What is a a4 size paper project report?
An A4 size paper project report is a detailed project report (DPR) for a unit that cuts jumbo reels of copier paper into 210 x 297 mm sheets, counts them into reams of 500 and packs them. It sets out the process, machinery, reel supply, market, project cost, finance, five-year projections, DSCR and break-even.
Entrepreneurs and paper traders use it to size the unit and apply for a term loan; banks use it to judge whether the unit can repay.
Also known as: A4 paper cutting business plan, copier paper project report, A4 sheet making unit DPR, project report on A4 paper from jumbo rolls.
What a bank checks in an A4 size paper project report
An A4 unit adds value by cutting and packing, not by making paper, so the gap between reel cost and ream price is the whole business. Lenders test a few numbers to see whether that gap covers the loan. These are the values in our sample report.
If reel prices rise 10% and your price does not, Year 3 costs go up by ₹45.28 lakh. That is almost all of the ₹48.28 lakh profit before tax, so banks look for this test.
At 75 GSM that works out to about ₹218 a ream. Credit officers compare it with distributor rates in your area, not with the printed MRP.
Receivables of ₹84.27 lakh in Year 3 are the largest part of working capital, bigger than reel and finished stock together. They set the cash credit limit.
DSCR, the cash available each year divided by the loan due, should stay above about 1.3. The weakest year in the sample is 1.38.
Values are the assumptions in our illustrative sample. Your report uses figures for your capacity, reel suppliers and buyers.
A4 size paper manufacturing plant cost in India
Most new A4 units are converters that buy jumbo reels from paper mills. Making the paper itself needs an integrated pulp and paper mill, a different project costing hundreds of crores. Cost for a converter depends mainly on how automatic the sheeter and wrapper are. The middle tier is the unit in our sample report.
Small unit
₹30–80 lakh
About 1–1.5 MT per day, semi-automatic sheeter
- Machinery₹15–40 lakh
- Shed fit-out (rented shed)₹5–15 lakh
- Working capital margin₹10–25 lakh
Manual wrapping; suits a trader moving into converting
Automatic converting unit
₹200 lakh
3.5 MT per day, 1,050 MT per year
- Plant and machinery₹99 lakh
- Land and building₹58 lakh
- Working capital margin₹21 lakh
Term loan ₹150 lakh (75%), promoter ₹50 lakh
High-speed line
₹6–15 crore
About 10–20 MT per day
- Sheeter and wrapping line₹4–10 crore
- Land and building₹1–3 crore
- Working capital margin₹1–2 crore
MSME term loan; usually set up near a mill or a port
Small and high-speed ranges are indicative. Costs vary with the sheeter make, number of reel stands and whether land is bought.

A4 size paper manufacturing process
The process is dry and mechanical: no pulping, no chemicals and very little water. What decides quality is the condition of the reels and how square the sheeter cuts.
- Reel checking
Each incoming jumbo reel is checked for grammage, moisture, brightness and damaged edges, because faults in the reel turn into printer jams later.
- Unwinding and decurling
Two or more reels run together on the unwind stand. Decurling rolls remove the curl the paper took on the reel, so sheets lie flat.
- Slitting and cross cutting
Rotary knives slit the web to 210 mm and a cross cutter cuts it to 297 mm; blunt knives leave dust and rough edges.
- Counting into reams
The sheeter stacks the cut sheets and counts them into reams of 500.
- Ream wrapping
Each ream is wrapped in a moisture-barrier wrapper and sealed, which keeps the paper at the moisture copiers need.
- Boxing and labelling
Reams are packed five or ten to a corrugated carton and marked with grade, GSM and sheet count.
- Lot testing
Sample reams from each lot are tested for GSM, moisture, curl and size before the lot is released.
Jumbo reels: the raw material for A4 paper
Copier base paper reels are bought from integrated paper mills and their dealers, in widths that suit the sheeter. The GSM mix you buy decides the mix you sell, so the sample splits the reel bill across three grades.
| Jumbo reel grade | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Copier base paper, 75 GSM | 55% | 249.06 |
| Copier base paper, 70 GSM | 30% | 135.85 |
| Copier base paper, 80 GSM | 15% | 67.92 |
| Total | 100% | 452.83 |
Ream wrappers and cartons are treated as packing, at 2.6% of sales in the sample.
A4 paper cutting machine and other equipment
The sheeter is the heart of the unit and the biggest single cost, about 45% of the machinery in the sample.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Automatic cut-size sheeter with multi-reel unwind stand | Unwinds, slits, cuts and counts sheets into reams | 44.62 |
| Automatic ream wrapping machine | Wraps and seals each ream | 17.85 |
| Carton packing and sealing machine | Packs reams into cartons | 7.93 |
| Guillotine paper cutting machine | Cuts A3, legal and trimmed sizes | 6.94 |
| Paper testing laboratory equipment | Checks GSM, moisture and curl | 5.95 |
| Reel handling hoist and trolleys | Lifts heavy reels onto the stand | 5.95 |
| Air compressor and trim dust extraction | Runs pneumatics and removes paper dust | 4.96 |
| Electrical control panel and cabling | Power distribution for the line | 4.96 |
| Total plant and machinery | 99.16 | |

Who buys A4 size paper in India?
Offices, schools, courts and government departments use A4 every working day, and demand rises around admissions and the examination season. Most of it moves through stationery distributors, with the rest going to tenders and bulk office buyers.
- Stationery wholesalers and distributors
- Government departments and tender buyers
- Schools, colleges and coaching institutes
- Corporate offices and banks
- Photocopy and print shops
- Online office supplies sellers
Where a converter wins: large mills run their own sheeters for their brands. A converter competes on private-label packs for distributors, mixed GSM orders, quick regional delivery and sizes the mills do not stock.
Licences, standard and GST for an A4 paper unit
| Business registration | Udyam (MSME) registration and GST registration |

| Product standard | IS 14490:2018, plain copier paper, covering grammage, moisture, thickness, brightness, opacity, Cobb, smoothness, ash and size; sheet sizes follow IS 1064 |
| Legal Metrology | Registration as a packer under rule 27 of the Legal Metrology (Packaged Commodities) Rules, 2011, with sheet count declared on retail reams; packs sold directly to institutional or industrial buyers are outside the retail rules |
| Pollution board consent | Consent to establish and operate from the State Pollution Control Board; dry cutting units usually sit in a low category, but the list differs by state |
| Factory licence | Under the Factories Act or the state labour law where worker and power thresholds apply |
Rules checked October 2026. Check with BIS whether a quality control order applies to your grade before you start.
Mistakes that weaken an A4 paper project report
- Pricing on MRP instead of distributor rates
Distributors buy well below the price printed on the ream, so sales and DSCR come out too high.
- Selling reel weight as ream weight
Side trim, reel ends near the core and damaged wraps never become saleable reams. The report must allow for this loss.
- One GSM, one price
A 70 GSM ream is about 12% lighter than an 80 GSM ream and sells for less. Revenue should follow the planned GSM mix.
- Ignoring moisture and curl
Reels stored in humid sheds pick up moisture and curl, which jams copiers and brings returns. Covered storage and testing belong in the plan.
- Thin working capital
Reel suppliers give short credit while distributors expect about 45 days. Without that gap in the numbers, the unit runs short of cash in Year 1.

A4 Size Paper project report: frequently asked questions
How much does it cost to start an A4 size paper manufacturing plant in India?
A converting unit that cuts bought-in jumbo reels costs far less than a paper mill. Indicatively, a small semi-automatic unit needs ₹30–80 lakh, and a fully automatic line of 10–20 MT per day ₹6–15 crore. Our sample report models a 3.5 MT per day unit at ₹199.51 lakh, including land, building and working capital margin.
What raw material is used to make A4 paper in a converting unit?
The raw material is copier base paper bought as jumbo reels from paper mills, usually in 70, 75 and 80 GSM. In our sample report the reels are the whole raw material bill, ₹452.83 lakh in Year 3, with 75 GSM making up 55% of it. Ream wrappers and cartons are counted separately as packing.
Which machines are needed for A4 size paper manufacturing?
The core machine is an automatic cut-size sheeter with a multi-reel unwind stand, which slits, cuts and stacks the sheets. You also need a ream wrapper, a carton packing and sealing machine, a guillotine for other sizes and reel handling equipment. A small laboratory tests GSM, moisture and curl.
Is the A4 paper business profitable?
It can be, but margins are thin because reels are most of the cost. In our illustrative sample, a 3.5 MT per day unit earns an 18% return on investment in Year 3. It breaks even at 49% of capacity and pays back in about 4.1 years. Profit depends mostly on reel buying price and distributor rates.
What is the GST rate on A4 size paper?
A4 copier and printing paper falls under HSN heading 4802 as uncoated writing and printing paper. The GST Council moved this paper from 12% to 18% from 22 September 2025, while the notebook grade of the same heading became nil. Check the rate for your exact grade with your tax adviser before you price.
A4 paper ka business kaise shuru kare?
Start by choosing your scale and the GSM grades you will sell, then line up two or more reel suppliers and a few distributors. Register under Udyam and GST, get a project report made for your capacity, and apply for a term loan. Install the sheeter and wrapper, then test every lot before dispatch.
What is the difference between 70, 75 and 80 GSM A4 paper?
GSM is the weight of one square metre of paper. A ream of 500 A4 sheets weighs about 2.18 kg at 70 GSM, 2.34 kg at 75 GSM and 2.49 kg at 80 GSM. Heavier paper feeds better in printers and is less see-through, so it sells at a higher price per ream.
Is the A4 size paper project report PDF free, and can I use it for a bank loan?
The sample PDF is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, location and lender.
