This is not a vision or a dream but an ongoing industrial initiative, with a number of cluster locations identified, policy design at cabinet-level underway, and corporate behemoths such as Reliance, Adani and Vedanta already showing interest.<\/p>\n<p>This is a golden opportunity for entrepreneurs, MSME promoters, startup founders and industrial investors who have never seen such an opportunity before. The entire supply chain for rare earths is facing the crisis globally. China, the world&#8217;s near-90% producer of refined <a href=\"https:\/\/www.niir.org\/blog\/india-rare-earth-magnet-scheme\/\">rare earth magnets<\/a>, has introduced export restrictions that shook the auto, electronics and defence industries around the world. India has the fifth largest reserves of rare earths in the world, but imports nearly all the rare earth permanent magnets. The state has been able to identify 16 beach sand mineral deposits in coastal districts, Srikakulam, Vizianagaram, Visakhapatnam, Anakapalli, Konaseema, Kakinada, West Godavari and Krishna covering 16,604 hectares. The deposits contain minerals such as monazite, ilmenite, rutile, zircon and garnet, all of which are directly used in some of the world&#8217;s fastest growing industrial applications.<\/p>\n<p>The simple reason was India&#8217;s Union Budget 2026\u201327 officially declared Andhra Pradesh, Kerala, Odisha and Tamil Nadu as national Rare Earth Corridors. The Centre also approved in November 2025 a Rare Earth Permanent Magnet (REPM) Manufacturing Scheme worth of \u20b97,280 crore for integrated sintered magnet manufacturing capacity of 6,000 metric tonnes per annum for inviting competitive bids from the global market. Then Andhra Pradesh took it one step forward, announcing a state-level investment road map, along with three specialized coastal industrial clusters.<\/p>\n<p>The significance: For the first time, India is looking at the mining, processing, alloying and manufacturing of magnets as a single value chain and not as policy silos. Nearly all rare earth permanent magnets are currently imported from China. The export restrictions by Beijing on strategic metals during the trade disputes with the USA caused a huge disruption in the global supply chains, including India&#8217;s booming EV, renewable energy and defence manufacturing industry.<\/p>\n<p>At present, three forces are coming together in India that are making the production of rare earth a true possibility for private companies.<\/p>\n<ul>\n<li>Rare earth permanent magnets are expected to double in global demand by 2030 due to the demand of EV traction motors, wind turbine generators, consumer electronics, industrial robotics, defence systems, etc.<\/li>\n<li>Quad aligned countries like the United States, Japan and Australia are actively pursuing non-Chinese processing deals with India and the projects with technical credibility can avail offtake agreement and co-investment from these strategic partners.<\/li>\n<li>India has an estimated 6.9 million tonnes of rare earth reserves, of which Andhra Pradesh has an estimated 30% (about 3.8 million tonnes) of the country&#8217;s total rare earth reserves of monazite.<\/li>\n<\/ul>\n<p>However, the missing link and opportunity has always been in the middle \u2014 the processing, alloying and magnet manufacturing.
