Brands, retailers, e-commerce sellers and exporters all need reliable stitching capacity, and that demand is why many entrepreneurs set up readymade garment units. A garment manufacturing consultant helps you decide what to make, at what scale and for which buyer before money is spent on machines. NPCS has supported industrial projects since 1994, and our team prepares reports that cover technology, costs, approvals and finance for your chosen product mix.

Market Demand for Garment Manufacturing in India

Demand for garments in India rises with domestic apparel consumption, the growth of branded and online retail, and shifts in export sourcing. Export potential is high, and orders follow festive, wedding and export seasons, so planning your capacity around them matters. Production is concentrated in a few well-known clusters.

  • Brands and retailers placing private label orders
  • E-commerce sellers needing steady supply
  • International buyers sourcing from India
  • Institutions buying uniforms and workwear
  • Clusters such as Tiruppur, Bengaluru, Gurugram and Noida, Ludhiana and Ahmedabad

Garment Products You Can Make

Shirts, trousers and uniforms suit buyers who want steady repeat volumes, while denim jeans and knitwear suit brands that value finish and fit. Private label work for brands and e-commerce is a practical entry point if you don't yet have your own label.

  • Shirts, trousers, denim jeans, t-shirts and knitwear, kidswear, uniforms, workwear
  • Private label for brands and e-commerce

Garment Manufacturing Process Explained

The garment manufacturing process begins with design and sampling, then moves through fabric inspection, cutting, stitching, finishing and packing. Cutting uses CAD markers, which plan how patterns sit on the fabric to cut waste. Denim units add a washing stage, using stone, enzyme, laser or ozone methods, and that stage changes your water and effluent needs. Quality is controlled at several points: measurements, stitch quality, shade and shrinkage, and colour fastness. Buyers often run AQL inspections and social compliance audits, so build those checks into your lines from the start.

  1. Design and sampling
  2. Fabric inspection
  3. Spreading and cutting (CAD markers)
  4. Stitching lines
  5. Denim washing (stone, enzyme, laser, ozone)
  6. Finishing and pressing
  7. Quality check
  8. Packing

Raw Materials and Machinery for a Garment Unit

Your main inputs are woven and knitted fabric, denim, trims and packaging. Fabric typically comes from Surat, Bhiwandi, Ahmedabad for denim, Tiruppur for knits, Ludhiana and Erode. Cutting tables, a CAD plotter or cutter, and lockstitch and overlock machines carry most of the work. Denim units also need washers, dryers, a laser machine and an ETP.

  • Lockstitch
  • Overlock
  • Flatlock
  • Bartack
  • Buttonhole and button machines
  • Pressing
  • Denim washers
  • Dryers
  • Laser machine
  • ETP

Garment Manufacturing Licence and Approvals

Start with business registration, then secure a factory licence and complete labour registrations before you hire. Stitching-only units are generally White or Green under pollution norms, so consent from the State Pollution Control Board is usually straightforward. However, denim washing and dyeing with effluent fall in Orange or Red, which needs consent before construction and again before operation. No QCO applies to garments. Exporters should also register with AEPC.

  • Factory licence
  • ESI, PF and minimum wages compliance
  • AEPC registration for exports
Pollution categoryStitching-only units are generally White or Green; denim washing and dyeing with effluent are Orange or Red

BIS / quality control orderNo QCO for garments
Other licencesFactory licence; labour compliance (ESI, PF, minimum wages); export registration with AEPC

Choosing the Right Garment Manufacturing Model

The choice between CMT job work and full FOB shapes your investment, margins and risk. CMT means you cut, make and trim fabric supplied by the buyer, so you need less working capital but face thinner margins. Full FOB means you source fabric and deliver finished goods, which earns more but ties up cash. Automated cutting suits higher volumes, while laser and ozone washing suit denim units that want cleaner processing. Pick the route that matches your buyers and your funds.

Choosing the Right Garment Plant Size

A garment unit can run from about 1,000 to 20,000 pieces per day, so scale decides almost everything else. A small stitching unit may need about 50 workers and a modest hall, while a large one can employ up to about 1,000 people. Denim with a laundry sits at the top of the investment range because of washing equipment and effluent treatment. Many operators start with one or two lines and add more once buyer orders are steady.

Government Schemes and Project Finance for Garment Units

Relevant support includes PM MITRA textile parks, PLI for MMF apparel and technical textiles, RoSCTL and RoDTEP for exports, SAMARTH skilling and state garment policies offering wage and capital subsidies. NPCS reports are used for bank loans and programmes such as PMEGP, MSME schemes, Mudra and NABARD-linked projects, subject to each lender's requirements.

What Decides Success in Garment Manufacturing

Good operators keep lines efficient, hold strong buyer relationships and pass compliance audits. Plan early for the risks that follow.

  • Labour availability and attrition
  • Thin CMT margins
  • Compliance costs
  • Competition from Bangladesh and Vietnam
  • Fabric sourcing, plus selling or recycling cut waste

Garment Manufacturing: Frequently Asked Questions

How much does garment manufacturing setup cost in India?

A stitching unit typically needs about ₹50 lakh–₹5 crore, while denim with a laundry runs to ₹15–50 crore. These are indicative figures and exclude land. Your capacity, machinery and location decide the actual project cost.

Which licences are needed for a garment manufacturing unit?

You need a factory licence and labour compliance covering ESI, PF and minimum wages. Exporters register with AEPC. Stitching-only units are generally White or Green, but denim washing with effluent is Orange or Red.

How much land and power does a garment factory need?

Land typically ranges from about 5,000 sq ft to 3 acres, and power load from about 50 to 500 kW. Denim washing also needs far more water than stitching, so effluent treatment affects site choice.

How to start garment manufacturing as a first-time entrepreneur?

Decide your product and buyer type first, then choose CMT or FOB. Next, fix capacity and location, select machinery, complete registrations and arrange finance. A detailed project report ties these steps together before you commit funds.

How does NPCS help with a garment manufacturing project report?

NPCS prepares a project report covering process, machinery, raw materials, approvals and financials, tailored to your capacity and location. Our team can also advise on machinery, vendors and plant layout. Share your plan and we'll outline the next steps.
