GOVERNMENT POLICIES:

The Ministry of Food Processing Industries (MOFPI) is a ministry of the Government of India is responsible for formulation and administration of the rules and regulations and laws relating to food processing in India. The ministry was set up in the year 1988, with a view to develop a strong and vibrant food processing industry, to create increased employment in rural sector and enable farmers to reap the benefits of modern technology and to create a of surplus for exports and stimulating demand for processed food.

•        Custom duty rates have been substantially reduced on food processing plant and equipments, as well as on raw materials and intermediates, especially for export production.

•        Wide-ranging fiscal policy changes have been introduced progressively in food processing sector. Excise and Import duty rates have been reduced substantially. Many processed food items are totally exempt from excise duty.

•        Corporate taxes have been reduced and there is a shift towards market related interest rates. There are tax incentives for new manufacturing units for certain years, except for industries like beer, wine, aerated water using flavouring concentrates, confectionery, chocolates etc.

•        Indian currency, rupee, is now fully convertible on current account and convertibility on capital account with unified exchange rate mechanism is foreseen in coming years.

•        Repatriation of profits is freely permitted in many industries except for some, where there is an additional requirement of balancing the dividend payments through export earnings.

 

Biotechnology: Project Opportunities in Uttarakhand

PROFILE

The Biotechnology sector in India is one of the fastest growing sectors of the Indian Economy. GOVERNMENT POLICIES:

The Uttarakhand Board of Biotechnology (UBB) will help the R&D Institutions of the State to seek funds from the national and international funding agencies / donors to upgrade the infrastructure facilities. Depending upon the need, UBB and the State Government will also try to fund R&D facilities through its own resources. The State Government undertakes to provide the following facilities/terms to the companies desirous of establishing BT units in the State:

•        BT Units including related R&D Units will enjoy the status of industry and will be eligible for incentives and concessions as provided for the relevant category/class of industry in the Industrial Policy of the State. For this purpose they shall be treated as Priority Sector Industry. Department of Biotechnology will provide The State Government undertakes to provide the following facilities/terms to the companies “single-window clearance” and shall issue only one application form to set up BT Units in the State.

•        The Government proposes to establish in association with private sector a BT Park initially at Halide, Pantnagar where land/plots would be made available to prospective entrepreneurs on favourable terms. The latter, however, are also free to choose their own sites or locate the same in the other established Industrial Areas in the State.

The Government of Uttaranchal (GoU) has decided to encourage generation of power through small hydropower sources of energy, and has framed a policy so that the development of this sector serves as an engine to achieve the objective of promoting the all-round development of the region. NATIONAL MINERAL POLICY, 2008

Keeping in view the long term national goals and perspective for exploitation of minerals, Government of India has revised its earlier National Mineral Policy, 1993 and came up with a new National Mineral Policy 2008. Basic goals of NMP 2008 are-

1.       Regional and detailed exploration using state of the art techniques in time bound manner.

2.       Zero waste mining

For achieving the above goals, important changes envisaged are:

•        Creation of improved regulatory environment to make it more conducive to investment and technology flows

•        Transparency in allocation of concessions

•        Preference for value addition

•        Development of proper inventory of resources and reserves

•        Enforcement of mining plans for adoption of proper mining methods and   optimum utilization of minerals 

•        Data filing requirements will be rigorously monitored

•        Old disused mining sites will be used for plantation or for other useful purposes.

•        Mining infrastructure will be upgraded through PPP initiatives

•        State PSU involved in mining sector will be modernized

Moringa Oleifera (Drumstick) Powder

Moringa is a drought tolerant, medium-sized, evergreen tree that prefers warm, frost-free climates to flourish. Its tender leaves and twigs can be harvested at any time from a well-established, 1.5 to 2 meters tall plant. Taller plants bear cream-white, small size flowers in clusters throughout the season, which subsequently develop into long slender dark-green, three-sided, edible seedpods with tapering ends. Ferric oxide (Fe? O?) is an inorganic compound also known as hematite. Ferric oxide is used in the iron industry in the manufacturing of alloys and steel. The Food and Drug Administration (FDA) has approved ferric oxide pigment for use in cosmetics. Moreover, ferric oxide granules are used in the form of filtration media for removing phosphates in saltwater aquariums. FOR Fe2O3 • In iron industries for producing steel and alloys • Ferric oxide powder, also called jeweler’s rouge, is used for polishing lenses and metallic jewelry • Its granular form is used as a filtration media for pulling out phosphates in saltwater aquariums • As FDA-approved Pigment Brown 6 and Pigment Red 101, for use in cosmetics. • In biomedical applications, because its nanoparticles are non-toxic and biocompatible Recovery of Fe2O3 Fe2O3 is another material in red mud that has attracted a number of researchers. Until now, there are three means to recover iron from red mud: smelting, solid-state reduction and magnetic separation. In smelting process, red mud is charged into blast furnace or rotary furnace with a reducing agent. Then, iron oxide in red mud is reduced to generate pig iron that can be used in steel production. However, smelting process has some demerits. High energy and capital costs are associated with blast furnace (BF) operation because scale of operation is high. Red mud must be mixed with some good-grade iron ore to maintain the minimum grade of the charge to BF. In addition, titanium reacts with other constituents of the slag to form multiple oxides that are difficult to leach. In the solid-state reduction process, the mud is mixed with a reducing agent or contacted with a reducing gas to produce metallic iron. The product can be an input either in a steel-making furnace or a conventional blast furnace. Compared to smelting process, solid-state reduction process consumes less energy. But, it also has some disadvantages. First, the metallic iron produced is quite difficult to separate from the rest of product. So, it is easily polluted by gangue materials. Second, the product is in a very fine form. The recovery rate of Fe2O3 was 45% (weight percent). Another means is to convert hematite or goethite in red mud to magnetite firstly, which is followed with magnetic separation. Obviously, this process is more complex than magnetic separation. Directly. But it also has some advantages. First, goethite is easier to separate magnetically and needs less energy to reduce compared to hematite. So, the extra cost of reducing hematite to magnetite can be compensated by the energy difference between reducing hematite and magnetite to metallic iron. Titanium Dioxide, also known as titanium (IV) oxide or titania, is a white crystalline powder, made up of ilmenite and rutile, which are used as the main raw materials. It is created using either the chloride process or sulfuric acid, referred to as the sulfate process. Titanium dioxide is extensively used as a white pigment in paints and coatings application. The pyro-metallurgical process is not an energy-friendly method and, hence, the hydrometallurgical technique usually attracts more attention from the research community. A number of the acids’ extractability have been analysed to recover titanium from red mud, such as dilute and concentrated H2SO4 and hydrochloric acid. The solvent extraction technique has been applied to extract titanium from red mud using HCl, which comprised di- and mono-. Transfer printing, method of decorating pottery by using an inked, engraved copperplate to make a print on paper that, while still wet, is pressed against a glazed pottery surface, leaving behind an impression, or transfer, of the engraving. Sometimes these monochrome transfer prints were subsequently filled in with colour by hand. Rubber stamping, also called stamping, is a craft in which some type of ink made of dye or pigment is applied to an image or pattern that has been carved, molded, laser engraved or vulcanized, onto a sheet of rubber. The rubber is often mounted onto a more stable object such as a wood, brick or an acrylic block. Increasingly the vulcanized rubber image with an adhesive foam backing is attached to a cling vinyl sheet which allows it to be used with an acrylic handle for support. These cling rubber stamps can be stored in a smaller amount of space and typically cost less than the wood mounted versions. They can also be positioned with a greater amount of accuracy due to the stamper's ability to see through the handle being used. Temporary stamps with simple designs can be carved from a potato. The ink-coated rubber stamp is pressed onto any type of medium such that the colored image is transferred to the medium. The medium is generally some type of fabric or paper. Other media used are wood, metal, glass, plastic, and rock. High-volume batik uses liquid wax instead of ink on a metal stamp. Stenciling, in the visual arts, a technique for reproducing designs by passing ink or paint over holes cut in cardboard or metal onto the surface to be decorated. Stencilling produces an image or pattern by applying pigment to a surface over an intermediate object with designed gaps in it which create the pattern or image by only allowing the pigment to reach some parts of the surface. The stencil is both the resulting image or pattern and the intermediate object; the context in which stencil is used makes clear which meaning is intended. In practice, the (object) stencil is usually a thin sheet of material, such as paper, plastic, wood or metal, with letters or a design cut from it, used to produce the letters or design on an underlying surface by applying pigment through the cut-out holes in the material. Screen printing also uses a stencil process, as does mimeography. The masters from which mimeographed pages are printed are often called "stencils". Stencils can be made with one or many colour layers using different techniques, with most stencils designed to be applied as solid colours. Screen printing, also known as serigraphy, is a method of creating an image on paper, fabric or some other object by pressing ink through a screen with areas blocked off by a stencil. The technique is used both for making fine art prints and for commercial applications, such as printing a company's logo on coffee mugs or t-shirts. Offset printing, also called offset lithography, or litho-offset, in commercial printing, widely used printing technique in which the inked image on a printing plate is printed on a rubber cylinder and then transferred (i.e., offset) to paper or other material. The rubber cylinder gives great flexibility, permitting printing on wood, cloth, metal, leather, and rough paper. In offset printing the matter to be printed is neither raised above the surface of the printing plate (as in letterpress) nor sunk below it (as in intaglio, or gravure, printing). Instead, it is flush with the surface of the plate; thus offset is classified as a planographic method of printing. Transfer paper is a thin piece of paper coated with wax and pigment. Often, an ink-jet or other printer is used to print the image on the transfer paper. A heat press can transfer the image onto clothing, canvas, or other surface. Transfer paper is used in creating iron-ons.
