What is a blood bag project report?
A blood bag project report is a detailed project report (DPR) for a unit that turns medical grade PVC into sterile blood collection sets filled with anticoagulant. It covers the cleanroom process, machinery, raw materials, CDSCO licensing, project cost, means of finance, five-year projections, DSCR and break-even that a bank needs before funding the plant.
Entrepreneurs and existing plastics or medical disposables makers use it to size the plant and raise a term loan; lenders use it to check whether the unit can repay.
Also known as: blood bag business plan, project report on blood bag, blood bag manufacturing DPR, blood bag plant project report.
What a bank checks in a blood bag project report
A blood bag plant cannot sell a single bag until its licence is granted, so lenders look hard at whether the cash flows hold up once sales begin. These are the values in our sample report and why each one matters.
Single, triple and quadruple bags sell at very different prices. The bank checks that the average matches the planned bag mix and recent tender rates.
PVC compound and donor needles make up most of this. A report that shows a much lower share is usually overstating profit.
Hospital and state tenders pay slowly. Receivables are the largest current asset in the sample, so they set the size of the cash credit limit.
The debt service coverage ratio (cash available to repay divided by loan instalments) falls to 1.58 in Year 2 when full repayment starts. Banks look at the lowest year too.
Values are the assumptions in our illustrative sample. Your report uses figures for your capacity, bag range and buyers.
Blood bag manufacturing plant cost in India and plant economics
The sample report models a 4,100 bags per day unit, or 12,30,000 bags a year over 300 working days. It starts at 60% capacity and reaches 80% in Year 5, at an average price of ₹106 per bag.

Blood bag manufacturing process
A blood bag is a closed set: a primary bag with a donor needle, plus up to three satellite bags joined by tubing. Everything from welding to filling happens in a classified clean area, because the finished set must be sterile and pyrogen-free.
- Film and tube extrusion
Medical grade PVC compound is extruded into clear film and tubing. Wall thickness is held close to the drawing, around 0.39 mm for a typical mother bag.
- Bag forming
Film is cut and sealed into bags with their ports by high frequency (RF) welding dies, one die set for each bag size.
- Set assembly
Tubing, a 16G donor needle, clamps and satellite bags are solvent bonded into single, double, triple or quadruple sets.
- Solution filling
Anticoagulant is dosed into the primary bag, for example 63 ml of CPD in a 450 ml bag, and SAGM into the red cell bag.
- Steam sterilisation
Sealed sets are sterilised in a moist heat autoclave, since gas or radiation would affect the solutions inside.
- Testing and release
Each batch is held in quarantine and tested for leaks, sterility, pyrogens and solution volume before release.
- Labelling and packing
Bags get batch and expiry labels, often with ISBT 128 barcodes, then an overwrap and carton.
Raw materials for blood bag manufacturing
Medical grade PVC compound plasticised with DEHP is the largest input. Every grade must be qualified for blood contact, so units lock in approved suppliers and hold about 45 days of stock rather than buying on price each month.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Medical grade PVC compound with DEHP plasticiser | 45% | 161.28 |
| Blood collection needles | 20% | 71.68 |
| Anticoagulant and additive solution chemicals | 16% | 57.34 |
| Ports, clamps and moulded components | 13% | 46.59 |
| Printed bag labels | 6% | 21.50 |
| Total | 100% | 358.39 |
Machinery for a blood bag plant
The cleanroom is priced alongside the machines because the plant cannot be licensed without it. The welding machines are the largest single item in the sample.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| PVC film extrusion line | Makes bag film from PVC compound | 43.28 |
| Medical tubing extrusion line | Makes donor and transfer tubing | 24.04 |
| High frequency welding machines with dies | Seal film into bags and ports | 48.08 |
| Cleanroom with HVAC and air handling units | Keeps welding and filling areas clean | 43.28 |
| Solution preparation and filling system | Mixes and doses CPDA-1, CPD and SAGM | 19.23 |
| Steam sterilisation autoclave | Sterilises sealed, filled sets | 28.85 |
| Quality control and microbiology laboratory | Batch release and sterility tests | 21.64 |
| Purified water and water for injection plant | Water for solutions and cleaning | 12.02 |
| Total plant and machinery | 240.42 | |

Market for blood bags in India
India imported all its blood bags until 1987, when the first domestic plant started on technology developed at the Sree Chitra Tirunal Institute (SCTIMST). Licensed Indian makers now meet domestic demand and also export.
Demand is moving from single bags to triple and quadruple sets as more blood centres separate whole blood into red cells, plasma and platelets. A single hospital tender often lists six or more bag types, from 350 ml single bags to 450 ml quadruple bags and 300 ml transfer bags.
- Government hospital and medical college blood centres
- Private, charitable and standalone blood banks
- State health department rate contracts and GeM bids
- Distributors of blood bank consumables
- Export buyers
Where a new unit wins: government bids ask for samples, ISO 13485 and a valid licence before price is even compared. A unit that offers the full range, including SAGM triple and quadruple sets, qualifies for more tenders than one that makes only single bags.
Licences and standards for blood bag manufacturing
Blood bags are a regulated medical device, so the licence and the quality system come before the first sale. Allow time for the cleanroom to be built and validated before the licensing inspection.
| Manufacturing licence | Under the Medical Devices Rules, 2017, Class C and D devices are licensed by the Central Licensing Authority (CDSCO): apply in Form MD-7, licence granted in Form MD-9. Class A and B go to the state authority. Confirm your product's class with CDSCO |
|---|---|
| Quality system | ISO 13485 certification; government buyers also ask for GMP compliance |
| Product standard | IS 15102 and ISO 3826, the standards cited in government blood bag tenders |
| Labelling | Batch, expiry and solution details on each bag; ISBT 128 barcodes are often required by hospital buyers |
| Pollution board consent | Consent to establish and operate from the State Pollution Control Board |
| Business registration | Udyam (MSME) registration, GST registration, factory licence and fire NOC as your state requires |
Mistakes that weaken a blood bag project report
- Pricing every bag like a triple bag
Single bags sell for a fraction of SAGM triple or quadruple sets. Revenue must follow the real bag mix, or the DSCR comes out too high.
- No time for licensing in the schedule
The cleanroom must be built, validated and inspected before the licence is granted. Interest and wages in that period belong in pre-operative costs.
- Treating sterilisation and testing as small items
In the sample, the autoclave and the quality control lab together cost ₹50.49 lakh, about 21% of plant and machinery.
- Ignoring slow tender payments
With 60 days of credit, receivables are the biggest part of working capital. A small cash credit limit leaves the unit short in its first year.

Blood Bag project report: frequently asked questions
What is the blood bag manufacturing plant cost in India?
Our sample report models a 4,100 bags per day plant at a total project cost of ₹579 lakh. That includes ₹240 lakh of plant and machinery and ₹178.42 lakh of building and civil works. The cleanroom, welding machines and sterilisation autoclave drive most of the cost. Your own figure depends on bag types, automation, land and whether you extrude film in house.
What raw materials are used to make blood bags?
The main input is medical grade PVC compound plasticised with DEHP, which is about 45% of raw material cost in our sample report. The rest goes on donor needles, CPDA-1, CPD and SAGM solution chemicals, ports and clamps, and printed labels. Buyers expect consistent grades from approved suppliers, because every material change needs fresh testing.
Which machines are needed for blood bag manufacturing?
A unit needs PVC film and tubing extrusion lines and high frequency welding machines with bag dies. It also needs a classified cleanroom with HVAC, a solution filling system, a steam sterilisation autoclave, a purified water plant and a quality control laboratory. In our sample report the welding machines are the largest single machinery item.
Which licence is needed to manufacture blood bags in India?
You need a medical device manufacturing licence under the Medical Devices Rules, 2017. Class C and D devices are licensed by the Central Licensing Authority, CDSCO, with the application in Form MD-7 and the licence in Form MD-9. Confirm your product's risk class with CDSCO, and plan for ISO 13485 certification, which government buyers ask for.
Is blood bag manufacturing profitable?
In our illustrative sample, a 4,100 bags per day unit earns ₹128 lakh net profit on ₹913 lakh of sales in Year 3. That is a 22% return on investment, with break-even at 41% of capacity. Real results depend on tender prices, the mix of single and multiple bags, batch rejection rates and how quickly buyers pay.
Can I get a bank loan or PMEGP for a blood bag plant?
A licensed blood bag plant usually costs far more than the ₹50 lakh PMEGP ceiling for manufacturing, so most promoters take an MSME term loan. CGTMSE can cover collateral-free loans up to ₹10 crore for eligible micro and small enterprises. The bank will want a project report with projections, DSCR and a realistic licensing timeline.
Is the blood bag project report PDF free, and can I use it for a loan?
The sample PDF is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not from a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, bag range and location.
