Waste management: Project Opportunities in Maharashtra

PROFILE:

Waste utilization, recycling and reuse plays a major role in limiting resource consumption and the environmental impact of waste. Recycling is an integral part of any waste management system as it represents a key utilization alternative to reuse and energy recovery (Waste-to-Energy). Which option is ultimately chosen depends on the quality, purity and the market situation. Hazardous waste management is a new concept for most of the Asian countries including India. The lack of technical and financial resources and the regulatory control for the management of hazardous wastes in the past had led to the unscientific disposal of hazardous wastes in India, which posed serious risks to human, animal and plant life.

RESOURCES:

There are 250 urban local bodies (ULBs) in Maharashtra which comprises 23 Municipal Corporations, 220 Municipal Councils, 3 Cantonment Boards and 4 Nagar Pachayats. Per capita MSW generation in various towns of the state ranges 100 to 600 gram per day.  For class I cities in Maharashtra, the waste generation rates are in the range of 14 to 63 kg per capita per day, which includes Mumbai having the highest range of 0.63 kg per capita per day (pcpd). The average waste generation rate for the state is estimated as 35 kg pcpd.  As per the projection, the waste quantities are estimated to increase from 6.18 million tons per year in the year 2004 to 8.05 million tons per year in 2011 and 11.77 million tons per year in 2021. In total over 21632.3 tons per day (TPD) of MSW is generated of which around 50% is generated in Mumbai (8500 TPD), Thane (680 TPD), Pune (1740 TPD) and Kalyan (1050 TPD). Compare to other Metropolitan cities in India, MSW generation is highest in Mumbai.  Available data indicates that Waste generated in Maharashtra contains about 55% of Non-biodegradable and 45% biodegradable components.

GOVERNMENT POLICIES

National policy on waste management is set out in the October 1998 policy statement on waste management - Changing our Ways. It outlines the Government's policy objectives in relation to waste management, and suggests some key issues and considerations that must be addressed to achieve these objectives. The policy is firmly grounded in an internationally recognised hierarchy of options, namely prevention, minimisation, reuse/recycling, and the environmentally sustainable disposal of waste which cannot be prevented or recovered.

Bright Steel Bar from Black Bar

Black steel is created through a mill process which involves rolling the steel at a high temperature (typically at a temperature over 1700° F), which is above the steel’s recrystallization temperature. When steel is above the recrystallization temperature, it can be shaped and formed easily, and the steel can be made in much larger sizes. Bright drawn steel is essentially black steel that has had further processing. The steel is processed further in cold reduction mills, where the material is cooled (at room temperature) followed by annealing and/or tempers rolling. The raw material used in the bright bar manufacturing process are called ‘black bars’ – steel wire rods that are mostly in coil form. They are cleaned by removing their scales, which is done either by ‘pickling’ (acid cleansing) or ‘shot blasting’ (blasting steel balls) techniques. Once cleaned, the curvy coil is opened, straightened and fed into the Combined Wire Drawing machine. In the drawing machine, the wire rods are reduced (‘drawn’) to a smaller diameter, straightened and polished/cut to required specifics. The resultant finished product is a Bright Bar (called ‘bright’ due to its shiny finish), also called a Cold Drawn Bar.

Tin Containers

A tin container is a compact tin box designed for the storage and distribution of goods. This tin can is crafted out of a thin metal that can be anything ranging from iron to aluminium. Although not always, these small metal cans often feature a tin plating. They can be found in any form, size, and color. These packaging materials are mostly applied in the food and cosmetics industry. Besides their dominant presence in the above-named industries, they are often used for personal storage purposes. Especially the older tins that have a nostalgic value can often be found in people’s living rooms or kitchens where they function as decoration. Still today, decorated tin boxes are being sold during the holiday season. These beautiful small tin containers with lids are a popular gift as they are often filled with chocolate or cookies. The smaller types of these decorated tins are often reused by people to store their personal items.
