What is a enamel paint project report?
An enamel paint project report is a detailed project report (DPR) for a unit that makes glossy, solvent-based enamel from alkyd resin, pigments and mineral turpentine. It sets out the process, machinery, raw materials, licences, project cost, means of finance, five-year projections, DSCR and break-even a lender needs.
Entrepreneurs and existing paint makers use it to size the unit and apply for a term loan or PMEGP; banks use it to judge whether the plant can repay.
Also known as: synthetic enamel paint project report, enamel paint business plan, paint manufacturing project report, DPR for an enamel paint plant.
What a bank checks in an enamel paint project report
A credit officer reads an enamel paint report for four numbers. Each one shows whether the unit can hold its margin when resin, pigment or dealer terms move against it.
Enamel is ingredient-heavy. A report that shows a much lower share is usually assuming old resin or titanium dioxide prices.
Both track crude oil and global pigment cycles. Lenders like to see a price-rise test on these two inputs.
Sales must be priced at what a dealer pays you, not the printed retail price on the tin.
Trade receivables are the largest current asset in the sample, so debtor days set the cash credit limit.
Values are the assumptions in our illustrative sample. Your report uses figures for your capacity, suppliers and market.
How much does an enamel paint manufacturing plant cost in India?
Cost rises with daily output, the size of the bead mill and how much solvent you store on site. The large tier is the plant in our sample report; the two smaller tiers are indicative ranges.

Enamel paint manufacturing process
Enamel is made in batches by dispersing and grinding, not by any chemical reaction on site, provided you buy ready alkyd resin. Units that cook their own resin add a reactor, a higher pollution category and more skilled staff.
- Premixing
Part of the alkyd resin and solvent, a wetting agent and the pigments are stirred into a thick paste with a high speed disperser.
- Grinding
The paste passes through a bead mill until a fineness of grind (Hegman) gauge shows no coarse particles, which is what gives enamel its gloss.
- Let-down
The ground base is thinned with the remaining resin and mineral turpentine under slow stirring, with the tank lid closed to limit solvent loss.
- Adding driers
Cobalt, zirconium and calcium driers and an anti-skinning agent are dosed by weight. Too little and the film stays tacky; too much and the tin skins on the dealer's shelf.
- Tinting and testing
The shade is matched against a standard panel, and viscosity, gloss and drying time are checked before release.
- Filtering and filling
Paint is filtered through mesh bags and filled into tins from 50 ml to 20 litres, which are sealed, labelled and batch-coded.
Raw materials for enamel paint
Alkyd resin is bought from resin makers in drums or tankers, and rutile titanium dioxide gives white and pastel shades their hiding power. Most units hold about a month of stock and buy resin from two suppliers to protect against price jumps.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Alkyd resin | 38% | 155.57 |
| Titanium dioxide and colour pigments | 30% | 122.82 |
| Mineral turpentine oil | 16% | 65.51 |
| Extenders such as calcite and talc | 8% | 32.75 |
| Driers and additives | 8% | 32.75 |
| Total | 100% | 409.40 |
Tins and labels are costed separately as packing, at 7.6% of sales in the sample.
Enamel paint making machines and their cost
The bead mill is the most expensive single machine in the sample and sets the plant's output. Because the solvent is flammable, motors, lights and panels in the process area must be flameproof.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| High speed disperser | Wets and premixes pigment in resin | 30.79 |
| Bead mill | Grinds pigment to a fine, glossy finish | 33.87 |
| Let-down tanks with stirrers | Thin and blend the batch to final viscosity | 27.72 |
| Semi-automatic filling and lidding machine | Fills and seals tins of several sizes | 18.48 |
| Resin and solvent storage tanks with pumps | Store and transfer resin and turpentine | 15.40 |
| Flameproof electricals and fire protection | Reduce ignition risk around solvent | 15.40 |
| Quality control laboratory | Viscosity, gloss, fineness and drying tests | 12.32 |
| Total plant and machinery | 153.98 | |

Who buys enamel paint and how a new unit competes
Synthetic enamel is the standard finish for doors, windows, grills, gates and wooden furniture, and for steel products that leave a fabrication shop. Most volume moves through paint and hardware dealers in small tins, while fabricators and equipment makers buy larger packs directly.
Demand peaks before festivals and in the dry months after the monsoon, when houses are repainted. Regional brands compete with national brands on price, dealer margin and quick supply of the popular shades.
- Paint and hardware dealers
- Steel fabricators and grill makers
- Furniture and woodwork contractors
- Machinery and equipment manufacturers
- Government and institutional maintenance departments
Where a new unit wins: a short, reliable shade card in 500 ml and 1 litre tins, delivered within a day or two, often matters more to a local dealer than a long colour range.
Licences and rules for an enamel paint unit
Enamel paint has two rules that a water-based paint unit does not face in the same way: the lead limit and solvent storage. Requirements below were checked in October 2026.
| Business registration | Udyam (MSME) registration and GST registration |
|---|---|
| Pollution board consent | Consent to establish and operate from the State Pollution Control Board. Paints and varnishes made by mixing and blending are listed in the Orange category under CPCB criteria; making your own resin is assessed separately |
| Lead content | Under the Regulation of Lead Contents in Household and Decorative Paints Rules, 2016, lead must not exceed 90 parts per million, the label must say so, and each product is tested every year at an authorised laboratory |
| Solvent storage | A PESO licence under the Petroleum Rules, 2002 once stock passes the exempt quantity. Class B petroleum (flash point 23–65°C) is exempt below 2,500 litres; check your solvent's flash point |
| Product standard | IS 2932:2025, air drying enamel paint for architectural and industrial applications. BIS certification is voluntary, but tenders and institutional buyers often ask for it |

Scheme limits change. Confirm current terms with the bank or the scheme portal before applying.
Mistakes that weaken an enamel paint project report
- Pricing sales at the printed retail price
Dealers buy well below the price on the tin. Revenue, profit and DSCR all come out too high, and the bank notices.
- No budget for lead testing and lead-free driers
Older formulas used lead driers. Cobalt and zirconium driers cost more, and the yearly test is a fixed cost that belongs in the projections.
- Ignoring solvent loss and skinned stock
Turpentine evaporates in open tanks and during filling, and tins that skin come back from dealers. Yield per batch must allow for both.
- Buying solvent in bulk without a PESO licence
Tanker loads save money but quickly cross the exempt quantity. Plan the storage licence and tank layout before civil work starts.
- Under-costing tins
Small tins cost more per litre than large ones. Packing is 7.6% of sales in the sample; a report that ignores pack mix understates it.

Enamel Paint project report: frequently asked questions
How much does it cost to set up an enamel paint manufacturing plant in India?
A small unit making 300–600 litres a day in a rented shed needs roughly ₹25–60 lakh, and a 800–1,200 litre per day unit about ₹1–2 crore. Our sample report models a 1,500 litre per day plant at ₹293.75 lakh, including land, building and working capital margin. These ranges are indicative; your report prices your own capacity and site.
What raw materials are used to make enamel paint?
Alkyd resin is the binder and the largest cost, followed by titanium dioxide and colour pigments. Mineral turpentine oil is the solvent, with extenders such as calcite and talc and small doses of driers and additives. In our sample report alkyd resin and titanium dioxide together make up 68% of raw material cost, so their prices drive profit.
Which machines are needed for enamel paint making?
The core line is a high speed disperser for premixing, a bead mill for grinding pigment, let-down tanks with stirrers, and a filling and lidding machine. You also need resin and solvent storage tanks with pumps, flameproof electricals, fire protection and a small laboratory for viscosity, gloss and drying time tests.
Is enamel paint manufacturing profitable?
In our illustrative sample, a 1,500 litre per day unit sells at ₹248 per litre ex-GST. It earns a net profit of ₹96 lakh on sales of ₹781 lakh in Year 3. Return on investment is 33% and break-even is at 34% of capacity. Real results depend on resin and pigment prices, dealer margins and how fast dealers pay.
Do I need a special licence to make enamel paint?
Beyond Udyam registration and pollution board consent, enamel makers must follow the 2016 lead in paints rules. Lead must stay below 90 ppm, the label must say so, and each product is tested every year. Storing solvent above the Petroleum Rules exemption needs a PESO licence. BIS certification to IS 2932 is voluntary but buyers often ask for it.
What is the difference between enamel paint and emulsion paint?
Enamel paint is solvent-based, usually made with alkyd resin and thinned with turpentine, and dries to a hard, glossy film suited to doors, windows, grills and furniture. Emulsion paint is water-based and is used mostly on walls and ceilings. The plants differ too: an enamel unit handles flammable solvent and needs flameproof equipment.
Is the sample report free and can I use it for a loan?
The sample is free to view and download as a PDF. It is an illustrative report that shows the format and depth of an NPCS enamel paint project report. Its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, location and scheme.
