What is a flour mill project report?
A flour mill project report is a detailed project report (DPR) for a roller mill that cleans, conditions and grinds wheat into maida, suji, atta and bran. It sets out the process, machinery, wheat buying, product mix, project cost, means of finance, five-year projections, DSCR and break-even that a bank or subsidy office checks before funding.
Promoters use it to size the mill and apply for a term loan, PMEGP or PMFME support, and bankers use it to test whether thin milling margins can repay.
Also known as: roller flour mill project report, flour mill business plan, atta maida suji plant DPR, wheat flour mill project report.
What a bank checks in a flour mill project report
A roller flour mill turns over a lot of money on a small margin, so lenders look hard at a few numbers. These are the values in our sample report and why each one matters.
Wheat is almost the whole cost. If wheat rises faster than maida and suji prices, this share climbs and profit falls quickly, so banks test it against current mandi rates.
The debt service coverage ratio compares cash earned with loan instalments due. The sample's lowest year is 1.24, which is why lenders ask how the mill copes with a weak wheat year.
Mills keep wheat ahead of grinding. Many buy more at harvest when prices are lower, which needs a larger cash credit limit than 30 days.
Bakeries and flour dealers expect credit, while wheat sellers want quick payment. The gap is financed by the cash credit limit, ₹99.38 lakh in the sample.
Values are the assumptions in our illustrative sample. Your report uses figures for your capacity, wheat source and buyers.
Flour mill plant cost in India by capacity
Cost depends mainly on daily wheat capacity, the number of roller mills and sifting passages in the flow sheet, and whether you build or rent the shed. The large tier is the mill modelled in our sample report; the other tiers are indicative ranges.
Mini roller mill
₹30–80 lakh
About 2–5 MT per day, compact roller and sifter unit
- Machinery₹12–30 lakh
- Shed and fit-out (or rent)₹10–30 lakh
- Working capital margin₹8–20 lakh
Fits PMFME or PMEGP, subject to limits
Mid-size mill
₹1.7–3 crore
About 8–12 MT per day
- Machinery₹70–120 lakh
- Land and building₹80–150 lakh
- Working capital margin₹20–30 lakh
MSME term loan, often with CGTMSE cover
Small roller flour mill
₹435.03 lakh
19 MT per day, 5,700 MT per year
- Plant and machinery₹177.68 lakh
- Building and civil works₹137.61 lakh
- Working capital margin₹33.13 lakh
Term loan ₹326.27 lakh (75%), promoter ₹108.76 lakh
For comparison, the PMFME model report from NIFTEM costs a 200 kg per hour atta unit in rented premises at ₹35.04 lakh. That is a single-product chakki-type unit; it does not make maida or suji.
Mini and mid-size ranges are indicative and exclude land unless stated. Mills of 100 MT per day and more are industrial projects and are costed separately.
Flour mill manufacturing process, from wheat to maida and suji
A roller flour mill does not crush the grain in one pass. It opens the wheat gradually and separates the streams, which is what lets one lot of wheat yield four products.
- Wheat intake and storage
Each truck is weighed and sampled for moisture, foreign matter and damaged grain before the wheat goes into bins or silos.
- Cleaning
A separator, destoner, scourer and aspirator remove dust, stones, straw, shrivelled grain and loose husk; magnets pick out iron pieces.
- Conditioning
Clean wheat is dampened to about 15–16% moisture and rested in tempering bins for 12–24 hours, so the bran toughens and the endosperm softens.
- Break milling
Fluted break rolls open the grain in four or five stages and scrape the endosperm away from the bran with as little bran powder as possible.
- Sifting and purification
Plansifters grade every stream by particle size, and purifiers use air and sieves to separate clean suji from bran specks.
- Reduction milling
Smooth rolls grind the purified middlings into fine maida; coarser streams go into atta or resultant flour, and bran finishers recover flour stuck to the bran.
- Packing
Maida, suji and atta are weighed into 25–50 kg bags for bakeries and dealers or into consumer packs, and bran is bagged for feed buyers.
Wheat, the main raw material, and what it yields
Milling wheat is 98% of raw material cost in our sample report, ₹913.06 lakh out of ₹931.69 lakh in Year 3. Improvers and fortification premix make up the rest. Wheat follows the minimum support price, set at ₹2,610 per quintal for the 2027-28 season after a ₹25 rise, plus mandi charges and freight.
Hard wheat with higher protein gives better maida for bread, while softer wheat suits biscuits. The product split decides revenue, because bran sells at well under half the price of maida.
| Product | Share of wheat | Main buyers |
|---|---|---|
| Maida (refined flour) | 50–60% | Bakeries, biscuit and noodle makers |
| Suji (semolina) | 8–12% | Halwais, sweet shops, households |
| Atta or resultant flour | 8–12% | Dealers, caterers, chapati units |
| Wheat bran | 22–26% | Cattle feed makers and dairies |
| Cleaning and invisible loss | 1–2% | Screenings sold as feed |
| Total | 100% |
Yields are indicative and change with wheat variety, conditioning and the product mix the mill chooses.
Flour mill machinery and its cost
The roller mills are the largest item in the sample, ₹53.30 lakh of ₹177.68 lakh. Cleaning and sifting together cost a little more than the rolls, because flour quality is set before and after milling.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Wheat cleaning section (separator, destoner, scourer, aspirator) | Removes stones, dust, straw and husk | 31.98 |
| Dampener and tempering bins | Adds water and rests the wheat | 14.22 |
| Break and reduction roller mills | Open the grain and grind middlings | 53.30 |
| Plansifter and semolina purifiers | Grade streams and clean suji | 28.43 |
| Bran finisher and impact detachers | Recover flour from bran and flakes | 8.88 |
| Pneumatic conveying, elevators and screw conveyors | Move stock between floors and machines | 19.55 |
| Weighing and bag packing machines | Fill and weigh bags and packs | 12.44 |
| Electrical panels, dust collectors and filters | Power control and dust removal | 8.88 |
| Total plant and machinery | 177.68 | |
Costs are the sample report's estimates for a 19 MT per day mill. Roll regrinding and sieve cloth are running costs; get current quotations before you finalise.
Who buys from a flour mill
Most maida and suji from a roller mill is sold in 50 kg bags to businesses, not to households. Bakeries switch suppliers quickly when gluten, ash or colour varies, so consistent quality matters as much as price.
Branded atta in consumer packs is a separate market with higher margins but heavy selling costs. A new mill usually starts with bulk buyers within a few hundred kilometres and adds packs later.
- Bakeries, bread and biscuit manufacturers
- Noodle, pasta and vermicelli makers
- Halwais, sweet shops and namkeen units
- Flour wholesalers and distributors
- Hotels, caterers and institutional kitchens
- Cattle feed makers and dairies, for bran
Bran is part of the income, not waste: about a quarter of the wheat leaves the mill as bran. Its price moves with the cattle feed market, so a good report shows bran revenue separately and tests a fall in its price.
Licences and approvals for a flour mill
| Business registration | Udyam (MSME) registration and GST registration |
|---|---|
| Food safety | FSSAI licence from the state food safety authority. FSSAI lists grain, cereal and pulse milling units under the state licence and keeps them out of the central licence capacity test; basic registration covers only very small units |
| Pollution board consent | Consent to establish and operate from the State Pollution Control Board. Flour mills (dry process) appear in the green category list, which means lighter conditions; dust control is still checked |
| Packaged sales | Registration as a manufacturer or packer under Rule 27 of the Legal Metrology (Packaged Commodities) Rules, 2011, for atta, maida or suji sold in consumer packs |
| GST on products | 5% on wheat flour, maida and suji that are pre-packaged and labelled (Notification 9/2025, headings 1101 and 1103), as of October 2026. Confirm the rate for loose sales and bran with your CA |
| Factory and power | Factory licence where worker and power thresholds apply, and an industrial power connection for the connected load of the roller mills and conveying |
Loans and subsidy for a flour mill
The right route depends on project size. A mini mill can use a subsidy scheme, while a 15–20 MT per day roller mill like the sample is usually financed by a bank term loan.
PMFME
35% subsidy, up to ₹10 lakh per unitCredit-linked subsidy for micro food processing units, with a 10% own contribution. Suits a mini flour or atta mill.
PMEGP
Manufacturing projects up to ₹50 lakhMargin-money subsidy of 15–35% for new units, higher for special categories and rural areas.
MSME term loan with CGTMSE
Mid-size and larger millsTerm loan plus a cash credit limit for wheat stock and buyer credit, with collateral-free guarantee cover for eligible micro and small units.
Scheme limits change. Confirm current terms with the bank or the scheme portal before applying.
Mistakes that weaken a flour mill project report
- Valuing all output at the maida price
A quarter of the wheat becomes bran at a much lower price. Revenue must follow the real product split, or profit and DSCR come out too high.
- Taking wheat at the MSP alone
The support price is a floor. Mandi charges, freight, quality premiums and off-season prices all add to what the mill actually pays.
- Ignoring harvest-season buying
Mills that stock wheat after harvest need far more working capital than a 30-day assumption. The cash credit limit must match the buying plan.
- Planning near full capacity from Year 1
New mills take time to win bakery orders. The sample starts at 60% and reaches 80% only in Year 5, and lenders expect a similar ramp.
- No budget for a quality lab
Buyers judge maida by moisture, gluten and ash. Without in-house testing a mill cannot hold bakery contracts.

Flour Mill project report: frequently asked questions
How much does it cost to set up a flour mill plant in India?
A mini roller mill of 2–5 MT per day needs roughly ₹30–80 lakh, and an 8–12 MT per day mill about ₹1.7–3 crore including land, building and working capital margin. Our sample report models a 19 MT per day mill at ₹435 lakh. These are indicative figures; your own report works out the cost for your capacity, site and machine make.
What is the difference between an atta chakki and a roller flour mill?
An atta chakki grinds whole wheat between stones or in a pulveriser and gives one product, wholemeal atta. A roller flour mill opens the grain on steel rolls in stages and sifts the streams, so one lot of wheat gives maida, suji, atta and bran. Roller mills cost more but sell to bakeries and food processors in bulk.
Is a flour mill business profitable?
It can be, but margins per quintal are thin, so profit depends on volume and wheat buying. In our illustrative sample, a 19 MT per day mill earns a 15% return on investment in Year 3. It breaks even at 47% of capacity and pays back in about 4.5 years. Wheat price, bran realisation and bakery credit terms move the result most.
Which licences are needed to start a flour mill?
You need Udyam and GST registration, an FSSAI licence from the state food safety authority, consent from the State Pollution Control Board and a power connection for the connected load. Mills that sell atta or suji in consumer packs also register as a packer under the Legal Metrology (Packaged Commodities) Rules, 2011. Factory licence rules depend on workers and power.
Can I get a PMEGP or PMFME subsidy for a flour mill?
A small flour mill can qualify for either scheme. PMEGP gives a margin-money subsidy of 15–35% on manufacturing projects up to ₹50 lakh. PMFME gives a 35% credit-linked subsidy on eligible project cost for micro food processing units, up to ₹10 lakh per unit. Larger roller mills usually take an MSME term loan, often with CGTMSE cover.
Atta mill ka business kaise shuru kare?
Start by choosing the product: atta only needs a chakki or pulveriser, while maida and suji need a roller mill. Then fix daily capacity from your wheat supply and buyers, and get machinery quotations. Arrange a shed with power, take FSSAI and pollution approvals, and get a project report made for the loan or subsidy. Line up bakery and dealer buyers before you buy machines.
Is the flour mill sample report free and can I use it for a bank loan?
The sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not based on a real project, so do not submit it to a bank. For a loan, NPCS prepares a report for your own capacity, location, wheat source and loan scheme.
