A Uganda-based industrial group enters pigment manufacturing with full feasibility and market validation by NPCS

M/s. Kampala Cement Co. Limited had built a solid reputation in Uganda's construction and building materials sector. But the leadership team was looking further ahead. With East Africa's infrastructure boom showing no signs of slowing, they saw an opportunity to move beyond their existing business and invest in local manufacturing — something that could serve the region's growing industrial base rather than depend on imports.

The question wasn't whether to diversify. It was what to build, and whether the numbers would actually work.

That's what brought them to NPCS.

After a structured screening process that weighed regional demand patterns, raw material access, and long-term commercial sustainability, NPCS identified Red Oxide Pigment production as the strongest fit. The logic was straightforward. Red oxide — iron oxide in its pigment form — is a workhorse material across construction, paints, ceramics, plastics, and industrial coatings. It's chemically stable, weather-resistant, and in consistent demand from institutional buyers. And in Uganda and across East Africa, a significant share of it is still being imported.

That import dependency was both the problem and the opportunity.

NPCS worked through the engagement in five structured phases. The market analysis looked at demand across Uganda and neighbouring markets including Kenya, Tanzania, Rwanda, and DRC. Construction-linked demand was the primary driver — colored cement blocks, paving materials, roofing products, and concrete tiles all rely on red oxide as a core input. Growth in paints and coatings added another layer of recurring demand, and the industrial manufacturing sector — plastics, rubber, ceramics — provided a stable secondary customer base.

On the technical side, NPCS evaluated the full manufacturing process: raw material procurement, high-temperature calcination and oxidation, ball milling, washing, filtration and drying, blending for color consistency, and final packaging. Machinery selection covered rotary kilns, ball mills, filter presses, spray dryers, and quality control equipment. Plant layout and utility requirements were assessed for the Kampala site, and the entire production setup was designed with future scale-up in mind.

The financial modeling covered capital investment across land, plant and machinery, civil works, utilities, and working capital — broken down clearly for presentation to financial institutions. Return metrics, payback period, and break-even utilization were all assessed and confirmed the project's commercial viability.

The implementation roadmap laid out a ten-month path from regulatory approvals to commercial production launch, with defined milestones across construction, equipment procurement, installation, commissioning, trial runs, and market entry.

By the end of the engagement, M/s. Kampala Cement Co. Limited had everything they needed to move forward with confidence — a bankable DPR, validated market intelligence, a technically proven production model, and a clear execution plan. The client approved the project and confirmed implementation.
