What is a toothpaste project report?

A toothpaste project report is a detailed project report (DPR) for a unit that makes toothpaste and fills it into tubes. The paste is mixed from sorbitol, an abrasive such as calcium carbonate or silica, a foaming agent and flavour. The report sets out the process, machinery, raw materials, licences, project cost, means of finance, five-year projections, DSCR and break-even.

Promoters use it to size the plant and apply for a term loan or PMEGP; bank credit officers use it to judge whether the unit can repay.

Also known as: toothpaste business plan, DPR for toothpaste manufacturing, toothpaste manufacturing plant project report, project report on toothpaste.

What a bank checks in a toothpaste project report

A credit officer reads a toothpaste report for three things: whether materials and tubes are fully costed, whether the unit has paid for reaching shops, and whether cash is left to repay. These are the values in our sample report and why each one matters.

40.9%Raw material share of sales

Sorbitol, abrasive, flavour and foaming agent together. A report that shows far less usually prices sorbitol or flavour below what suppliers quote.

12.3%Packing share of sales

Printed laminated tubes, cartons and shipper boxes. In toothpaste the pack is a large cost, and it is often left out of small reports.

10.8%Selling cost share of sales

Distributor margins, schemes and freight. Lenders know a toothpaste brand does not sell itself next to national brands.

1.87Average DSCR

Debt service coverage ratio: cash available for each rupee of loan repayment. The sample's lowest year is 1.62, above the usual comfort level.

Values are the assumptions in our illustrative sample. Your report uses figures for your capacity, suppliers and market.

Toothpaste manufacturing plant cost in India

Cost rises mainly with the mixer batch size and how automatic the tube line is. A small unit can start with a semi-automatic filler; a larger one needs an automatic filler and cartoner to keep labour cost per tube low. The large tier is the unit in our sample report; the other two are indicative ranges.

Toothpaste manufacturing process

Toothpaste is made in batches in one vacuum mixer, then filled the same day or held in a closed hopper. The order of addition matters: add the foaming agent too early and the batch fills with air that no amount of mixing removes.

  1. Water purification

Raw water goes through an RO plant and is checked for microbial count, because water is the usual source of contamination in oral care products.

  2. Liquid phase

Sorbitol, purified water, the cellulose binder, sweetener and fluoride salt are mixed until the binder is fully hydrated and free of lumps.

  3. Powder addition under vacuum

Calcium carbonate and silica are sucked into the mixer under vacuum and homogenised, which gives a smooth paste without dust.

  4. Flavour and foaming agent

Flavour oils and sodium lauryl sulphate go in last at low speed, so the paste does not foam inside the mixer.

  5. Deaeration and batch testing

The batch is held under vacuum to remove air, then tested for pH, viscosity, fluoride and microbial count before release.

  6. Tube filling and sealing

The filler doses paste into laminated tubes, seals the tail with heat and codes the batch number and expiry date.

  7. Cartoning and dispatch

Tubes go into printed cartons and shipper boxes; retained samples of each batch are kept for stability checks.

Raw materials for toothpaste

Sorbitol is the biggest raw material cost in our sample report, at 30%. It keeps the paste from drying out in the tube. Calcium carbonate is the cheaper abrasive for white paste. Silica is used for gel paste and with sodium fluoride, which reacts with calcium carbonate.

Tubes and cartons are costed separately as packing. Flavour is bought from flavour houses and is often the hardest input to switch once customers know the taste.

Machinery for a toothpaste manufacturing unit

The vacuum mixer is the largest single machine cost in our sample, followed by the automatic tube filler. Together they are more than half of plant and machinery.

Market for toothpaste and who buys from a new unit

Almost every household buys toothpaste every month, so volume is not the problem; shelf space is. National brands hold most of it. A new unit usually wins through a herbal or regional brand, small low-price tubes for rural shops, or by making toothpaste for other brands.

Rural buyers still moving from tooth powder and neem sticks add steady demand. Online sellers and retail chains want private-label paste in small runs, which suits a unit with a flexible tube line.

  • FMCG distributors and wholesalers
  • Retail chains that sell private-label toothpaste
  • Online and direct-to-consumer oral care brands
  • Ayurvedic and herbal product companies
  • Hotels and travel amenity kit suppliers
  • Hostels, hospitals and other institutional buyers

Contract work first: making paste for two or three brands keeps the mixer busy while your own brand builds distribution, and it lowers the selling cost a bank sees in Year 1.

Licences and approvals for toothpaste manufacturing

In India toothpaste is regulated as a cosmetic, not a drug. The licence comes from the state drugs control department, which inspects the premises before granting it.

Toothpaste project report: frequently asked questions

How much does it cost to set up a toothpaste manufacturing plant in India?

A small unit with a vacuum mixer and a semi-automatic tube filler needs roughly ₹25–60 lakh, and a 400–800 kg per day unit about ₹1–1.8 crore. Our sample report models a 1,100 kg per day unit at ₹234.73 lakh including land, building and working capital margin. These are indicative figures; your own report works out the cost for your capacity and location.

What raw materials are used to make toothpaste?

Sorbitol solution is the humectant that keeps the paste moist, calcium carbonate or silica is the abrasive, sodium lauryl sulphate gives foam, and a cellulose binder holds it together. Flavour oils, a sweetener, a fluoride salt and a preservative complete the formula. In our sample report sorbitol is the largest item at 30% of raw material cost.

Which licence is needed to manufacture toothpaste in India?

Toothpaste is regulated as a cosmetic, so you need a manufacturing licence in Form COS-8 from your State Licensing Authority under the Cosmetics Rules, 2020. You apply in Form COS-5. The rules also require a whole-time competent technical person, fluoride of not more than 1,000 ppm and the fluoride content and expiry date printed on the tube and carton.

Is toothpaste manufacturing profitable?

In our illustrative sample, a 1,100 kg per day unit earns a 23% return on investment in Year 3. It breaks even at 46% of capacity and pays back in about 3.5 years. Real profit depends on how much you spend on distribution, your price point against national brands, tube costs and whether you sell your own brand or make for others.

Can I make toothpaste for other brands under private label?

Yes. Many small units grow by making toothpaste for retail chains and online brands. The brand owner can hold a loan licence in Form COS-9 to have its product made in your licensed factory, or you supply under your own licence. Agree the formula, tube artwork, batch size and who carries stability testing before you sign.

Can I start a toothpaste unit under PMEGP or Mudra?

A small unit can fit PMEGP, which has covered manufacturing projects up to ₹50 lakh with a 15–35% margin-money subsidy. Mudra loans go up to ₹20 lakh for repeat borrowers. Larger units take an MSME term loan, often with CGTMSE guarantee cover. Confirm that the scheme is open and its current limits before you apply.

Is the sample report free and can I use it for a loan?

The sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, location and loan scheme.
