What is a shoe uppers project report?

A shoe uppers project report is a detailed project report (DPR) for a unit that cuts, skives and stitches leather into closed uppers. A shoe maker then lasts and soles them. The report covers process, machinery, raw materials, manpower, market, project cost, means of finance, five-year projections, DSCR and break-even.

Entrepreneurs use it to plan a closing unit near a footwear cluster and to apply for a term loan or PMEGP; lenders use it to check repayment capacity.

Also known as: project report on shoe uppers, shoe uppers business plan, shoe upper closing unit DPR, leather shoe upper making project report.

What a bank checks in a shoe uppers project report

An uppers unit is a labour and leather business, so lenders look hardest at those two costs and at how long buyers take to pay. These are the values in our sample report and why each one matters.

52.5%Raw material share of sales

Leather is bought by area and lost in cutting. A report that shows a much lower share is usually ignoring cutting waste or using job-work rates.

37 peopleStaff for 870 pairs per day

Stitching is skilled work. The bank checks that wages, ₹65.64 lakh in Year 1 in the sample, match the output you claim per machine.

45 daysCredit given to shoe makers

Footwear makers and exporters pay on credit. Debtor days, with 45 days of leather stock, set the cash credit limit.

1.56Lowest DSCR (Year 2)

Debt service coverage ratio is cash available for loan payments divided by the instalments due. Lenders look at the weakest year, not just the average of 1.82.

Values are the assumptions in our illustrative sample. Your report uses figures for your capacity, buyers and location.

Shoe uppers manufacturing plant cost in India

Cost depends on how many stitching lines you run and whether you buy your own leather or work on the buyer's. The large tier is the unit in our sample report; the other two are indicative ranges.

Small job-work unit

₹20–45 lakh

About 150–250 pairs per day, 6–10 stitching machines

  • Machinery₹10–22 lakh
  • Shed fit-out and wiring (rented)₹3–8 lakh
  • Working capital margin₹5–12 lakh

Fits PMEGP or Mudra, subject to limits

Mid-size unit

₹70–120 lakh

About 400–600 pairs per day

  • Machinery₹35–60 lakh
  • Building or leased shed₹15–35 lakh
  • Working capital margin₹10–18 lakh

MSME term loan, often with CGTMSE cover

  • Plant and machinery₹82 lakh
  • Land and building₹49 lakh
  • Working capital margin₹21 lakh

Term loan ₹127 lakh (75%), promoter ₹42 lakh

Small and mid-size ranges are indicative and exclude land. Costs vary with location, machine make and the share of imported machines.

Shoe uppers manufacturing process

The upper is everything above the sole: vamp, quarters, tongue, counter lining and trims. Making it is called clicking and closing in the trade, and it happens in six stages.

  1. Pattern and knife making

Each style is drawn, graded into sizes and turned into steel press knives, one set per size range.

  2. Clicking

The clicker checks the hide for scars and stretch direction, then cuts pieces on a clicking press, nesting them to save leather.

  3. Skiving

Edges are thinned on a skiving machine so that seams, folds and overlaps do not form ridges inside the shoe.

  4. Preparation

Pieces are marked, edges are folded or painted, and reinforcement tape and stiffener positions are fixed.

  5. Closing

Operators stitch vamp, quarters and lining together, using flat bed machines for flat work and post bed machines for curved, three-dimensional seams.

  6. Finishing and pairing

Eyelets are fixed, threads trimmed and each upper checked against the pattern, then matched in pairs and packed by size.

Raw materials for shoe uppers

Finished upper leather, usually chrome-tanned cow or buffalo grain or softy, is bought by the square foot from tanneries and finishing units. Price changes with grade and substance (thickness), so a report should name the grade the buyer specifies.

Finished leather70%171.89
Lining and thread20%49.11
Accessories (eyelets, tapes, trims)10%24.55
Total100%245.55

Machinery for a shoe upper making unit

Stitching machines take the largest share of the machinery budget because output depends on the number of closing operators. Several makes are built in India; some units add imported post bed or computerised stitchers for fine work.

Costs are the sample report's estimates for an 870 pairs per day unit. Press knives for each new style are a running cost. Get current quotations before you finalise.

Who buys shoe uppers?

Many shoe makers buy closed uppers instead of running their own cutting and stitching floor, and export buyers source leather uppers from clusters such as Agra, Kanpur, Ambur and Chennai. A new unit wins orders on pattern accuracy, even stitching, quick sampling and on-time delivery of mixed sizes.

  • Shoe manufacturers who outsource upper closing
  • Export houses and leather footwear exporters
  • Footwear brands that buy from contract makers
  • School, uniform and safety shoe makers

Where a new unit starts: most begin with job work or steady orders from two or three shoe makers in the same cluster, then move to buying their own leather once their cutting yield and quality are proven.

Licences and approvals for a shoe uppers unit

Business registrationUdyam (MSME) registration and GST registration
Pollution boardLeather products made without tanning are in the CPCB White category (direction of February 2025); state boards apply it through their own consent rules, often self-certification
Factory licenceUnder the applicable labour law where the worker threshold applies; rules vary by state
BIS quality control ordersThe footwear QCOs list finished shoes such as sports and general purpose shoes, not uppers sold as parts; buyers making covered shoes may ask for test results on your uppers
ExportImporter Exporter Code (IEC) from DGFT, and RCMC membership from the Council for Leather Exports, issued online through the DGFT portal

Checked October 2026. Confirm current rules with the State Pollution Control Board and your buyer before you apply.

Loans and schemes for a shoe uppers unit

PMEGP

Manufacturing projects up to ₹50 lakh

Margin-money subsidy of 15–35% of project cost for new units. Suits a small closing unit with rented space.

Mudra

Loans up to ₹20 lakh

Tarun covers up to ₹10 lakh; Tarun Plus goes to ₹20 lakh for borrowers who repaid an earlier Tarun loan. Fits a job-work start.

MSME term loan with CGTMSE

Guarantee cover up to ₹10 crore

Collateral-free guarantee for eligible micro and small enterprises. The usual route for mid-size and large units.

Scheme limits change. Confirm current terms with the bank or the scheme portal before applying.

Mistakes that weaken a shoe uppers project report

  • Mixing job work and own-material sales

Conversion charges and full upper prices give very different sales and margins. The report must say which model it uses.

  • No allowance for cutting loss

Hides have scars, uneven substance and irregular edges. Leather cost per pair must allow for what is left on the table.

  • Output per machine taken too high

New closing operators need weeks to reach full speed. Year 1 output should ramp up, as in the sample's 60% start.

  • One buyer for all orders

A single shoe maker can cut orders after a season. Lenders are more comfortable when sales are spread over several buyers.

  • Leaving out press knife cost

Every new style needs a set of knives across sizes. A report that ignores them under-states running cost.

Shoe Uppers project report: frequently asked questions

How much does it cost to start a shoe uppers manufacturing unit?

A small job-work unit with 6 to 10 stitching machines in a rented shed needs roughly ₹20–45 lakh, and a 400–600 pairs per day unit about ₹70–120 lakh. Our sample report models an 870 pairs per day unit at ₹169 lakh including land, building and working capital margin. These are indicative figures; your report works out the cost for your capacity and location.

Which machines are needed for shoe upper making?

A clicking press with press knives to cut leather, a skiving machine to thin the edges, flat bed, post bed and cylinder bed sewing machines for closing, a folding machine, and an eyeleting machine. In our sample report the stitching machines are the largest machinery item at ₹32.71 lakh of the ₹81.79 lakh total.

Is shoe upper manufacturing profitable?

In our illustrative sample, an 870 pairs per day unit earns a 23% return on investment in Year 3, breaks even at about 49% of capacity and pays back in about 3.6 years. Real profit depends on leather buying, cutting yield, stitching productivity, and whether you sell finished uppers or work on the buyer's leather.

Can I start a shoe upper unit on job work?

Yes, and many small units begin that way. The shoe maker supplies cut or uncut leather and pays a conversion charge per pair, so your working capital need is small but so is revenue. The project report should model job work and own-material sales separately, because the bank reads them very differently.

Can I get a PMEGP or Mudra loan for a shoe uppers unit?

Yes, if the project fits the scheme limits. PMEGP covers manufacturing projects up to ₹50 lakh with a margin-money subsidy of 15–35%, and Mudra loans go up to ₹20 lakh. Larger units usually take an MSME term loan, often with CGTMSE guarantee cover. Each lender asks for a project report with projections and DSCR.

Is the shoe uppers project report PDF free, and can I use it for a loan?

The sample PDF is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report; its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, location and loan scheme.

Does a shoe uppers unit need pollution board consent?

It is a low-pollution activity because there is no tanning or wet processing. CPCB moved leather products made without tanning to the White category in February 2025, and several state boards now handle such units through self-certification. Rules differ by state and unit size, so confirm the exact requirement with your State Pollution Control Board.
