budget for BIS certification and a test laboratory, and get a project report for the term loan. Most plants place a trial order before adding a new supplier to their vendor list.
Is the woven PP cement sacks project report PDF free, and can I use it for a bank loan?
The sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report; its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, location and loan scheme.
