renewable energy from solar or wind sources. This differs from grey hydrogen, which the industry currently produces using natural gas, and blue hydrogen, which uses natural gas along with carbon capture technology. The main production technologies are:<\/p>\n<ul>\n<li><strong>Alkaline electrolysis<\/strong> \u2013 the older, more cost-effective technology that is the dominant technology in India, and is currently used in alkaline solution as an electrolyte<\/li>\n<li><strong>PEM (Proton Exchange Membrane) electrolysis <\/strong>\u2013 has faster response times and higher purity output, more appropriate to variable renewable power input but requires specialised catalysts (usually iridium or platinum) which are highly import reliant<\/li>\n<li><strong>Solid Oxide Electrolysis (SOEC)<\/strong> \u2013 an emerging, higher-efficiency technology still at an earlier commercialisation stage<\/li>\n<\/ul>\n<p>Beyond raw hydrogen production, India offers major manufacturing opportunities across the green hydrogen value chain. Green ammonia production combines hydrogen and nitrogen to create a product that is easier to transport and store. Manufacturers can also produce hydrogen stacks, membranes, catalysts, and Balance-of-Plant (BOP) components for electrolysers. The mission aims to:<\/p>\n<ul>\n<li>Production capacity of green hydrogen of 5 million metric tonnes (MMT) per year by 2030<\/li>\n<li>125 GW of related renewable energy generation capacity committed to this generation.<\/li>\n<li>Equipment and systems manufacturing capacity of 15-100 GW installed in the country (figures vary by source and mission phase)<\/li>\n<li>Investment of over \u20b98 lakh crore (~USD 100 billion) puts India in the position of claiming about a 10% share of the global green hydrogen market.<\/li>\n<li>Import of fossil fuels have been cut by more than \u20b91 lakh crore; this is directly relevant as India imports 85% of its petroleum and 50% of its natural gas<\/li>\n<li><strong>More than 600,000 new jobs created<\/strong> across the value chain<\/li>\n<\/ul>\n<p><strong>On figures: <\/strong>The figures are given at various stages because the sector is still in its infancy, &#8220;capacity&#8221; being reported at three stages: awarded\/contracted, under construction and actually commissioned, and these can vary significantly, as detailed below. By May 2025, the government had allocated 862,000 tonnes per annum of green hydrogen production capacity to 19 companies and awarded 3,000 MW of annual electrolyzer manufacturing capacity to 15 companies, supported by \u20b94,440 crore in dedicated manufacturing incentives. They are genuine and substantive pledges of key Indian businesses.<\/p>\n<p>Awarded capacity refers to contracted capacity, not operational capacity, and only commissioned projects count toward the 2030 target. India had commissioned only about 8,000 tonnes per annum of green hydrogen production capacity as of February 2026. Meanwhile, authorities had awarded contracts for a total of 862,000 tonnes per annum, against the final target of 5 million tonnes.<\/p>\n<p>In other words, India has achieved less than 1% of its 2030 goal. However, the awarded project pipeline could theoretically cover about 17% of the target.<\/p>\n<p>This is not a story of failure of a policy, it is a story of an industry that is still in the infrastructure building phase \u2013 and the \u201ccontracted\u201d versus \u201ccommissioned\u201d paradigm is just the sort of construction, engineering, procurement and project execution work for of \u20b917,490 crore \u2014 \u20b94,440 crore (Component I) specifically for domestic electrolyzer manufacturing incentives, and \u20b913,050 crore (Component II) for green hydrogen production incentives, both administered by the Solar Energy Corporation of India (SECI).<\/li>\n<li><strong> An increase in budget allocation: <\/strong>NGHM&#8217;s budget outlay has increased from \u20b9100 crore (FY2023-24) to \u20b9300 crore in FY2024-25 and FY2025-26, which reflects better utilisation of funds.<\/li>\n<li><strong> Viability Gap Funding (VGF) and production linked incentives: <\/strong>Substantially mitigate the centre affordability challenge \u2013 cost gap between green hydrogen (\u20b9397 to 560\/kg) and grey hydrogen (\u20b9150 to 200\/kg).<\/li>\n<li><strong> Mandated green hydrogen consumption targets:<\/strong> Definition of green hydrogen standards requiring a specific percentage of green hydrogen use in refining, fertilizers, and city gas sectors creates
