What is a garlic powder project report?
A garlic powder project report is a detailed project report (DPR) for a unit that peels, slices and dries fresh garlic cloves and grinds them into powder, flakes or granules. It sets out the process, machinery, raw garlic needs, project cost, means of finance, five-year projections, DSCR and break-even that a bank or subsidy office checks.
Entrepreneurs and spice processors use it to size the drying line and apply for a term loan, PMEGP or PMFME support; lenders use it to judge whether the unit can repay.
Also known as: dehydrated garlic powder project report, project report on garlic powder, garlic powder business plan, garlic flakes and powder DPR.
What a bank looks for in a garlic powder project report
A credit officer reads a garlic powder report for four things. What the garlic costs, how seasonal stock is funded, what the dryer burns and whether cash covers the loan. These are the values in our sample report and why each one is checked.
Fresh garlic and packing together. Banks compare the garlic price behind it with recent mandi rates, because garlic can cost several times more in a short-crop year.
The sample holds a month of stock. If you plan to buy most of the year's garlic at harvest, the stock and the cash credit limit must be sized for that instead.
Drying takes most of the energy. Whether the dryer runs on electricity, diesel, biomass or a heat pump changes this line, so the report should name the heat source.
The debt service coverage ratio is cash available for the loan divided by the instalments due. The sample's lowest year is 1.71; lenders look at the weakest year, not only the average.
Values are the assumptions in our illustrative sample. Your report uses figures for your capacity, garlic sourcing and buyers.
Garlic powder manufacturing plant cost in India
Cost depends on how much garlic you dry each day and on the dryer you choose. The large tier is the plant in our sample report; the two smaller tiers are indicative ranges.

Micro and small ranges are indicative. Costs vary with dryer type, building finish and land rates in your district.
Garlic powder manufacturing process, step by step
Garlic powder is made by drying thin clove slices and grinding them. The same line makes flakes and granules too; only the last step changes.
- Sorting and grading
Bulbs with mould, sprouting or insect damage are removed, and the rest are graded by size so the peeler runs evenly.
- Bulb breaking and clove separation
A bulb breaker splits the heads into cloves, and an air blower carries away the loose outer skin.
- Peeling
Compressed-air or steam peelers strip the clove skin; peeled cloves are sliced the same day to keep their colour.
- Washing
A high-pressure water jet and a bubble washer remove dust and skin fragments before cutting.
- Slicing
A rotary slicer cuts cloves into slices about 1.5–1.8 mm thick, so they dry evenly through the tray.
- Drying
Slices are dried at about 55–75°C for 10–12 hours until moisture falls to 4–5%; too much heat browns them and weakens the flavour.
- Grinding, sieving and packing
Dry flakes are milled and sifted until about 95% passes a 250 micron sieve. The powder is packed at once in moisture-proof bags, because it picks up humidity and cakes.
How much fresh garlic does a garlic powder unit need?
Peeled garlic is about 63% water and finished powder about 5%. So each kilo of powder takes roughly 2.5 kg of peeled cloves, and more as whole bulbs once skins and rejects are removed. Garlic is harvested once a year, so most units buy in season and store bulbs in a cool, dry room for the months after.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Fresh garlic | 90% | 203.25 |
| Packing material | 10% | 22.58 |
| Total | 100% | 225.83 |
Water content from the NIFTEM garlic processing handbook; the 2.5 kg ratio is worked out from it and should be tested on your own garlic.
Garlic powder machinery and what each machine costs
The dryer is the heart of the plant and its largest cost. Peelers and the pulveriser come next; small units often start with batch tray dryers and add a belt dryer later.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Peeler | Breaks bulbs and strips clove skin with compressed air | 31.20 |
| Slicer | Cuts peeled cloves into thin, even slices | 23.40 |
| Dryer | Removes moisture with controlled hot air | 54.61 |
| Pulveriser | Mills dry flakes into powder, with a sifter | 31.20 |
| Packing | Weighs, fills and seals pouches and bulk bags | 15.60 |
| Total plant and machinery | 156.01 | |

Who buys garlic powder in India and abroad?
Most garlic powder is sold in bulk to food makers, not in retail packs. They use it because it keeps for months, doses the same every time and needs no peeling in their own kitchens. Exporters buy flakes, granules and powder for food processors overseas, which gives an Indian unit a second outlet when local prices are weak.
- Spice and masala blenders
- Snack, namkeen and chips seasoning makers
- Sauce, soup and instant noodle manufacturers
- Pickle and ready-to-eat food makers
- Hotels, restaurants and caterers
- Exporters of dehydrated garlic
Sell more than one size: flakes of about 1.25–4 mm, granules and fine powder come off the same dryer and are separated by sieving. A unit can then match each buyer's grade instead of grinding everything to powder.
Licences and standards for a garlic powder unit
| Business registration | Udyam (MSME) registration and GST registration |
|---|---|
| Food safety | FSSAI licence for manufacturing: a state licence for most units making 101 kg to 2 MT a day with turnover up to ₹20 crore, a central licence above that |
| Product standard | IS 5452:2008, the BIS specification for dehydrated garlic, which covers flakes and powder |
| Packaged goods | Registration as a manufacturer or packer under the Legal Metrology (Packaged Commodities) Rules, 2011 for consumer packs |
| Pollution board consent | Consent to establish and operate from the State Pollution Control Board; the category is set by your state board |
| Exports | Importer Exporter Code and a Certificate of Registration as Exporter of Spices (CRES) from the Spices Board, which lists garlic among its spices |
Checked October 2026. Thresholds and categories change, so confirm on FoSCoS and with your state board before applying.
Loans and subsidies for a garlic powder business
Garlic powder counts as micro food processing, so it can use a food-specific scheme as well as the general ones.
PMFME
35% subsidy, up to ₹10 lakhCredit-linked capital subsidy on machinery and technical civil work for micro food units, with a 10% promoter share. PIB said in May 2026 that the scheme ran to September 2026, so check whether it is open.
PMEGP
Manufacturing projects up to ₹50 lakhMargin-money subsidy of 15–35% of project cost for new units, depending on category and location. Suits a micro unit.
Bank term loan
Small factories and larger plantsA term loan for fixed assets plus a cash credit limit for garlic stock. Our sample uses 75% term loan at 10.5% interest.
Scheme limits change. Confirm current terms with the bank or the scheme portal before applying.
Mistakes that weaken a garlic powder business plan
- Counting garlic weight as powder weight
Some model reports assume almost all the garlic bought ends up as powder. Most of it leaves the dryer as water, so sales come out two to three times too high.
- No cash plan for harvest buying
Garlic is cheapest just after harvest. A report that keeps a month's stock but plans to buy for the whole year leaves the cash credit limit far too small.
- One price for every grade
Flakes, granules and fine powder sell at different rates, and retail packs differ from bulk bags. Use the price for the mix you will actually sell.
- Ignoring humidity in packing and storage
Powder that absorbs moisture cakes and loses its free flow, and bulk buyers reject it. Budget for a dry packing room and moisture-proof bags.

Garlic Powder project report: frequently asked questions
How much does it cost to set up a garlic powder manufacturing plant in India?
A micro unit in a rented shed needs roughly ₹20–50 lakh, and a small factory making 300–500 kg of powder a day about ₹1–1.8 crore. Our sample report models an 860 kg per day plant at ₹301.70 lakh, including land, building and working capital margin. These are indicative figures; your own report works out the cost for your capacity and site.
How much fresh garlic is needed to make 1 kg of garlic powder?
About 2.5 kg of peeled cloves, and more as whole bulbs. Fresh peeled garlic is about 63% water and finished powder about 5%, so most of the weight leaves as moisture in the dryer. Skins, root ends and rejected cloves add to the loss, which is why the bulb-to-powder ratio must be measured on your own garlic.
Which machines are needed for garlic powder making?
You need a bulb breaker, a compressed-air or steam peeler, a washer and a slicer. Then a hot air tray or belt dryer, a pulveriser with a sifter, and a pouch filling and sealing machine. In our sample report the dryer is the most expensive item at ₹54.61 lakh out of ₹156.01 lakh for all plant and machinery.
Is a garlic powder business profitable?
In our illustrative sample, an 860 kg per day unit earns a 24.4% return on investment in Year 3. It breaks even at 38.8% of capacity and pays back in about 3.3 years. Real profit depends mostly on the price you pay for garlic in season, your drying yield, power or fuel cost and how much you sell to bulk buyers.
Which licence is needed to start a garlic powder unit?
An FSSAI licence for food manufacturing is the main one. Under the FSSAI thresholds checked in October 2026, units making 101 kg to 2 MT a day with turnover up to ₹20 crore need a state licence. Larger units need a central licence. You also need Udyam and GST registration, pollution board consent, and Spices Board registration if you export.
Garlic powder ka business kaise shuru kare?
Start by fixing your scale and buyers: a small unit can sell to spice blenders and namkeen makers, a larger one to exporters. Arrange a shed with a dry packing area, buy peeling, slicing, drying and grinding machines, take an FSSAI licence and a project report for the bank. Plan cash to buy garlic in the harvest season.
Is the garlic powder project report PDF free, and can I use it for a bank loan?
The sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative, not from a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, location and loan scheme.
