As a result of this Policy, since May 2006, investments attracted by Tamil Nadu is automobiles & components manufacturing is Rs.21900 Crores, almost 5 times of the Investments attracted during previous 15 years (May 1991-April 2006). The total employment potential in these new projects is: 1.20 lakhs (direct + Indirect). Govt of India is currently implementing a project "National Automotive Testing R&D Infrastructure Project" (NATRIP) in Oragdam near Chennai at a project cost of about Rs.450 Crores. Tamil Nadu government has come out with following policies :

·         Raise value addition levels from 7% to 30 %

·         Food processing industry is one of the growing areas identified for exports. Free Trade Zones (FTZ) and Export Processing Zones (EPZ) have been set up with all infrastructures. Also, setting up of 100% Export oriented units (EOU) is encouraged in other areas. They may import free of duty all types of goods, including capital foods.

·         Capital goods, including spares up to 20% of the CIF value of the Capital goods may be imported at a concessional rate of Customs duty subject to certain export obligations under the EPCG scheme, Export Promotion Capital Goods. Export linked duty free imports are also allowed.

·         Units in EPZ/FTZ and 100% Export oriented units can retain 50% of foreign exchange receipts in foreign currency accounts.

·         50% of the production of EPZ/FTZ and 100% EOU units is saleable in domestic tariff area.

The total paper production was 3.7 lakh tonnes in 2005 06 which accounts for 17.30% share of the national production, next only to Andhra Pradesh.  As the country’s forest cover is much below the desired level, the Government of Tamil Nadu established TNPL in 1979 to manufacture newsprint and paper using bagasse (sugarcane waste) as the primary raw material. This is the largest paper mill in India with an installed capacity of 230,000 TPA. Tamil Nadu Newsprint and Papers Limited (TNPL) was established by the Government of Tamil Nadu to produce newsprint and writing paper using bagasse, a sugarcane residue.

GOVERNMENT POLICIES:

Several policy measures have been initiated in recent years to remove the bottlenecks of availability of raw materials and infrastructure development. To bridge the gap of short supply of raw materials, duty on pulp and waste paper and wood logs/chips have been reduced. In the year 1979, Government of Tamil Nadu established Tamil Nadu Newsprint and Papers Limited as a public limited company under the Companies Act, 1956. Commencing production in 1984, with the support of Government of Tamil Nadu, the company has made rapid strides and has emerged as the largest paper mill in India at a single location. With the on-going expansion plan to increase paper production capacity from the present 2.45 lakh tons to 4 lakh tons per annum, TNPL is poised to become a Rs.2000 crores company by 2011-12.

The control on cement for a long time and then partial decontrol and then total decontrol has contributed to the gradual opening up of the market for cement producers. The prices that primarily control the price of cement are coal, power tariffs, railway, freight, royalty and cess on limestone. Interestingly, all of these prices are controlled by government. Cement industry consumes about 5.5bn units of electricity annually while one ton of cement approximately requires 120-130 units of electricity. Power tariffs vary according to the location of the plant and on the production process. Wood fibers (also spelled wood fibers, see spelling differences) are usually cellulosic elements that are extracted from trees and used to make materials including paper. The end paper product (paper, paperboard, tissue, cardboard, etc.) dictates the species, or species blend that is best suited to provide the desirable sheet characteristics, and also dictates the required fiber processing (chemical treatment, heat treatment, mechanical "brushing" or refining, etc.). Wood fibers are made of cellulose got from the xylem vessels in plants, especially trees. Other plants providing fibers include straw, bamboo, cotton, hemp, and sugar cane. Medium-density fiberboard (MDF) is an engineered wood product made by breaking down hardwood or softwood residuals into wood fibres, often in a defibrator, combining it with wax and a resin binder, and forming it into panels by applying high temperature and pressure. MDF is generally denser than plywood. It is made up of separated fibres, but can be used as a building material similar in application to plywood. It is stronger and much denser than particle board. Composite forest products, or engineered wood, refer to materials made of wood that are glued together. In the United States, roughly 21 million tons (21.3 million metric tons) of composite wood are produced annually. The more popular composites materials include plywood, blockboard, fiberboard, particleboard, and laminated veneer lumber. Most of these products are based on what were previously waste wood residues or little used or non-commercial species. Very little raw material is lost in composites manufacture. Medium density fiberboard (MDF) is a generic term for a panel primarily composed of lignocellulosic fibers combined with a synthetic resin or other suitable bonding system and bonded together under heat and pressure. The panels are compressed to a density of 0.50 to 0.80 specific gravity Additives may be introduced during manufacturing to improve certain properties. Because fiberboard can be cut into a wide range of sizes and shapes, Long (bast) Fibers, Short (core) Fibers. The surface of MDF is flat, smooth, uniform, dense, and free of knots and grain patterns, making finishing operations easier and consistent. The homogenous edge of MDF allows intricate and precise machining and finishing techniques. Trim waste is also significantly reduced when using MDF compared to other substrates. Improved stability and strength are important assets of MDF, with stability contributing to holding precise tolerances in accurately cut parts. It is an excellent substitute for solid wood in many interior applications. Furniture manufacturers are also embossing the surface with three-dimensional designs, since MDF has such an even texture and consistent properties. There are three different types of MDF particle board, fiber board and laminated board. Uses Wood fibers from aspen and spruce have been used for filler and reinforcement of polystyrene. The wood fibers used were in the form of refined wood. In order to improve compatibility of wood fibers with polymeric matrices, fibers have been modified by copolymerization with styrene. Stable Bleaching Powder

Bleaching process are those which remove color from natural or artificial products. In early times bleaching was done by mechanical means and bleached goods were available only to rich. Today the bleaching to textile, paper and other materials constructed from natural fibers is done largely by the chemical agents and bleached articles are available to all. Bleaching powder is used to whiting or removing the natural color of textile fibers, yarns, wood pulp, paper and other products by chemical reaction and also is an additive in the scouring powder preparation as germicide. Its storage life is short, especially in warm climates. Because of the unstability of bleaching powder at higher temperatures, a more stable bleaching compound was sought. Bleaching powder stirred into water, soda ash is added, the sludge is allowed to settle and the clear solution of sodium hypochlorite is used as a source of bleach. As liquid chlorine became more easily available many laundries prepared their own sodium hypochlorite solution a practice that persisted. There is demand of bleaching powder increase by 5-7% per annum. Now bleaching powder used largely in the water pollution controlling agent. The commercial laundry industry developed at the turn of the century and has continued to grow rapidly. The progress was showing ups and downs.
